PROJECT DESCRIPTIONS

CCJM 2018-2019

Anacostia Pumping Station, WSSC, Washington DC- Provided planning for the replacement of bar screens for the Anacostia Pumping Station for Washington Suburban Sanitary Sewer District. The new screens will have a total capacity of 280 MGD.

Dundalk Pump Station, City of Baltimore, MD- Provided planning including design report for the replacement of screens and pumps at the Dundalk Pump Station. Work included sizing of the screens and pumps at 24 MGD, preliminary layout, layout of associated equipment, determination of construction costs and writing of planning report,

Jones Falls Pumping Station, City of Baltimore, MD- Provided project management for the planning and design of the upgrading for the Jones Falls Pumping Station. The work included the design of new bar screens, influent piping, discharge valving, HVAC and VFDs for a design flow of 55 MGD.

EBA Engineering 2011-2017

Water and Sewer BOA VII, DCFA #435-WSA & 454-WSA, DC Water, Washington, DC – I provided Quality Control/Quality Assurance on documents prepared by EBA on two tasks for this contract consisting of the design of 44,350 feet of small water main replacement. I also oversaw the work of the project manager for the project including suggesting improvements to the documents to both the project manager and other staff people.

DC Water #454 As part of the joint venture EBA has been tasked with designing various water/wastewater projects. As QA/QC Manager I performed QA/QC reviews on the design submittals and oversaw the work of the project manager including overseeing that schedules, and budgets were met. I also met with the client to discuss various problems that came up with the design.

Water and Sewer Relocation BOA PM0005A08, Montgomery and Prince George’s Counties, Maryland as the prime consultant’s QA/QC Manager, I was responsible for the overall QA/QC of EBA and their subconsultants design documents. I reviewed contract documents for compliance with EBA’s internal QA/QC standards and to ensure that the documents met WSSC guidelines and requirements at various design submittal stages. I worked with the project manager, other staff and the client’s staff to make needed corrections, monitored schedules and budgets.

Mary’s County Metropolitan Commission, Marlay Taylor Water Reclamation Facility ENR Upgrades, St. Mary’s County, Maryland -I was initially responsible for the QA/QC services for new 24 mgd capacity Headworks Facility at the Marlay Taylor Water Reclamation Facility (MTWRF), as part of an ENR Upgrade Project. When the project manager became seriously ill, I completed the design work.

SC No. 877, Enhanced Nutrient Removal Process at the Back River Wastewater Treatment Plant, Baltimore, Maryland- I performed the duties as the project manager for the design of process piping between structures for Enhanced Nutrient Removal at the Back River Wastewater Treatment Plant on this $1,000,000 design project. As such I attended various project meetings with the client and City, directed staff in their work and managed the project budget.

SC No. 905, Improvements to Sanitary Sewers in the High Level Sewershed, Baltimore, Maryland - I performed the duties of the QA/QC Manager. In this position I ensured that all contract documents complied with EBA and City standards. I met with the project managers at the City and EBA to discuss needed corrections to the documents to ensure that the documents met everyone’s needs. This sewershed contains approximately 480,000 linear feet of gravity sewer ranging in size from 8-inch to 42-inches in diameter. The cost of this evaluation and design work was $1,500,000..

Engineering & Technical Services for Consent Decree Wet Weather Program, Project #1112, City of Baltimore, Maryland I served as Program Manager for the Water Program for the replacement of water distribution pipelines within the City of Baltimore. In this position I oversaw the work of Water Pipeline Design Consultants to ensure that they met the program, City of Baltimore and State requirements. I also oversaw the engineering review of the various reports, plans and specifications for the projects assigned to EBA.

City of Bowie Water System Evaluation, I provided Quality Control/Quality Assurance on documents prepared by EBA on two tasks for this contract consisting of the design of 44,350 feet of small water main replacement

PM007A13 Water and Sewer Rehabilitation, Washington Suburban Sanitary Commission I served as the QA/QC Manager for the design of water and sewer rehabilitation projects assigned to EBA from the Washington Suburban Sanitary District under this contract. As such I reviewed all documents to be submitted as part of this contract for compliance to Client and EBA Standards.

Program Management Contract 1170, City of Baltimore Public Works Department, Baltimore, MD. I provided QA/QC reviews services to the City of Baltimore Facilities Group two days a week.

BD 10512 Wet Weather Consent Decree CMP, City of Baltimore, MD. I served as overall project manager on numerous water main replacement projects for the City of Baltimore’s Water Main Replacement Program. As such I had to oversee the work of EBA’s Technical assigned to the various projects, I met numerous times with the client and kept track of project budgets and schedules.

On-Call Civil/Structural Engineering Services, Project No. 1095E, Baltimore, MD. I served as QA/QC Manager for the rrehabilitation of Chlorine Contact Chambers at Patapsco WWTP. I performed QA/QC on project deliverables (reports, project plans, specifications and cost estimates) and interfaced with City of Baltimore Staff.

WSSC General Engineering BOA, Contract No. PM00011A08, Montgomery and Prince George’s Counties, MD. EBA provided General Engineering Services on this $450,000 BOA. Mr. Davis provided general QA/QC of the project documents. I met with the client’s project team and ensured that all responses to client’s concerns were met and any needed corrections were made.

WSSC, Water and Sewer Relocation BOA, Contract No. PM0005A08, Prince George’s County, MD: I was responsible for overall QA/QC of design documents. I reviewed contract documents for compliance with EBA’s internal QA/QC standards and to ensure that the documents met WSSC guidelines and requirements at various design submittal stages. Tasks included the relocation of a 20-inch water transmission main, distribution mains ranging in size from 4-inch to 16-inch, and 8-inch sewer main. Several of the projects included evaluation of various rehabilitation and trenchless techniques including CIPP, pump bursting and bore and jacking. Reviewed these evaluations for accuracy and to ensure their use was appropriate for the project.

WSSC, Sanitary Sewer Rehabilitation Program Support BOA, Contract No. PM0006A07, Task 10 Ritchie Road Sewer Rehabilitation, Prince George’s County, MD: As project manager for this project I directed the design team for the development of contract documents for construction of approximately 300-500 linear feet of large diameter sewer main replacement/relocation, manhole installations, and sewer house service reconnections and/or replacements. Pipe bursting was successfully used for several of the task orders to avoid traffic and open cutting. I met with client staff to ensure their needs were met.

Weston Solutions Inc 2008-2009

BRC Eastside Common Areas Soils Remediation: I served as project engineer for the construction of a soils remediation project. The project included the construction and filling of cells for the disposal of an estimated 1.9 million cubic yards of contaminated soil and sludge.

Stanley Consultants 2006-2008

Lorin C. Williams Pump Station: I served as project manager/project engineer for the design of a 1 MGD Wastewater Pump Station. The design included submersible pumps, control system, building design and odor control facilities to serve a developing area at Lake Las Vegas in Henderson, Nevada. I met with the client and directed work of other staff.

Boulder City Investments: I served as project manager for the design of a wastewater pump station to serve the residential are of this project. As the project manager I determined the sizing and design of the pump station.

SBWA McCullough Lateral: I served as the QA/QC Manager for the entire project. The project was for a 12-mile-long water transmission up to 104 inches in size. I wrote the QA/QC Manual and was in charge of all reviews.

Lake Las Vegas Northshore: I managed the design for the water and wastewater system for the third phase of the overall development. This work included the design of a reservoir, various pump stations and associated piping. I directed the work of other staff and oversaw the project schedule and budget.

Henderson Gibson Relief Sewer Design: I provided QA/QC of the plans and specifications for the project. The project included installation of 9000 feet of 36-inch sewer, 200 feet of sewer rehabilitation, installation of 4500 feet of 12-inch water mains and 1000 feet of 6-inch water mains.

Rhodes Homes Golden Valley Ranch Road Project: I was in charge of obtaining miscellaneous water/wastewater permits and reviewed WWTP proposals from vendors.

Myers/Nave Dixon vs Hartford et al: I provided expert witness testimony for the litigation between the City of Dixon, CA and others, this was done as part of the Dixon Sewer Trunk Line Phase 2 as described below under Kennedy/Jenks Consultants.

Kennedy/Jenks Consultants 2004-2006

Indian Springs Collection System: I was project manager for the investigation into the current sanitary sewer system for Indian Springs Collection System in Indian Springs NV. The investigation included determining the condition of the existing system, design of various repairs and preparation of as-built drawings for the system.

BOMO Headworks: I was project manager for an estimated $750K headworks project. I oversaw the development of plans and specification ensured the project came within budget, and was involved in the design of new screening system for wastewater treatment plant for the City of Las Vegas Nevada.

Yosemite National Park Yosemite Creek Lift Station Force Main Rehabilitation: I was lead engineer for review of a $4.9M construction management project. I reviewed construction submittals, RFI’s, and construction clarifications from the contractor.

Yosemite National Park Yosemite Valley Sanitary Sewer Systems Capital Improvement Plan Phase 1A and 1B: I was lead engineer for the rehabilitation of the Yosemite National Park’s Sanitary Sewer System. The project totaled a$4M in construction. I was responsible for the production of plans and specifications to rehabilitate various ewer lines throughout the park. The design included use of cured-in-place pipe, pipe bursting, and replacement of existing sewer lines.

Linda County Water District: I was the Design Engineer of $250k 12-inch water pipeline. I oversaw the development of the plans, specifications and cost estimates. I met with the client and resolved their concerns.

Dixon Sewer Trunk Line Phase 2: I was the design engineer for a $1M sewer rehabilitation project. The project included the rehabilitation of 27-inch through 42-inch sewers and included segmented cured-in-place pipe, joint grouting, manhole lining and replacement and installation of 309 feet of 36-inch sewer. I also provided review of all contractor submittals including RFI’s and change orders. I provided periodic inspection of the contractor’s work and directly interfaced with the contactor.

URS Corporation 2001-2004

Sacramento Force Main: I was lead engineer for the Sacramento Force Main which was part of the 20-mile Lower Northwest Interceptor for the Sacramento Regional County Sanitation District. The design I was in charge of included 15,000 feet of twin 66-inch force mains. I coordinated and lead the work of various employees and subconsultants; as well as meeting with the client.

Sacramento Regional County Sanitation District Interceptor Sewer Design Manual: I wrote a part of the design manual to be used for the design of all future interceptor design work in Sacramento County, CA.

Bay Street Reservoir and System Transmission Improvements: I was project manager for the design of an $8M water transmission project. This project included installation of 10,000 feet of 36-inch water transmission main, and 1,200 feet of a 36-inch tunnel under a river. I was responsible for preparation of the design proposal, various reports, contract negotiation, overseeing subconsultants work, interfacing with the City of Santa Crus Staff and other agencies, oversaw the work of staff in the development of the plans and specifications, and other design documents.

Sewer Replacement and Rehabilitation Project Summit Avenue/Ora Drive: I worked as the project manager for the design of 3,900 feet of 6 and 8-inch sewers, and house laterals. I negotiated contracts, work scheduling, project budgeting, designing the project, overseeing the work of staff and overseeing the bidding and subconsultant work.

Union Sanitary District 1981-2001

Newark Pump Station Access Road: I was project manager for a $1000K all-weather road a pump station. This included the design of an access road including drainage, and roadway cross section and producing plans and specifications, completing environmental documentation, overseeing the construction inspector’s work, negotiating change orders, reviewing contractor payments and finalizing the project.

Geographic Information System: I was project manager for the development of a $1.5M GIS for the District. This work included the choosing of hardware and software, developing an implementation plan, database design development, various interagency agreements and making presentation to District Staff and Board of Directors.

Union Sanitary District Flow Model: I was project manager for the development of a flow model for the District. My responsibilities included evaluating various flow models, overseeing imputing of data, running the final model and training staff.

Hetch-Hetchy Sewer Rehabilitation Project: I was project manager for the design and construction of a $4M sewer rehabilitation project which included reviewing close circuit television reports, evaluation of the existing sewer system, development of a project report, choosing rehabilitation methods, and initiation of plans and specifications.

Miscellaneous Pump Station Improvements, Fremont, California: I was project manager for a $1.5M upgrade of various Union Sanitary District Pump Stations which included selection of design engineers, negotiation of contracts, review of project plans and specifications, negotiating project change orders and construction inspection.

I-Street Corridor Sewer Replacement Project: I was construction manager for a $2.1M sewer replacement project. This work included the construction of 10,000 feet of 18-inch sewer by open-cut and micro tunneling. My duties included overseeing the construction inspector’s work, negotiation of change orders, determining progress payments, meeting and answering questions from the public in the field, attending progress meeting and project closeout.

Jarvis Ave. Sewer Replacement Project: I was project manager for this $1.2M replacement of existing 21-inch trunk 9000 feet long in the City of Newark, CA. I was responsible for negotiating contracts, reviewing schedules, development of plans and specifications, obtaining permits, overseeing the contractor’s work, negotiating change orders, providing design clarifications and being the District’s representative during construction.

El Camino Santa Barbara Sewer Replacement: I was project manager for this $800K sewer replacement including plan and specification development, obtaining easements, completing environmental documentation, and overseeing the contractor’s work.

Newark Inlet Sewer: I was project manager for the $1M replacement od a 48-inch sewer: including the development of plans and specifications by a consultant, I obtained permits, overseeing construction inspector’s work negotiated change orders and acted as the District’s representative during construction.

Carmen Street Sewer Relocation: I was project manager for a $300K sewer replacement including the design of a new 8-inch sewer and house connection. The work involved moving the sewer main from backyards to the street, negotiating and writing of easements, overseeing construction inspector’s work negotiated change orders and acted as the District’s representative during construction.

Miscellaneous Sewer Rehabilitation Projects: I was project manager for the planning, design and construction of various sewer rehabilitation projects. These projects included lining 470 feet of 30-inch sewer with a 27-inch PVC Liner, lining 1000 feet of 39-inch sewer with a 36-inch HDPE liner, installing 700 feet of Rib-Loc and Rib-Steel Liner and grouting of various sewer lines. Specific responsibilities included project budgeting, design of lining plans and specifications, obtaining various permits, bidding and awarding of construction contracts, negotiating change orders and construction inspection.

Rehabilitation Specifications: I aided in the development of various pipeline rehabilitation specifications for the Pipe User Group in Northern California. This involved writing some of the specifications and reviewing others for use by various agencies and consultants in Northern California.

Irvington Basin Master Plan: I was project manager for the development of the Irvington Master Plan. This basin included 266 miles of sewer and three pump stations. My responsibilities included negotiating consultant contracts, reviewing TV records, evaluating design criteria, evaluating proposed alignments, reviewing various reports and prioritization of projects.
