Retained as the Resident Senior Construction Engineering Inspector to enforce the requirements outlined in the Plans and Specifications, and other Contact documents, as necessary throughout. Position quickly evolved into a role atypical of the Construction Engineer and Manager. Monitored and performed all applicable types of inspection work on complex and routine highway projects and acted as a specialist and technical advisor for others on certain phases of work requiring specialized talents and experience. Assignments were of an independent nature and included responsibility for inspecting and monitoring of the inspection work on any type, and size of projects. Responsible for the Inspection of site development projects, grading projects, paving projects, demolition projects, signing projects, utility projects, guard rail, and many other special projects as assigned. Responsible for assigning and advising junior inspectors in a manner to ensure that all phases of the work received adequate inspection coverage. Reviewed the performance of junior construction inspectors on a routine basis to ensure that there were no deficiencies in the Construction Engineering and Inspection (CEI) Services work being provided. Inspected all assigned phases of work on the assorted construction projects and made official contact with contractor’s superintendent and other representatives to verify conformance to plans, specifications, and other contract documents. Confirm lines, grades, and dimensions of elements, structures and materials with Contractors Staff, Subcontractors and/or Sub Consultants and advise Contractors of any discrepancies. Confirmed means and methods of construction where specific methods were stated and required timely action to correct any variances of the methods employed. County of King William, Virginia: Clerk of the Works (Construction Manager).

Retained as Owner’s Representative for Capital Outlay Projects specifically for the New King William County Courthouse, which in time evolved into the King William County Public Safety Complex, though not limited to. Position included oversight of all CSI Sections and administration of the Contract documents as the Owner from concept to final delivery and occupancy, to include maintenance agreements. Inspections of all site work, sub soils, issues and concern, undercutting, BMP construction, building pad, fill placement, spread footings, column footings. All subsurface proposed utilities, reinforcing steel, concrete pours, red iron erection, light gauge steel, framing throughout, masonry systems, and closure. MEP overview and coordination. Assist Contractor as necessary for Special Inspections by others. HALO Grounding system. Site work completion, paving, specialized work and delivery. Well water system implementation and well lot dedication. Engineering design for systems storage and delivery. Liquefied gas Underground Storage Tank (UST) design and installation. Sanitary drain field design, installation and finalization of system(s). Work coordinated and approved by the Health Department. Unique install of CoW designed 911 Dual trunk system, contract and award of same. Tele Communication and Security systems throughout. Clerk of the Works (CoW) assisted in the implementation of goals and objectives, the development and implementation of annual plans for construction activities. Negotiated contracts and contracts change orders with outside contractors. Participated in construction engineering budget preparation and administration. Prepare cost estimates for budget recommendations and submit justifications for materials and labor. Monitor and control expenditures on construction projects. Submitted detailed status reports to the Board of Supervisors for each assigned Project detailing progress, costing, and any issues of concern, monthly. Coordinated and managed the facilities maintenance BOSS Contract at Yorktown Coast Guard Training Facility. Project consisted of two facets. One being the general maintenance of the Base, which included all CSI Sections, though not limited to. The second facet to this contract was Individual Delivery Orders (IDO’s). These individual Delivery Orders included those that exceeded base dollar contract limit amount of the Work Order (WO), or series of WO’s, which was the maintenance and repair of the same work same location, same item. These DOs were also procured by Government Request for Estimation and Execution. DO Projects ranged from Additions, HVAC upgrades, Chillers, Boilers, Marine Structural Pier repairs, to failed Plumbing and other aged systems. IDO’s were generally MEP heavy though not limited to. These projects necessitated Constructability Analysis, Estimations, Negotiations, Project Scheduling, and Direct Construction. Responsible for Quality, Production and Safety for area of assigned construction and maintenance, though supported by other Professional Staff when available. Developed, maintained, and enforced the project site logistics plan; coordinated subcontractors, scheduling, expediting of material deliveries, and controlled inspections for areas and trades to ensure quality and on time completion of work. Monitored all job site quality control reporting: daily, weekly and monthly progress reports, payroll and profit loss (P&L) Statements, anticipated cost reports, purchase orders, shop drawings, submittals, RFI's and all project related documents. Developed, maintained, and enforced project site logistics plan; coordinated subcontractors, scheduling, expediting of material deliveries, and controlled inspections for areas and trades to ensure quality and on time completion of work. Monitored all job site control reporting, daily and monthly progress reports, payroll and profit loss (P&L) Statements, anticipated cost reports, purchase orders, shop drawings, submittals, RFI's and all project related documents. Inspected subcontractors' means and methods in accordance with project documents. Provided technical assistance to all members of team. Retained as the Owners (City of Newport News) Field Representative to enforce the Plans and Specifications, and other Contact documents, as necessary with guidance to and from the Design Engineers, and The City of Newport News Senior Engineering Management, for the “City of Newport News-Solid Waste facility #2, Cells 1,2, and 3 Landfill Closure” Project; The duties of this position were numerous and varied, yet included critical site inspections, and field administration of the documents, as outlined in the following summation. Coordinated and managed the sales activities for West sand and Gravel Co, Inc. Annual Sales Budgets for the four operations was 8 million per unit. Sales nearly tripled with the average selling price doubling over my stay. Was able to deliver excellent results by the planning, organizing and implementing of a well-developed and aggressive sales program for both shareholders and surrounding aggregate markets in order to achieve sales objectives while developing, training and mentoring junior representatives. Position involved the oversight the Quality Control, Material Testing, Contract Negotiations and Proposals. Served as the Chief Engineering Aide and primary for the Construction Material Engineering (CME) Testing and Inspection services for American Testing and Engineering (ATEC) at the Newport News Virginia Branch Office. Scopes of the work activities were dictated by the Statement of Work (SOW) and the Project Specifications as supplied by the clientele who included Owners, Architects, Structural Engineers, and Contractors. Work activities consisted of field inspections, testing, and evaluation of results. These Inspections were numerous, broad, and with some being in depth. Involvement was generally on long term assignments which included soils testing and inspection which included FDT’s (field density testing), observational reporting of site development means and methods, acceptable fill materials, compactive equipment, proof rolling and guidance thereof.
