I have prepared and filed personal, partnership, corporate, and personal property tax returns since 2010. I also perform various bookkeeping duties as required throughout the year. HR Block did a complete revamp of their software while there and in 2016 we transitioned to Bookkeeping By Balance which utilizes Drake software. As the CVN 77/CVNX ATC&LS Program Manager I was responsible for the integration of all ATC&LS as well as Combat Identification products into the future carriers. New integrated radars, networks, and, communication systems were being developed. Special requirements and design features for our requirements had to be integrated into the overall program. Contracts for trade studies were initiated.

As the Program Manager Supervisor for Ship Systems I supervised 5 program managers who continued the efforts described below in my previous two positions.

Deputy Program Manager - Joint Precision Approach and Landing Systems (June 1997 - Oct 1999)

As the Navy’s Project Manager for the Joint Precision Approach and Landing Systems (JPALS) Program, I lead the Navy’s team in the initial development for marketing, scheduling, costing, team recruitment, multi-service negotiations, collaborating a Single Acquisition Management Plan, and work breakdown structure definition. Our team comprised all facets of acquisition including: contracting, logistics, engineering, testing, training, costing, and program management. This program, over its expected 20-year life cycle, is a 3 billion dollar effort. I managed this effort in the Milestone 0 phase into a psudo - Milestone I phase which was approximately 7 million dollars of effort. During this time I marketed and received permission to add 2 additional program managers for the Navy on site at the Air Force program office.

I managed the Navy Unique portion of the JPALS and participated in the development of the ORD, AoA, CARD, and lead the Navy portion of the Single Acquisition Management Plan (SAMP). JPALS is planned for all Navy aircraft affecting avionics such as GPS, INS, and Datalinks and all air capable ships. JPALS started PDRR like activities in a prolonged Phase 0 with approval from the OIPT. This prolonged Phase 0 was just one of the JPALS forefront acquisition reform initiatives. One of my accomplishments was the tri-service approval of the SAMP. To acquire AIR 1.0 signature coordination included approval from 1.0, PEO(T), 2.0, 3.0, 4.0, and 7.0.

Deputy Program Manager – Full Time Student Defense Acquisition University (May 1997 - Jun 1997)

Deputy Program Manager – PALS and SATC (June 1996 - Apr 1997)

As the Navy’s Project Manager for Precision Approach and Landing System (PALS) and Ship Air Traffic Control System (SATC) I was responsible for the maintaining of ship radar systems which comprised of developing improvements including the costing, marketing, securing and defending funding, designing, scheduling, contracting, installing, training, etc. of approx. 20 various upgrades.

As the Deputy Program Manager for PALS and SATC I was in constant communication with our requirements officer to respond to fleet requirements. I was responsible for developing program plans based on fleet input. I developed issue sheets, planed acquisition strategies, and controlled the execution of those plans through interaction with contractors, other program managers, and field activities. I was instrumental in creating new procedures to improve funding document, budget submittal, and funds tracking processes.

I was responsible for the planning and execution of 11 various funding lines over 20M. Throughout the year I responded to marks, presented programs to NAVCOMP and Congressional inquires, responded to sponsor request, coordinated with various PMS managers to schedule installations, coordinate through the fleet for schedule and requirements changes, initiate and track progress of contracts.

Electrical Engineer – Flight Test Engineer (Feb 1989 – May 1996)

As a Navy flight test engineer I managed test projects including costing, marketing, coordinating, developing work breakdown structures, tracking funds, reporting progress, collecting and analyzing data, and writing the final reports. Many test projects included involvement with contracts at various levels.

I served as PMA-251’s representative, coordinating field activity, USA, USAF, USCG, and MSC input, organized information, and reported to the Shipboard Certification PAT. Successfully completed a DI test in three months from request to product by soliciting the efforts of USS NASHVILLE, MA-42 Det B, Oceana and Pax River SAR, and NAVRWAIRTESTRON. Developed a new customer, NAVSEA 03R3, by contacting, marketing, developing Statement of Work, and developing a team from across the competencies. Represented Navy Test Team on the MK XV tri-service program and successfully coordinated F/A-18 integration/test efforts. Briefed NAVAIRSYSCOM, on shipboard helicopter issues concerning the Haitian Invasion and the K-Max helicopter demonstration and initiated a PAT on Joint Shipboard Certification.

Expanded/modernized a ship hardware deliverable database for PMA251. Controlled over 100 contract deliverable distributions and review progress. Developed a five year $10M cost estimate for SMATCALS. Developed with the management Analysts methods to successfully track funding verses progress to control efforts. Managed the Enhanced JTIDS System Exerciser including the coordination of shelter construction, equipment upkeep, and repairs. Developed new procedures to expedite equipment repair and workarounds.

Volunteer Jan 2004 – Present

In addition to caring for our home and three children I have volunteered my time and talents to the community. Some of those projects include creating at least 4 different web sites. Help Mother Catherine School upgrade their wi-fi and studied and made suggestions for technology upgrades. I served as a board member for 3 years for the Chesapeake Bay Aquatic Club (CBAC) as the membership chair and team records and entries chair. I investigated web options for CBAC, presented those options to the board, and transferred the swimmers data. I was a certified U.S. Swim Stroke and Turn Official (4 years). Certification involves passing written exams, apprenticing, practical evaluation and ongoing classes and participation. During 2008-2009 I assisted the 5th grade math class and hosted a Bible study that corresponded to school’s curriculum. I also lector for our church.
