Information Assurance Network Officer

Department of Defense, Defense Health Agency - San Antonio, TX October 2012 to March 2020

In this position I had the title of Information Assurance Network Officer (IANO). I managed a team of eight network engineers and system administrators and was responsible for the installation, configuration, and daily operations of all network switches, SQL servers, SharePoint Servers, and system servers. The computer environments main operational function was to act as the repository for all Department of Defense dental records, digital x-rays, and clinic scheduling worldwide. As the IANO I was also responsible for insuring our computer environment met the Information Assurance policy and guidelines set forth by the DOD, and to make sure matters of Computer Network Defense, DISA, and FISMA were implemented correctly and timely. I ensured procurement actions, installations, and modifications to existing infrastructure complied with Army approved IA architectural guidance and review and evaluated the effects of security changes to the network, including interfaces with other networks. I assessed changes in the network, it's operational and support environments, and operational needs that could have affected its accreditation. I also developed and issued network security policy, guidance, and countermeasure implementation instructions as was required. All of these actions ensured the networks, were planned, installed, managed, accredited, maintained, and operated per the security requirements of Army Regulations and the standards required for connectivity and classification of the network concerned.

IT Specialist

In my this position with the FTC, I was the Internet Lab Manager responsible for IT staff, the system administration, hardware/software, and maintenance of two Internet Crime Labs. These labs were created to allow investigators the tools and automated assistance in investigating and gathering evidence related to deception and fraud online. The internet crime labs are separate anonymous networks apart from the FTC. I was responsible for the configuration, administration, and security of the LAN and the domain controllers running active directory. In order for the users to investigate covertly on the internet I was responsible for keeping the LAN security from being breached. I have expert experience loading and maintaining domain controllers and workstation. I was responsible for reloading the lab computers and backing up images of hard-drives for legal evidence. These computers were also constantly being upgraded with the latest versions of investigative tools. I provided instruction in technical issues related to the operation of the internet and other telecommunications and computer venues. I was also responsible for the upkeep of the FTCs spam database server. This allowed investigators a means to quickly search the daily 350,000 emails submitted by the public to the database. I created several web pages used for FTC special events that allow interaction with the public via online forms. I also configured and administer the Internet Crime Labs Virtual Server domain. These servers were capable of running numerous virtual computers with individual configurations and software. I was responsible for the documentation of the LANs configuration and individual steps used in running specific investigative software. I was also responsible for constantly searching and testing new software that may have been of use in the computer lab. In addition the results of this testing were documented and reviewed for implementation. Information Technology Specialist

In this position I served as the Chief Information Management Officer with three supporting staff technicians. I was responsible for supporting 13 geographically separated Dental Clinics. I managed and maintain all personnel's user accounts to include the creation of new accounts and deletion of expired accounts. I have developed and implemented policy and procedural memos including work order formats for trouble calls, server and domain configurations, and PC risk management inventories utilized throughout the European footprint. I was the Headquarters software and hardware configuration expert for system deployment and network configuration. I instructed 1250 personnel on e-technologies, to include e-mail, databases, the Corporate Dental Application System, computer security protocol and various operating and software systems. I have expert experience loading and maintaining domain controllers, Windows 2000 file servers, and Digital X-ray servers. I configured and maintained new automated data processing systems to include installation of new software, and complete network functionality. I am an expert in creating and managing users and groups in the Windows environment. I have vast experience with data recovery and extraction. I also served as the Information Systems Security Manager and Senior Systems Administrator for the 13 Dental Clinics. I assign work orders for completion, create objectives, designate priority and research the Information Technology needs for the command, and provided solutions for those needs. I provided technical help for all areas and provided total system support for all computer systems within the Dental Command. I researched new technology, prepared briefings, and kept the command informed of the IT status. I was responsible for the planning, supervising and implementation during the upgrade of all Dental PCs to the new operating system. I also planned, supervised and implemented the domain migration of all of our PCs, users, and servers.

In this position I was assigned as an Information Technology Specialist at the Schweinfurt Network Service Center. I worked daily with computer databases over a secure network. I also provided technical services in the help desk area in relation to LAN and telecommunication problems. My duties were to troubleshoot, configure, install, and test hardware and software. I was also assigned to upgrade operating systems, configure server systems, and configure client operating systems to operate on the network. In this position I also received and processed work orders for new and/or existing communication and LAN lines. I coordinated and initiated contact with other agencies and departments in order to complete these tasks. I had the additional duties of monitoring the Remedy NSS system. In the developing stages of the help desk, I was responsible for evaluating automation systems requirements, developing, interpreting, and implementing automation regulations, policies and directives. I also helped develop and implement automation plans, planned, managed and implemented automation projects. I also planned and managed automation resources and prepared,developed and interpreted acquisition documents. In other duties I oversaw and processed purchase requests, IMAR requests, Telephone Control number accounts, trouble tickets, LN time sheets, and US employee time sheets. In addition, I programmed web-based applications while appointed as the Battalion Webmaster and tasked with the creation and update of the 280 BSB website and intranet sites. Operated the M249 machine gun as part of a line squad team while assigned to the 3/75th Ranger Battalion.
