Senior Program Analyst

Provides senior program acquisition and financial management duties in support of the P-8A Multi-Mission Aircraft Systems Program:

Performs critical program management analysis of major DoD acquisition systems, components, services and training to provide P-8A Fleet production and Industrial Capabilities. Provides advisory services to multiple customers to procure and produce Fleet requirements in accordance with scheduled program milestones. Participates as a team support member of the overall Program and Integrated Product Teams (IPTs). Collects, develops, tracks, and maintains contractual and financial data in support of the P-8A Industrial Capabilities Program. Tracks program/project status to ensure Fleet need dates are met. Applies policies and procedure guidance in relation to specific tasking to ensure required task and appropriated funds are aligned. Provides subject matter expert advisory support to customer(s) in regards to best value and lead time acquisition strategies. Prepares acquisition documentation such as, Statements of Work (SOWs), Contract Data Requirement Lists (CDRLs), Procurement Initiation Documents (PIDs), Contract Line Item Number (CLIN) structures and associated cost. Prepares funding document requests, Work Assignments Agreements (WAAs), acquisition milestone schedules, program power point briefs and multiple excel program tracking reports. Develops and tracks contract delivery schedules in accordance with Boeing dock needs and Fleet scheduled establishment dates. Monitors Program engineering changes, JPO and FMS future needs to insure production and GFE requirements are contractually covered. Performs daily financial management functions, including development of project cost estimates for known and projected Fleet requirements and routinely answers program data calls. Compiles, identifies and analyzes changes in budgetary and/or financial policies, regulations, constraints, objectives, and recommends appropriate funds to accomplish program objectives. Plans and manages Procurement Planning Conferences (PPCs), monitors planned verses actual metrics via the Program Management Tool (PMT) against set milestones. Proactively communicates with a variety of internal product teams as well as numerous external organizations to ensure all connected task areas are progressing to meet Fleet schedules.
