I have worked in construction engineering, inspection, and management of various size projects all over several United States cities and states. Projects include freeways/highways, bridges, tunneling, railroad, commercial and residential developments, and telecoms. Also, as a branch manager, performed business development and marketing of engineering services; and managed investment portfolios while licensed by NASD, in addition to my structural and architectural drafting, sheet metal, fiber glass, and wood fabrication technician experiences.
Project Manager and Owner: Plant manufacturing and installation of sections of precast concrete, metal, wood, such as high tension electric poles, roof trusses, masonry blocks, roofing sheets, drilling and reticulation for potable water.
Project Manager, Pacific 17 Inc., San Diego, California – Performed project management for client (City of Compton) on construction of Alameda Corridor Transportation Authority 17-mile, cargo railroad and incidental intermodal transportation system. Mega-project’s main challenge was balancing its impact with ever-protesting residents. Effectively managed the construction of wireless telecommunication sites for various carriers (land acquisition thru build-out/commissioning).
Project Manager, PBS&J/Kercheval Engineers, Los Angeles, California – Executed business management activities for Los Angeles Regional Office. Searched for, and monitored, various projects at all stages of execution. Renewed and interested public and private agencies in the services, abilities and experiences of the firm through meetings, LOIs and SOQs presentation- this action resulted in abundant client RFQ receipts and invitation to co-bid/participate by other firms. Attended meetings on transportation, public works, construction management and general capital improvement project opportunities; coordinated submittals between the company and the prospective clients, both as a prime and as a sub- consultant. As Assistant Resident Engineer, Caltrans District 7, Los Angeles, California; Negotiated and initiated Change Orders; coordinated work on District projects; wrote engineering and progress reports, conducted materials investigation and field inspection. Supervised eight engineers and inspectors; prepared executive summary for the client regarding claim avoidance and safety meetings conducted. Successfully resolved the challenge of the homeless population and activists impacted by the project. Expediently arranged for a separate contract for timely removal of unanticipated appearance of biological hazardous materials encountered on the project; modified freeways lanes to carry an equal volume of traffic during the construction stage of the project. This project also involved successfully balancing the construction schedule against a series of Court Restraining Orders obtained by other concerns against the project. The projects involved seismic retrofitting of Los Angeles River Bridge and Downtown Los Angeles Four-Level Structure (the only freeway access to LA from Hollywood and Sacramento). The project cost was approximately $20 million.
Assistant Resident Engineer (Highway) Harris and Associates, Inc., Los Alamitos, California, 1991–1994 - Performed project engineering and management including update schedule review, progress pay estimate preparation, and claim management activities. Performed on-site quality control of earthwork, drainage, paving, freight and light rail transit railway lines construction. The California Department of Transportation (Caltrans) Century Freeway Project runs through cities and designated hazardous waste sites, which instigated coordination with concerned citizens and public agencies. Enforced specifications on I-10 freeway ramp metering and other electrical installation activities. Received Caltrans commendation for modifying and executing traffic control system for numerous adjoining and concurrent rehab projects necessitated by January, 1994 Northridge Earthquake. Other work segments included High Occupancy Vehicle lanes addition to various freeways and seismic retrofit of bridges.
Assistant Project Engineer (Highway) Wilbur Smith and Associates, Inc., Orlando, Florida, 1989 – 1990- Performed project engineering and management control including Change Order activities, progress schedule review, and progress estimate preparation. Monitored materials placement and conformance to specifications; and construction quality of subgrade, asphaltic and aggregate base courses, paving and wearing/friction courses. Also inspected structural beams and steel girders erection and fastening, rebar matting, falsework and bridges concrete placement. The Orlando-Orange County Expressway Authority's project involved wetland mitigation.
Field Engineer (Highway) V.E. Engineering, Inc., Harrisburg, Pennsylvania, 1990 - Performed quality control of materials and construction practice on several Pendot's interstates and highways/bridges rehabilitation project in accordance to Pennsylvania D.O.T. standards and specifications and contracts' Special Provisions.
Account and Investment Executive: Blinder, Robinson and Company, Inc., Reston, Virginia; Denver, Colorado; Rockville, Maryland. 1987 and Quest Capital Strategies, Inc., Huntington Beach, California, 1988 – 1989 - Performed research and comparative analysis of especially construction revenue, and revenue anticipation securities. Prompted activities in acquisition and other strategic positioning and managed clients’ investments.
Highway Construction Engineering Inspector: Greenhorne and O'Mara, Inc., Greenbelt, Maryland, 1987 – 1988 - Performed inspection on construction of embankment, retaining walls, drainage and sewer pipelines. Also monitored piling and traffic maintenance/control operations. Enforced A.S.T.M., A.A.S.H.T.O. and Maryland standards and specifications, and conformance to contract documents. The I-95 at Maryland 210 intersection project emphasized sediment and erosion control.
Construction Superintendent Majestic Builders Company, Inc., Chevy Chase, Maryland, 1986 – 1987 Coordinated architectural and structural aspects of building construction. Scheduled and supervised subcontractors and technicians' works; managed materials, equipment, and labor utilization. Performed decks and structural walls layout. Phases I and II of The Belvedere (the project) are two 19-storey, 300 unit, and 5-level garage luxury hi-rise condominiums in Rosslyn, Virginia.
Senior Construction Inspector: The Robert B. Balter, Inc., Springfield, Virginia, 1985 – 1986 Performed on-site and laboratory inspection and testing relating to construction on numerous Washington, D.C., metropolitan area roads, bridges, shopping/commercial and residential developments. Monitored and enforced conformance to local codes and contract documents on all aspects of construction. Reviewed project progress with architectural and structural designers. Discussed special conditions and matters of multilateral benefits with government, contractor, and other concerned agencies. Designed employee Daily Work Assignment form, which exponentially improved internal communication and resulted in higher productivity.
Quality Control Inspector II: Advance Industrial Design Engineering Management, Inc., (now Quantum Engineering Management Resources) Richmond, Virginia, 1985 - Performed quality control and enforced conformance to contract documents on activities including large-scale excavation, heavy concrete structure construction, and high pressure grouting. On the remedial project, I directed and monitored contractors' works on ever-present special and changing conditions as supervised by Harza Engineering, Inc. (designer) and Virginia Electric Power Company (owner). The Bath County Pumped Storage project tunnels are +/- 1,000 feet underground and two miles long through Virginia Mountains and safety was prioritized.
