Scope of Works

Work package CP08-A1 is related to the Construction of roads, fuelling pier and all wet and dry utilities on four Qetaifan Island South 1 (QS1), QS2, QS3 and a small portion of QN. The work incorporates all services including but not limited to Power, IT, Telecom, Wet and Dry Utilities, Landscape, Signage, Roadway lighting, traffic signals and gas Networks

Roads on Island QS1, QS2, QS3 and a small portion of QN.

All associated electrical cabling, water main, sewage system, Storm Drainage, irrigation system, gas supply, plot connections for all utilities including telecommunications

All signage (regular & ADS), street lighting and traffic signals.

Landscaping by subcontractors from Lusail’s selected list.

Testing & Commissioning of all utilities should be undertaken by specialist approved by relevant authority (Third Party Consultant).

Geotechnical/geophysical field investigation and testing by a specialized third-party contractor.

Duties and Responsibilities

Advise the site management team on matters in respect of Health and Safety requirements and site implementation,

Carry out a scheduled site inspection at least daily, weekly, and monthly and as when required in compliance with legal regulation and company procedures,

Report to the Health and Safety Manager,

Participate actively to the weekly Health and Safety inspections/monthly Health and Safety

Control, maintain and update all Health and Safety documents for review, as required by the Health and Safety Manager, prior to advising the construction team who shall transmit any subsequent revisions to the Client/PMC and concerned subcontractors,

Assist the Health and Safety Manager in preparation of Monthly Health and Safety Reports and the monthly Progress Reports with regard to their particular matters,

Assist the Health and Safety Manager in planning emergency evacuation and fire drills at the site,

Assist Health and Safety Manager in investigating accident/incidents report and necessary recommendations to avoid reoccurrence,

Assist the construction team, health, safety inspectors, field engineers, foreman, supervisors and yard supervisors in their daily activity briefings, safety toolbox talk meetings and safety coaching of the work force,

Report all unsafe act/conditions identified, to Site Engineers for immediate rectification further report to Health and Safety Manager any work stoppage.

Organise and provide in-house training to all the employees,

Monitor that there is full compliance with all applicable legislation, Qatar Construction Specification 2014 and industry standards are required,

Advise site management on all Health and Safety and security regulations and change in statutory requirements,

Organise to conduct new employee inductions for all personnel inclusive of subcontractors,

Assist procurement and be responsible for the issue, control and availability of the necessary safety equipment, including employee personal protective equipment,

Review method statements and risk assessments prior to issue to Engineer

Develop Evacuation Plans and conduct regular emergency drills at their areas of responsibility

Attend the progress meetings, and give Health and Safety inputs for forthcoming developments

Organise Health and Safety inspections, audits, walk through, and report the findings

Organise and assist accident investigations

Review accidents and recommend immediate corrective action

Recommend and implement programs and activities that will develop and maintain incentives for and motivate of employees

Be responsible for monitoring of lifting supervisors, riggers, Banks man competency regarding lifting and rigging works and arrange for relevant training and subsequent issuance of competency certificates.

Duties and Responsibilities

Promote safe work conduct to all staff and employees

Provide full time coverage during all shifts at their designated worksite

Report directly to the relevant Health and Safety Supervisor and assist the Health and Safety Manager as required
