5. PROFESSIONAL EXPERIENCE
Participate in identification, appraisal, design and implementation phases of investment projects As an Environmental Specialist, I have about 15 years’ experience to successfully accomplish numerous projects funded by international development partners: WB, ADB, JICA, IFC, AFD, KFW and FMO. There, I was required to participate in all phases of the project: from identification to investment phases. The approximate cumulative portfolio of my projects is about USD 1.00 billion.
Appraise and screening the environmental and climate risks impacts of project At the initial phase, I am required to conduct initial appraisal and categorization of potential environmental and climate risks. This process includes to fill up relevant categorization forms, such as Environmental, Climate Change and Rapid Environmental Assessment, which are relied on following three guiding documents:
(1) Environment Conservation Rules (ECR), 1997 of Bangladesh Government.
(2) Environmental and Social Safeguard Framework of my organization.
(3) Environmental and Social Performance Standards (ESP) of respective development partner, as is expecting to finance in that project.
Expertise on air, water and noise quality monitoring I have long term experience to conduct air, water and noise quality monitoring of infrastructure and renewable energy projects as per Bangladesh national standards and international best practices.
Competency in air dispersion modelling, noise modelling and thermal modelling I am competent top conduct air dispersion modelling in both ISC3 and AERMOD. In addition, I am also equipped in noise modelling and thermal modelling.
Experience with various types of projects
Some of my key accomplishments:
(1) 250 km of Dhaka-Chittagong four lane expansion
(2) 20 power projects with cumulative capacity of 3,800 MW,
(3) 2 (two) river ports and several land ports with total capacity of 268,000 TEUs
(4) 1 (one) 5-Star Hotel of Doreen Hotel and Resort Ltd.
(5) 1 (one) Tertiary Hospital
(6) 2 Special Economic Zones with a total area of about 300 acres
(7) 1 (one)LNG Terminal with capacity of 500 MMCFD
(8) 4.1 million solar home systems
(9) 40 solar mini-grid with capacity of 15
Conduct detail environmental due diligence
The first step of due diligence process starts is know-your-client (KYC) meeting with project investor. Then, I have to review the project feasibility study report. Thereafter, in most cases site visit is conducted to get clear understanding about baseline environmental. Condition. Finally, a Terms of Reference (ToR) is prepared for detail Environmental Impact Assessment (EIA), based on the findings of feasibility study review, observations from site visit, requirements of ECR, 1997 and ESP standards of respective development partner.
Guide in EIA preparation and EMP implementation
The environmental impact assessment (EIA) process begins with the selection of competent EIA consultant in consideration of technical capability and financial expectation. Thereafter, the selected Raihan Uddin Ahmed

ESIA Consultant is required to start the ESIA process. In this process, he is required to formally update the progress to confirm the time limit.
After receiving the draft EIA, I have to review to confirm the requirement of ECR, 1997, ESSF, and ESP of the respective development partners have been met. Thereafter, project sponsor is required to follow the environmental management plan (EMP) in both construction and operation phases.
Guide in stakeholder consultation and disclosure At an early phase of due diligence, it is my responsibility to identify relevant government, non- government, and private stakeholders pertinent to the project. The ESIA consultant is required to conduct consultation with these stakeholders and reflect their opinion in the ESIA. The project sponsor is guided to conduct regular consultation with these stakeholders throughout the project life period and disclose their any grievance/opinion formally, as well as to resolve immediately.
Monitor EMP implementation and address non-compliance To ensure the proper implementation of EMP, the project sponsor is required to submit periodic EMP Implementation Report, which is duly reviewed to understand any gap and necessity of subsequent corrective measures. In addition, if the project is of Low risk(A), or Moderate risk (B) category, an annual EHS compliance audit is conducted through physical, which is of half-yearly for a High risk (A) project.
In this audit, in addition of physically monitoring the environmental and social compliance of the project, a comprehensive stakeholder is conducted with the adjacent neighbourhood to confirm about any on-going or potential grievances. Based on the findings of reviewing the periodic EMP Implementation Report and physical audit, I try to find whether there is any significant gap or non- compliance. In case of necessity, the project sponsor is recommended for the required corrective measures.
Conduct Carbon Emission Assessment
In some projects, especially fossil fuel burnt power plant, some development partners asl Carbon Emission Assessment (CEA) report, which is a specialised task. To be an effective CEA Expert, I have developed competence in the carbon emission assessment processes, practiced by the World Bank and International Finance Corporation (IFC). Thereafter, I have successfully completed the Lead Auditor Course of ISO 14064 (Carbon emission assessment), which has given my formal credential as Carbon Emission Assessor/Auditor.
Training and capacity building
As a means of capacity building of internal and external stakeholders, my responsibility includes to conduct training on environmental and social performance.
Experience with the development and implementation of environmental strategies, policies, and procedures
Over the years, I have to play main role in the preparation of Environmental and Social Safeguards Framework (ESSF) of my organization. Thereafter, as a Research Fellow of the DRAWDOWN, USA, I have contributed to research on low-carbon technologies. Furthermore, being a Technical Specialist
(Greenhouse Gas Working Group) of the GHG Protocol, USA, I have successfully contributed in deriving estimation and reporting standards for project’s carbon emission, as is expected to be globally practiced.
Experience with government, non-government and civil society organizations Most of the projects, as I have successfully completed are large and complex in terms of project cost, technology, environmental and social risks. So, my job responsibility includes to maintain regular liaison with relevant government, non-government and civil society to confirm that the required environmental and social standards are duly complied and there is no issue of grievances.
