Sr. Procurement Officer

QDVC NOH2 HIGHWAY Project (From OCT 2017 to May 2019) Reports to Commercial Manager.

• To develop, manage and co-ordinate the procurement processes and be able to use already/legally established professional and transparent procurement policies and procedures of QDVC NOH2 Project.

• Receive PRs coming from the Partner’s Entities via the Head of the Purchasing or the Team Leader.

• Sourcing of high equipment and preparing contract/HA as per site plan and procedure.

• Analyze all Purchase Requisition (PR) expressed by Partner’s Entities to ensure that adequate material

• Group requisition to produce process costs, compile tender packages and organize call for tender/ request quotation, invitation to prequalification answer to tender’s request for clarification

• Study compare and evaluate offers in order to have the most economical and contractual advantageous

• Organize and lead negotiation with suppliers associated with award and performance of POs

• Ensure the follow-up of purchase orders until complete reception and payment

• Ensure rapid and correct validation of POs

• Ensure the reception of acknowledgement of the receipt for POs from suppliers

• Ensure supplier’s deliveries on time

• Follow-up of goods receipt for POs from suppliers

• Negotiate and solve all changes leading to amendment from the Partner’s Entities or suppliers/contractors

• Clarify discrepancies between material received and orders, if any with suppliers

• Ensure the update of the supplier’s database and the input of all purchase data in CASSIUS (ERP System)

• Ensure Compliance of the purchasing process with all internal company rules

(including company code of conduct) and all applicable laws and regulations (JV rules, country laws)

• Specification, budget authorization and relative cost centers have been provided to finalize S.O.W

• Draws up a plan for the purchase of equipment, services and supplies

• To oversee the activities of the department responsible for purchases and stocks

• Ensure that the products or services are of high quality, with in the allocated budget/price.

Procurement Officer

QDVC LRT DEPOT Project (From May 2015 – To SEP 2017) Reports to Senior Procurement Officer.

• Receive Local Purchase Requisitions (LPR) from project site, identify the possible vendors and invite tenders or issue Request for Quotation (RFQ)

• Prepare commercial evaluation of the offers and prepare bid summary

• Participate in the techno-commercial evaluation meeting with Senior Buyer, Procurement Manager Etc.

• Prepare Purchase Orders in our corporate ERP software (Cassius).

• Expedite orders and shipments to meet end-user requirements; ensure dispatched cargoes in the manner to ensure on-time deliveries.

• Co-ordination with Warehouse and Site personnel for material delivery, on-site inspections etc.

• Supporting to subcontract dept. for pre-qualification process and labor community visit.

• To manage purchasing process delivering best quality in time and at the optimal cost for Company.

• To participate in the improvement of purchasing practices

• To successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases

• Contribute to the issue of the Procurement Planning and help to prioritize the purchasing workload

• Inform requesters during the preparation phase, purchase and commitment follow- up as per the E&P supply chain fundamentals

• Follow-up, analyze and know the markets, participate to the follow-up, and evaluation of suppliers with Partner’s Entities Contribute to reporting Key Performance Indicators for the purchasing activities.

• Use and enrich Market Intelligence information, including e-sourcing tools

• Identify or participate to Best Practices, propose Return of Experience to the Head of Purchasing.
