Responsibilities are to assure the prime contractors have a management system in place to control subcontracting activities for executive awareness, internal audits, prevention and correction of deficiencies in the material acquisition system, and for prompt decisions on procurement matters. I provide technical guidance and support to functional specialists performing administration and surveillance as well as Buying Activities, and review contractor purchase documents to assure technical, federal acquisition and government inspection requirements are flowed to the subcontractor. I participated in Unit Maintenance Staff Meetings, tracking shop tasks and providing status to cognizant shops and Unit Management, allowing close coordination of daily maintenance activities to assure expedient workflow, and minimize aircraft downtime. After a year and a half as GS-1910-9 I was promoted to Quality Assurance Representative/Lead, GS-1910-11. Duties were as above, but included: overseeing and directing two to four Quality Assurance Specialists; creating surveillance plans and setting audit frequencies; determining program assignments; structuring and administering a training syllabus for entry-level QAS; interfacing with procurement program offices in Program Management Reviews; and participation in Material Review and Corrective Action Boards. I also coordinated Program Quality Reviews for the Buying Activities/end customers.
In 1990 and 1991 I received Sustained Superior Performance Awards for implementation of Total Quality Management methodologies and principles. These methods influenced the contractor to employ like practices, which led to three consecutive years of reducing nonconformance by fifty percent each. I also achieved Level II certification in the Quality Assurance Acquisition career field.
In 1995 I was reassigned to (now) L-3 Harris in Waco, Texas, where I’ve been involved in several aircraft maintenance and modification programs, both as a resident (locally) and non-resident (Baylor Aviation and the International Space Station parts) government representative. In the GS-1910-11 capacity I have been deeply involved in two FAA Supplemental Type Certificate projects; the Air Force's T-3 fuel system up-grade, and through May 2007 as NASA's on-site safety and quality representative for the SOFIA Project - to design, build, integrate and test an airborne observatory. In those roles, I interfaced closely with FAA's designees, the FAA, the contractor/ applicant, and the end user, NASA’s Ames Research Center and Dryden Flight Test Center.
As the SOFIA project drew down I was involved as DCMA’s primary conformity representative for the Poland government C-130E aircraft, the Services' Joint Cargo Aircraft (C-27J) and the interior for the Presidential helicopter replacement fleet. I also have past experience with the modification of the UH-60 Blackhawk.
With responsibilities to audit production processes and assure compliance to established/approved procedures, through both personal involvement and delegation at vendor sites, I ensured contractor compliance to safety and quality requirements. With knowledge and experience in forming, heat treating and surface treatment processes for metals, as well as destructive/nondestructive testing disciplines, combined with many years experience in product assembly, modification, inspection, maintenance and repair I've gained in-depth knowledge of techniques and principles used industry-wide.
My personal initiatives in auditing contributed significantly in identifying root cause and reducing the number of discrepancies affecting product quality, while workmanship and safety-consciousness have been enhanced.
My employer has recognized me for Sustained Superior Performance four times between 1998 and 2004.
