Lead Technical Business Analyst

Project Description:

Global Affairs Canada (GAC) Grants and Contributions (G&C) Program Delivery Transformation (PDT) Project is to modernize and transform GAC’s Grants and Contributions (Gs&Cs) platform within a cloud based solution, delivering $5 billion in Gs&Cs across the department in support of the Government of Canada (GC) objectives. These objectives include open and transparent government, better service for Canadians, and evidence-base policy and programming. This effort was leveraged to enable the department to achieve its business processes, streamlining and simplification objectives for Gs&Cs, as well as to achieve digital service modernization and integrated data usage for improved accountability and results-based decision-making.

Tasks Performed:

Participated in requirements gathering sessions with project stakeholders and relevant end–users to gather and analyze business and technical data requirements for the new Results Based Management-Monitoring and Reporting system (RBM->MRT). The MRT Proof of concept (PoC) would kick –off the third pathfinder solution implementation within GAC’s MS dynamics365 cloud based solution.

Designed mock-up detailed MSR+ reports used within the (PoC) of the RMT solution.

Worked within an agile process, building user stories within DevOps for the RMT-POC solution.

Performed a detailed feasibility study of leading data intelligence technology and cost of the proposed architecture to validate and document functional and system design requirements.

Produced an Erwin Data Intelligence Proof of concept proposal to perform a technical evaluation of a Data-Intelligence suite as a proof of concept (PoC) to build an cohesive data catalog within a two- to three-month timeframe.

Captured and documented the high level business requirements from 27 business units, which interacted with Grants and Contribution via GAC’s APP processes.

Analyzed and documented the G&C data landscape health check assessment; The assessment aimed to perform and provide a general health assessment on the current state of GAC’s grants and contributions (Gs&Cs) partner, programme and project related data.

Project Description:

With the amalgamation of the Department of Foreign Affairs and International Trade (DFAIT) and the Canadian International Development Agency (CIDA), Global Affairs Canada required the integration of the CIDA and DFAIT Business Intelligence/Data Warehouse (BI/DW) environments. The Business Intelligence and Analytics Solution Program (BIAP) is an ongoing major multi–year project to ensure that all BI solutions would be accessible from one platform, serving users at HQ and missions in the domains of Finance, Human Resources and Operations. As a Programmer/Analyst, Mr. Pottie has been providing IM/IT BI services to support the integration of the BI/DW environments into the IBM Cognos BI platform solution utilizing versions 8, 10 and 11 to accommodate different directories. This platform is intended to support the nature and scope of the Department’s Business Intelligence and Analytics needs, which require integration of data from complex source systems. Tasks Performed:

Participated in requirements gathering sessions with project stakeholders and relevant end–users to gather and analyze business and technical data and requirements for the amalgamated CIDA and DFAIT BI/DW environments. Performed a detailed feasibility study of the technology and cost of the proposed architecture from the context of the Logical Data Model to validate and document functional and system design requirements and specifications to baseline the development plans and support required for this multi–year project.

Office of the Superintendent of Financial Institutions Regulatory Returns System (RRS)

Project Description:

The Regulatory Returns System (RRS) is a web–based system designed to collect and process regulatory data used by OSFI, the Canadian Deposit Insurance Corporation (CDIC) and the Bank of Canada (BoC). Regulatory data is collected, validated and transmitted to OSFI for further Extraction, Transformation and Loading (ETL) into various data warehouses to be consumed by OSFI’s Business Intelligence set of tools, within project applications such as Cost Effectiveness Management (CEM), Property and Causality

(P&C), Life Insurance (LIFE) and Risk Assessment System for Pensions (RASP). As Programmer/Analyst, Mr. Pottie provided IBM Cognos development support for these in–house proprietary systems used for analyzing financial data, including IBM Cognos versions 8 and 10. This project was delivered within a Business Intelligence, Enterprise Data Warehouse, On–line Analytical Processing (OLAP) data and application environment. Tasks Performed:

Collected and analyzed requirements and preliminary analysis materials from project stakeholders to assess feasibility of recommended technologies and architecture design. Used approved business and technical requirements to develop and document functional and detail design specifications in accordance with RUP Modeling methodology.

Conducted requirements gathering sessions with relevant end–users and then analyzed their proposed changes to the OSFI databases from the context of the Logical Data Model.

Prepared and implemented coding procedures, application design methods and standards, version control and migration/configuration processes for the design and development of the in–house financial systems using iterative agile development framework and SQL/MDX, SSAS, Cognos report studio and JavaScript.

Project Description:

Mr. Pottie returned as Programmer/Analyst for this phase of HRSDC’s Appeals Delivery Management System–Social Security Tribunal (ADMS–SST) application project. The ADMS–SST was developed as a web–based system designed to collect and process Old–Age Security Pension data for senior citizens within Canada on behalf of Health Canada. This project involved upgrading IBM Cognos BI platform from version 8 and 10, which required extraction, transformation and loading (ETL) data into various data warehouses to be viewed by the ADMS end users within Cognos 10 set of tools. Tasks Performed:

Analyzed client documentation and data and performed a detailed feasibility study (technology and cost) of the proposed system architecture to validate and document functional and system design requirements and specifications to baseline the development plans and support.

Analyzed and elaborated BI business, system, non–system requirements and information models leading to the BI project design, including development, test, maintenance and performance usability with the components being used within the Cognos 10 BI solution

Mr. Pottie provided programming/analysis services on this project to support the design and development of the License Management System (LMS), a regulatory–based system that required all federally registered food processing plants in Canada to develop and implement an in–plant quality control program for export or for inter–provincial trade which must be registered with the Government of Canada.

Tasks Performed:

Analyzed and elaborated BI business, system, non–system requirements and information models leading to the BI project design, including development, test, maintenance and performance usability with the components being used within the Cognos 10 BI solution;

Identified the policies and requirements to help determine a particular solution for the LMS application
