Since the program that Results was training on was new and not totally debugged, I spent 16 days trying to stay connected to Remote Desktop and practice the training. I also tried to work at night to practice, but had the same problem. Because of these bugs and glitches I had to resign from this position. Researched all companies in New Mexico within four counties covering a 200- mile area whose Workers’ Compensation Insurance premium was greater than $15,000 to determine if they had performed their required annual safety inspections. Personally contacted those companies that did not have that record, and, if needed, conducted a safety inspection at each of the company’s facilities.
Maintained the New Mexico Workers Compensation Administration Safety Database for my assigned areas and was responsible for updating existing business safety and injury data within my four counties and adding new businesses as they registered with the state. Also, maintained all communication with each company contacted for future use in any legal deliberations.
For those companies who had a history of a high injury rate, was responsible for researching those companies and recommending whether they should be placed on the state Risk Reduction Program. For those companies placed on this program, all of their facilities were inspected, and a list of safety deficiencies was developed. Based on that list, a corresponding list of corrective actions was developed. These actions were verified to be completed by a subsequent follow-up inspection. Offered to all businesses contacted a free outreach safety training on numerous safety topics and conducted several of those training sessions.

I was responsible for supplying all information for our large Waste to Energy Plant that supplied steam and electricity to Norfolk Naval Shipyard. SPSA was the first integrated waste management system to achieve this certification, which included a landfill, transfer station, a Refuse Derived Fuel facility that processed all of the solid waste in Southeast Virginia into a fuel source. I had also met with the ISO-14001 team and provided them with all information necessary for their audit to award us this ISO, including the responses and corrective actions to that audit that assured the successful award for the large waste to energy power plant. Title V permit, PSD permit, Solid Waste permit, NPDES permit, POTW permit, and large generator hazardous waste permit. Sought out, interviewed numerous candidates for, recruited
(including all required initial training), and directly supervised six water treatment plant operators and an analytical lab capable of performing metals analysis by AA, TCLP, BOD, COD, TSS, pH, conductivity, silica, chlorine, Oil and Grease. Set up EMS and received an ISO 14001 certification at MWC Plant and RDF Plant. Maintained certification requirements including a three-year recertification. Redesigned systems to make them more cost efficient by reutilizing wastewaters and provide stabilization of lead and cadmium in ash with lime addition. Ensured that all reports were submitted and signed by me as signatory authority for Title V
(semi- annual, annual, and annual emissions inventory), PSD (quarterly excess emissions, CGAs, RATAs, annual emissions performance testing, SARA Tier II reports, DMRs, solid waste reports, etc. Performed audits and managed all outside audits from DEQ, OSHA, and POTW inspectors for air, wastewater, solid waste, hazardous waste. Worked closely with Hampton Roads NASA who wanted to test an ambient temperature catalytic converter for pollution removal. Designed a system which included a gas chromatograph (GC), piping, and sampling the flue gas at isokinetic conditions. Was able to document all results generated by the GC and was able to complete this project with all required documentation being supplied to NASA.
Also coordinated a special testing protocol for the scientists at Research Triangle Park, North Carolina to operational testing of a new NOx Continuous Emission Monitor (CEMs) during operation of one of the WTE combustors. This project involved setting up a testing protocol for this analyzer, installing this CEMS into the flue gas stream, and recording all applicable parameters during the test.
