Work Experience

I have worked for over 25 years in the Federal Contracting arena supplies, services, construction and R&D Classified contracting, I did 10 years in the Directorate of Contracting US Army Garrison, Panama where provided support to contracts worth six million dollars in fifteen countries, involving the deployment of twelve thousand Department of Defense personnel in counter drug actions, peacekeeping, humanitarian relief, training, joint-multinational and contingency operations throughout the Caribbean, Central and South America and was the acting Director during the final 2 weeks of the US presence in Panama. I was later relocated to the USGS Contracts and Grants Eastern Region Team B after the Panama Canal Treaties went into effect in 1999, I served three years in Reston VA USGS National HQ was offered an opportunity to relocated to the Florida Integrated Science Center St Petersburg Florida as the Sr. Contracting Officer for the FISC. I accepted employment in the private defense contractor arena by Jacobs Engineering as a Contract Specialist GS-12 equivalent supporting the US Special Operations Command MacDill AFB Fl. After 3 years with USSOCOM I accepted a position with YRCI in support of the US Army Corps of Engineers New Orleans LA as a GS-13 equivalent Sr. Contracts administrator. I was selected to the DOI-BLM Lakeview District, Purchasing Agent (Reinstatement) . I was offered an 1102 series Contract Specialist grade 11 with upward mobility to a full 13 with a FAC-C Level I Contracting officer Warrant with the US Federal Trade Commission, Washington D.C. Duties, Accomplishments and Related Skills:

Accepted a position as an 1102-11/4 Contract Specialist with the Medical branch of the Tucson VA Contracting office. Duties are the procurement of medical services in support of the VA Tucson Healthcare resources branch Level II FAC-C Certified Contract Specialist/Contracting Officer (Apr 2015 – Present) Contract Specialist/Officer 1102/11 with the US Federal Trade Commission in Washington DC, I am a warranted level I Contracting Officer FAC-C. I provide contracting support to the FTC mostly for professional services required for this agency such as professional witnesses, Data storage, external contract support, and IT support equipment and maintenance. I maintain a Level I Warrant $100K open market and $500K est. sources. Purchasing Agent DOI-BLM (May 2013 to Apr 2015)

(May 2009 – 2011) In charge of Teaming agreements and NDA’s, I negotiate with sub-contractors on Government MATOC and IDIQ contracts, solicit request for quotes, proposals and negotiate final price revisions, confirm proper invoicing on CTO’s from sub contractors, participate in RFP’s issues by the Government. Sr Contracts Administrator US Army Corps of Engineers (Oct 2009-May 2010) US Army Corps of Engineers New Orleans LA as a GS-13 equivalent contractor Sr Contracts Administrator working on the Seabrook Gate ECI for IHNC. This project has an estimated value of $154M and I am an integral part of the source selection and administration of this endeavor, once awarded I shall have full administrative functions supporting the primary Contracting Officer on all aspects of the project.

Contracting Officer Citigroup (March 2009-July 2009) Temp position Contracting Officer for Strategic Global Acquisitions, I interfaced with the business client, suppliers and legal department to ensure Statements of Work (SOW), work orders and Master Service Agreements are in full compliance in accordance with Citigroup policy. I report to the Consulting or Application Development Commodity Manager, I negotiate and execute Service contracts and SOW that are primarily technology or consulting related. Contract Specialist Special Operations Command MacDill AFB

(Apr 2006- Jan 2009)

Contractor Contract Specialist GS-12 equivalent with the Special Operations Command MacDill AFB I assisted the Contracting Officer with IDIQ orders and other Special Ops procurements, I worked on classified contracts with an active "secret" clearance. I assisted the Contracting Officer with reviewing the Statement of Applicability, Statement of Work and J&As, I worked for PEO-SP and maintain an excellent working relation with the group. I had technical input and expertise with the projects PEO-SP is working with. I was on task to provide business advice and perform complex contracting actions to assist the USSOCOM Program Executive Office (PEO)- Special Projects (SP) Office with all their procurement requirements. I have accomplished numerous contractual actions and drafted numerous contractual documents for the Governments management approval. I worked in an expeditious manner awarding eight contracts and administering 13 contracts valued at over $62.4M. I am the main Contracts Specialist for the Nuclear Material Identifier System (NMIS) Program, which is a very important program in the Global War Against Terrorism (GWAT). I have successfully awarded and administered numerous contracts and purchase orders valued at over $1.5M for various counter proliferation anti- terrorist equipment. I also assumed the duties of the main Contract Specialist for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This highly visible IDIQ contract is valued at over $90M and provide ordering capabilities in support of the Remote Control Improvised Explosive Device Electronic Counter Measures (R/CIEDECM) systems, in which the details and capabilities cannot be disclosed for security reasons. During this period, I have successfully negotiated and executed eight contract delivery orders valued at over $21.9M with minimal delays and no errors. I have been instrumental in providing and maintaining contracting support to the PEO-SP, while the program offices have considerably increased their procurement requirements. I have attended and successfully completed the company’s Task Leader training. I also designed and piloted the Unmanned Aerial Vehicle (UAV)for the African Dust Program for the USGS-FISC.
