Preparation of the roadmap incorporated the relevance of professionals from disciplines such as urban planning, land surveying, geography, topography mapping, and geo-informatics including photogrammetry,

(GIS), and remote sensing (RS). Also, others include economics, statistics, regional planning, sociology, hydrology, civil engineering, and history for the implementation of urban plan revision tasks.

Production of 1:2000 scale urban boundary topography map from an orthophoto in a GIS environment head-on digitizing. Preparation of topography map production specification for map scale, types of layers of features, decision-making in the selection of feature datasets, ground sampling distance (GSD) of the backdrop orthophoto in the Arc/Map data view frame, determination and specification of a geometric figure for selected features as point, line, and area/polygon features as well as quality check and editing procedures.

Development of both the stand-alone and server-based relational database using the desktop ArcGIS, cloud server ArcGIS Online and Arc/Info workstation spatial database engine (SDE) based on conceptual, logical, and physical designs for concurrent use.

Aerial photography mission plan preparation. Communicate with all cities and town municipalities to receive boundaries in either shapefile or drawing exchange (DXF) format. Calculate the total area of each city/town. Determine the forward overlap at least 60% and side lap between 15%-30% depending on the nature of the topography. Calculate the number of strips and the total number of aerial photographs expected. Prepare a project area diagram depicting the strips and series of photographs with photo center (principal point), pass points, conjugate principal points (CPP), ground control points (GCPs), and flight index. Plan and assign field crew to place GCP ground marks before the start date of the mission flight. Execute aerial photography survey and conduct quality control for each image in a computer system using adobe Photoshop weather images were scanned as per the specification including image brightness and contrast. extract those images with GCP mark and send a field crew for ground geodetic survey point measurement from well-established national first-order trigonometric survey control points as a baseline and conduct the adjustment process for final (x,y,z) coordinates for each photo ground control point that would help for the AT adjustment phase. Besides, in each city, boundary monuments at a grid of 1 km were established. Measurement accomplished by field survey crew using total stations for each monument center. The monuments were legally and physically protected from damage unless for subsurface earth movement.

Specification of urban 1:2000 scale topography map production, in collaboration with stakeholders, was prepared. Inner orientation measurement (centering the fiducial marks), stereoscopic relative orientation, and absolute orientation are accomplished. Aerial triangulation bundle adjustment was processed to correct distortions such as air craft tile (pitch, yaw, and roll) as well as error due to relief displacement among others using consecutive photo images (model) at a time. Global Navigation Satellite Systems data (GNSS data), GCP coordinates, and pass points as well as checkpoints were used to run the photogrammetric AT adjustment to minimize adjustment errors close to zero in the iterative process depending on the purpose of the topographic map production. Import the aerial triangulation adjustment report for 3D- model feature extraction process using photogrammetric workstations such as Summit Evolution and Leica Photogrammetric Suite (LPS). Generating digital terrain model (DTM) from the digital surface model (DSM) by grounding cloud of DTM points stereoscopically from tree canopies and any physical body above the surface, floating or digging below the surface was conducted. Contour file from the final DTM data was created. Orthophotos were produced from oriented/corrected series of models and DTM as well as mosaicking process accomplished. Generated contour files were overlaid on the vector and image maps. Cartographic visualization and map compilation process come at the end for the final map sheets with marginal information and an index number. Also, after a lesson learned from international practice, national urban addressing standard has been prepared and endorsed by the urban sector counsel for implementation.

National urban real property registration and information system software development and implementation sub-project with quality control task was accomplished by an international consultant: IGN-France International. Operational bylaws in urban land development and information system were collected. Different teams were formed to write codes. The software development planning, analysis, design, implementation, testing, and integration as well as the maintenance phase were executed. Purchase of heavy- duty computer processors, monitors, network cables, data center equipment was conducted to establish three- tier system deployment in 23 primary and medium-sized cities and towns.

The occupational standards for competency-based professional licensing were designed. Level-based occupational standards from level II, III, and IV, and V were developed in collaboration with governmental and private organizations urban land development stakeholder. Approved national urban development levels of competencies were urban plan development, urban land surveying, topographic mapping, Real property registration and information, as well as property valuation.

Specifications include vertical photographs forward overlap (forward gain), side lap (side gain), ground resolution, aircraft flying altitude (a.m.s.l.), number of strips, number of photograph, flight direction, ground photo survey control points (GCPs) locations, photo control points ground marks, selection of reference first-order trigonometric survey control point benchmarks, tie points and image quality control.

Conduct aerial triangulation bundle adjustment(ATBA) with first level of confidence in 3D-environment using image principal points (pp), conjugate principal points(cpp), tie points, and ground surveyed photo control points of (x,y,z) coordinates, and global navigation satellite system (GNSS) data.

Assign field geodetic survey crew to measure each ground photo control points selected during flight mission planning as final adjusted list of (x,y,z) coordinates. Also, assign a field crew for descriptive data (name) collection.

Import ATBA report and digitize ground features stereoscopically layer by layer a model at a time as per specification. Quality control, editing, map compilation, and cartographic visualization tasks were performed.

Digital Terrain Models (DTM) were generated from digital surface model (DSM) with either the GRID or Triangular Irregular Network (TIN) in different formats such as text, tin, and raster to generate contour file having index contour and intermediate contour intervals.

Extract geospatial information feature extraction photogrammetrically and from an orthophoto as a back drop on GIS interface building geospatial database management system, cartographic processing, and preparing final proof ready for printout.

Workstations and software used: Virtuozo, Leica Photogrammetry Suit (LPS),DAT/EM Summit Evolution, INPHO (Match-AT, Match-T, and OrthoVista), ArcGIS, Arc/Info, cloud server ArcGIS pro, cloud server ArcGIS Online.
