Assist Budget Manager in preparing the budget each fiscal year.

Observe budget (run expense reports for each division and monitor each division’s budget lines).

Process, modify, and close out encumbrances (PO, DO, PD); changes/additions to budget lines (EBZ / EB, RBZ, RB); and move funds (JV). Create CCE form to add/release funds to Contracts and send to central finance to process.

Process invoice payments, upload contracts and supporting documents to Onbase Unity Client, and create weekly spreadsheet for tax refund reissues which is sent to central finance for payment.

Create and maintain financial spreadsheets regarding invoice and contract payments.

Reconcile Pcard purchases each month and enter into BOAWorks (for three Pcards within CAO)

Process deposits through BOACashPro.

Submit staff Travel Pcard applications and set up training sessions with central finance.

Prepare travel documents and submit to central finance.

Monitor payroll entry and approval.

Assist with Board of Equalization and Review meetings (set up boardroom, schedule appeal dates in NCPTS; process BER pay vouchers)

Create Tax Rate Chart each year for Mecklenburg County, City of Charlotte, and surrounding small towns.

Order office supplies for CAO; obtain e-quotes and order computer packages through Advantage.

Proficient in these programs: AMSAdvantage; Kofax/OnBase Unity Client; InfoAdvantage; BOAWorks, BOACashPro; and NCPTS.

Strong computer skills using Microsoft Outlook, Excel, Word, and PowerPoint.

Excellent communication, interpersonal, analytical and organizational skills, and ability to work independently and as a team member in a fast-paced environment with tight deadlines and changing priorities.
