Family: Married the former Laurie Ellen Weston on October 11, 1997, from Virginia. We have five daughters and one son, Lincoln Harrison Biscotti, born 20 May 2011, exactly one year to the day my mom died tragically the year before. Hospice Chaplain

Bristol Hospice- September 2020 - September 2021 Redding, CA Served our local Redding community and was lead chaplain and bereavement coordinator for Bristol Hospice with case load of 50 patients. Worked with local hospitals, care facilities, nursing homes, and funeral chapels to provide the best care for our patients and families. Conducted 5-7 funerals per month. Provided outreach and support groups for grieving families and community members. Worked with staff of 25 nurses, social workers, doctors, support staff, and directors.

Military Experience

USAF- Air Mobility Command, Apr 2018 – Sept 2020 Scott Air Force Base, Illinois Deputy Command Chaplain Assists the Command Chaplain in advising the Commander of Air Mobility Command and the Commanders of 18th Air Force and the Air Force Expeditionary Center on all matters of religion, ethical concerns, morale and quality of life impacting assigned Command personnel. Sustains the operational capabilities of the Chaplain Corps to ensure a fully mission-capable force committed to delivering world class ministry through the management and supervision of active, reserve, and guard Chaplain Service personnel. In addition, directs the day-to-day operations of the Command Chaplain’s office which provides guidance and oversight through inspections and staff assistance to active duty, Air National Guard and Reserve wings within Air Mobility Command.

USAF- Misawa Air Force Base, August 2015 – April 2018 Misawa, Japan Wing Chaplain. Lead chaplain for the 35th Fighter Wing, overseeing all religious worship, programs, unit ministry and budget. Supervise/mentor staff chaplains and chapel team of 5 Chaplains, 4 Chaplain Assistants, 10 Contractors, and overseeing a budget, facilities, and contracts of 7 Million USD. Manage staff projects, exercises, and short/long term vision for 11k Airmen and families assigned to Misawa, plus joint military personnel and families in the US Navy and US Army. Help build strong community ties within the local Japanese population and Misawa community. USAF- Afghanistan, March 2016 - September 2016 Bagram, Afghanistan Wing Chaplain, 455th Air Expeditonary Wing. Led a team of 5 chaplains and 5 chaplain assistants serving 25,000 military forces from 20 different nations, joint and allied forces. Provided expert care for our warriors conducting daily combat missions. Oversaw hospital ministry and cared for wounded military members and hospital staff. USAF- Goodfellow Air Force Base, August 2013 – August 2015 San Angelo, Texas Deputy Wing Chaplain. Lead chaplain for all Protestant ministries on base, overseeing all religious worship, programs, unit ministry and budget. Supervise/mentor staff chaplains and chapel team. Provide guidance for implementation of Wing Chaplain’s strategic & operational ministry plan for the 17 Training Wing and tenant units. Serves as Deputy to the Wing Chaplain and manages staff projects, exercises, and short/long term vision for 10k Airmen and families assigned to Goodfellow. Build strong community ties within the San Angelo community.

USAF - Beale Air Force Base, May 2009 – 2013 Beale, California Deputy Wing Chaplain. Lead chaplain for all Protestant ministries on base, overseeing all religious worship, programs and unit ministry. Supervise/mentor staff chaplains and chapel team. Provide guidance for implementation of Wing Chaplain’s strategic & operational ministry plan for the 9th Reconnaissance Wing and tenant units. Serves as Deputy to the Wing Chaplain and manages staff projects, exercises, and short/long term vision for 15k Airmen and families assigned to Beale. Build strong community ties within the Yuba-Sutter and Sacramento counties.

USAF – Al Udeid Air Force Base, Jan 2012- July 2012 Doha, Qatar 379th Air Expeditionary Wing, Group Chaplain. Led as expeditionary Mission Support Group Chaplain, 379th Air Expeditionary Wing, Al Udeid Air Base, Qatar. During this period, Chaplain Biscotti served on United States Air Force Central Command’s largest chapel team, strengthening the core resilience and spiritual sustainment for 11,000 air, space, and coalition forces in support of Operations ENDURING FREEDOM, NEW DAWN, and Combined Joint Task Force – Horn of Africa.

USAF- 426 Air Base Squadron, May 2006-2009 Stavanger, Norway Installation Chaplain. Responsible to United States Air Force Europe (USAFE) Chaplain and 426 ABS Commander for ministries to 500+ military and family members. Provides pastoral care, counseling, religious programs, marriage and family retreats and

"on call" crisis response to American and European communities. Liaises with five English-speaking local churches to ensure spiritual needs of Squadron and NATO Joint Warfare Center are met.

USAF- International Security Assistance Forces, May 2008-Nov 2009 Kabul, Afghanistan Installation Chaplain. Worked for General David McKiernan, Commander for United States Armed Forces Afghanistan (USAFA), and provided sole chaplain coverage, programming and counseling for 2,200 soldiers, sailors, airmen and marines from 40 different nations at NATO’s headquarters in Kabul, Afghanistan. Founded/organized 1st ever NATO Volunteer Community Relations outreach to Afghanistan, completing 70 missions, 860 military personnel from 24 nations and giving 8K boxes/1.2 million USD in supplies to orphanages, hospitals, refugee camps and schools. Worked with local and international NGO’s; UNHCR, US AID, SOZO International- made international headlines and organization continues on today.

USAF- 1st Fighter Wing, Nov 2003-May 2006 Langley, Virginia Operation’s Group Chaplain. Provided pastoral care and free exercise of religion for 10 squadrons, 2K personnel and family members, and was chaplain for F-15/F-22 fighter squadrons. Lead Pastor for 1030 service, 250 personnel and family members, and became United States Air Forces’ top motivational speaker for 2004-2005, creating a message of hope to combat suicide, speaking to 30+ bases worldwide and speaking face to face to 50K Airmen.

USA- 1/38th Infantry Basic Training Battalion, July 2000- Jan 2002 Ft. Benning, Georgia Battalion Chaplain. Provided pastoral care for 25K soldiers going through basic training, transitioning from a civilian to a soldier in 12 weeks; provided 100 counseling sessions every month, insuring 90% success rate for basic training graduates. USA- 16th Combat Engineer Battalion, October 1997- July 2000 Giessen, Germany Battalion Chaplain. Pastor/chaplain for 500 combat engineers and their families. Direct staff chaplain to commander and command group, insuring spiritual fitness of soldiers and families; provided extensive counseling, quarterly retreats, monthly marriage workshops and trained daily with 4 different companies preparing for real world deployments.

USA- 16th Combat Engineer Battalion, Dec 1997- Jun 1998 Tuzla, Bosnia Battalion Chaplain. Worked in Joint/Combined context with 4K soldiers from 7 different nations in Bosnia, provided religious coverage throughout the country, weekly helicopter trips to remote locations. Established humanitarian mission to Tuzla community, providing 25K in supplies to local schools and mosque in 8 month period. USA- 16th Combat Engineer Battalion, May 2000- July 2000 Camp Bondsteel, Kosovo Battalion Chaplain. Worked in Joint/Combined context with 7K soldiers from 10 different nations in Kosovo; provided religious coverage throughout the country; weekly trips to remote locations. Provided weekly services to NATO base at capitol, Pristina, Kosovo.

Traditional Ministry Experience

Foursquare International, January 2002 –March 2003 St. Louis, Missouri Senior Pastor. Helped revitalize a struggling church on a seven year downward growth trend. Raised 250k in support, sent out 50K fliers for grand opening reaching 200K residents in the greater St. Louis area, raised up new leadership and after six months, church grew by 25% and began the revitalization process. Also, within this first year we had to “clean house”, get rid of bad habits and change our staff. This was very, very difficult and came with a cost, especially to our family. Learned many valuable lessons as a leader that no text book could teach.

Kempsville Presbyterian Church, May 1994 – June 1996 Virginia Beach, Virginia Home Group Pastor. Led a wonderful group of families and singles for 2 years; helped 7 people become committed disciples and enjoyed watching God do miracles within families and in turn, reaching out to our local community. Started “Every Home A Refuge” with the vision of church families opening their homes for a season to people going through life transitions and major challenges.

Mission Experience

Cuba, 1996: Smuggled 700 bibles into Cuba and conducted inverted missions to the Island of Youth where the world’s communist nations would send their youth for 5-10 years to be indoctrinated into Communism. We ministered to many African nations and North Koreans in Cuba (Island of Youth) and were able to share the gospel with them in hopes of them taking the good news back with them to their countries. I shared in this ministry and support through Global Outreach Ministries for five years. Jakarta, Indonesia, 1997: Worked with my professor at Regent University, Dr. Howard Foltz and AIM (and CBN) working with local missionaries and ministries in Jakarta. Bosnia, Kosovo and Afghanistan, 1997-1998, 2000 and 2008: Lived in each of these countries for over two years conducting numerous humanitarian efforts and building relationships with local Imams in Bosnia, supporting Muslim schools and sharing the love of Christ through providing for their needs and building relationships. Work with Sodzo International in support of Afghanistan and created a humanitarian organization in Afghanistan (VCR2) that still operates today.

Tidewater Community College (TCC), Jan 2004 – 2016 Virginia Beach, Virginia Adjunct Professor of World Religions, New Testament. I have had the privilege of teaching and sharing the journey of learning with 2,000+ students to date; exploring the Religions of the World, the Life and Letters of the Apostle Paul, the Beginnings of the New Testament, the Life and Teachings of Jesus Christ and Early Christianity. Before TCC, I taught in traditional classroom settings, but was allowed to help create/better their online educational experience which is now their largest forum to educate students. Beacon College, Jan 2001 –August 2003 Columbus, Georgia Adjunct Professor of Philosophy, History, and Theology. Diverse teaching opportunities at Beacon College allowed me to sharpen my skills and broaden my teaching experience in the areas of philosophy and history. Loved my time here! My first teaching job my last year in graduate school and right before I went into active duty Army. Wonderful experience and so appreciate the dean who hired me with no experience. Topics include Life Organization and Purpose, Vision/Dreams, Hope, Suicide Prevention, Depression, Fear, Personal Motivation and Interpersonal Conflict Management. Paramount Builders, Inc., Feb 2002 –September 2002 Virginia Beach, VA. General Manager. Provide leadership in sales & marketing for corporate office with annual sales of 4 million dollars. Responsible for budget, training, community outreach and public relations, job training, staffing and hiring. During my brief time at Paramount Builders, before entering active duty Air Force, our sales increased by 45%. Revitalized sales and marketing team which became benchmark for the rest of the company. Increased sales staff by 50% and helped with implementation of brand new marketing department.

Coaching Experience

Soccer: Played on traveling soccer teams growing up in Southern California. I was the assistant coach and player for teams in Norway (3 years) and Afghanistan (6 months) which broadened my coaching abilities and knowledge of the game internationally. I would love to be a head coach some day at the college level! Tennis: Taught and coached tennis for 2 years at UC Davis, Davis, California.

Notable Speaking Engagements

• United States Air Force, Air Combat Command’s (ACC) 2004-2005 Motivational Speaker. Personally invited by General Hal Hornburg, Commander of Air Combat Command, to present a suicide prevention model (I created) to help bring hope to Airmen taking their lives in record numbers in 2004-2005. With this effort, I spoke at Gen Hornburg’s annual Commander’s Conference for every Wing Commander in Air Combat Command. Then I spoke at every major operating base in ACC, bringing a message of hope and applicable solution to suicide to 50K Airmen, broadcast over 5 local television networks, and eventually changing Air Force’s policy on looking at Airmen holistically (emotional, physical, social and spiritual).

• USAF, Project Broken Glass, 2006-2007. Picked by United States Air Force, Europe, to build and share an 8 hour workshop for Air Force leaders to help Airmen deal with career and life changes. Was Key Note speaker at every major operating base in Europe, training 1,000+ leaders in leadership and Airmen development.

• United States Air Force, Europe, 2008. Picked by Lieutenant General Rod Bishop to be Key Note at Wingman Briefs in Britain and Germany. Spoke at his commander’s conference at USAFEs headquarters in Ramstein AFB, Germany, to every Air Force leader in Europe.

• Paramount Builders, Inc., 2009. America’s 10th largest home remodeling company based in Virginia Beach, VA. Was Key Note for senior leadership training day.

• Healthy Family Initiative, 2010. Military family consultant/speaker with Congressman Wally Herger, 2nd Congressional District, California, on Congressman Herger’s Healthy Family initiative and 12 million USD grant.

• Christian Business Association, 2010. Key Note for National Day of Prayer for 500+ businessmen in the Yuba-Sutter counties in greater Sacramento. Spoke on interpersonal conflict and four anchors for every leader to tie down to.

• CAN Philanthropic Organization, 2010. Key Note for annual volunteer appreciation celebrating 1.2 million packages of food delivered to an economically ravaged 2nd California congressional district.
