Senior Aviation Analyst (Current to mid-2022)
Aviation Subject Matter Expert to the Integrated Mission Equipment (IME) for Vertical Lift Systems Aviation Science and Technology (S&T) project for Army Futures Command. Develop MSFTB to bring together other IME efforts (architecture, software, hardware) to be an enduring asset to support IME lab and flights tests as well as being utilized by current and future Army Aviation S&T projects thus reducing non-recurring engineering (NRE) costs.
Currently responsible to develop MSFTB and integration into Army Aviation test assets. Final objectives include the following:
Establish an experimentation framework laboratory for broad examination of technologies and solutions
Establish a Flying Testbed to support Technology Readiness Level (TRL) 6 maturation for transition of technology to fielded systems.
Select a representative set of mission systems and perform a lab and flight demonstration of these environments in application.
Provide strategic guidance and recommendations on avionics capabilities to include in MSFTB
Directly responsible for acquisition efforts for new capabilities and technologies
Develop Test Plans and execute lab and flight demos

RPA (MQ-9 Reaper) Contingency War Planning/Alternate Functional Area Manager (Dec’19-Jun ’20)
Provided RPA expertise to the ACC RPA operations directorate to address global RPA issues to include flight in national aerospace, aircraft certification, cockpit certification and RPA airspace Certificate of Authorizations (COA). Manage and coordinate Total Force Integration initiatives for ACC, ANG, and Air Force Special Operations Command (AFSOC) growth.
Advise, directed and assisted with evaluating and determining annual RPA Global Force Management (GFM) allocations to combatant commanders; Review and interpret Chairman of the Joint Chiefs of Staff (CJCS) execution orders and build the required ACC deployment order; Attend Joint Staff sourcing conferences to properly identify available forces for deployment (approximately one time per year); Manage shortfall and reclama actions submitted by RPA wings and other MAJCOMs; Review, coordinate, and prepare monthly Status of Resources and Training System (SORTS), Defense Readiness Reporting System (DRRS) and Minimum Essential Task (MET) reports, analyze the data presented by the units, and brief possible solutions to A3M leadership during monthly briefings; Manage forward operating location personnel, aircraft, Ground Control Stations (GCS), and equipment issues (approximately eight locations and 80 personnel on rotational basis); Coordinate future RPA iron-flow plan and provide updates to RPA Consolidated Planning Order (CPO) Operations Support; Coordinate, schedule, and conduct site visits for new/existing RPA tests, training, and deployments; Represent A3M Intelligence, Surveillance and Reconnaissance (ISR) assets to COMACC through the Crisis Action Team (CAT) when activated to respond to national crises, natural disasters, and scheduled exercises. Consistently providing input to the Joint Deployment Process (JDP) to HAF in order to provide accurate and real-time data into the JDP. As the GFM for USAF MQ-9 Reaper I was required to coordinate with subordinate units and Joint Staff on requirements out to five years.
Deputy Director of Plans for Second Infantry Division (November 2017- November 2019) South Korea:
Directly led U.S. and Korean Military Officers joint integration as Senior Plans Officer between South Korean military and US Military ground force assigned to Korea. Supervised eight US and seven Korean Officers. Liaison between South Korean Military and US Military Forces north of Seoul. Produced the intelligence collection package for Second Infantry Division OPLAN 5015, and conducted annual validation of target package sites for North Korea.
Joint Test Deputy Director (Program Manager) & Government Contracting Officer (2014-2017) for Joint Test & Evaluation under the Office of the Secretary of Defense Suffolk, VA. Supervised and lead joint military personnel, government employees, and civilian contractors during the four years as deputy director for emerging high energy laser systems. Team consisted of personnel from all branches of the military, GS and contract personnel that originally had no laser weapon system experience, but were chosen by me, as the personnel assignments officer, for their ability to quickly grasp new concept and apply them to fill capability gaps for all services. Performed as litigator for grievances and disputes between different organizations with positive outcomes, while ensuring the government’s interest are met.

Briefed Congressional Directed Energy Caucus (Congressman Langevin-Lead) on DoD development of Laser Systems to counter UAS and other threat to the National Capital Region; Secured additional $20 mil in funding to advance lethality testing.
Worked as Human Resource Manager for all new contracts, vetting each personnel with requirements of position to be filled.

Executive Officer (November 2012 – August 2014) – Conducted and Plan operations with US and Afghan SOF teams every three/four days across Northern Afghanistan from aerial insertion to ex-fill operations, with 24-hour aerial coverage while conducting ground operations. Additionally, served as Force Protection Manager and Senior Safety Advisor for Aviation Task Force in Northern Afghanistan consisting of more the 650 personnel (300 military and 350 contractors), and required weekly coordination with German, Norwegian, and Italian military/government personnel. Managed the security of Mazar-ar-Sharif and personnel on southern half of airfield consisting of Army and Air Force Aviation assets, and Afghan Security Forces. Leading People, Building Coalitions
Oversee the day to day operations of more than 75 aircraft and personnel at various levels of leadership/management in order to maintain and operate the Task Force’s ability to operate 24/7 and balance the needs of the personnel with mission accomplishment.
Conducted coalition aviation safety boards between U.S., Germany, Sweden, and Norway aviation units to identify, analyze, implement, and evaluate changes to air operations over Northern Afghanistan.
Ensure security zone was monitored, both electronically and visually, to prevent intrusion by insurgents or local population. Ensure security force personnel conducted weekly battle drills (Mass Casualty, Insider Threat, Demonstrations) in order to be trained for most situation and have the ability/knowledge to adjust to unforeseen hazards.
Executive Officer for US Aviation Task Force consisting of AH-64, UH-60, CH-47 helicopter and Grey Eagle UAS. Performed FMV and SIGINT collection in RC North and trained S2 personnel on processes and procedures for analyzing combined data from all platforms to produce future targeting packages.
Performed Instructor Pilot duties for AH-64D high altitude training in Afghanistan and Senior Maintenance Test Pilot.
Supervised and coordinated the movement of the Aviation TF from Fort Hood, Tx to Afghanistan and return. This included personnel, equipment, and HAZMAT to safely move by air and sea to area of military operations.
AH-64D Flight Instructor & Test Pilot (February 1997 – December 2019) – Platform and flight instructor for Army AH-64 Apache Flight School and deployed units. Trained and evaluated over 300 pilots, from day one pilots to highly experienced pilots. Trained student on advanced aerodynamics, engine performance, meteorology, navigation, and employment of Army Aviation.
Senior Intelligence Director (January 2010 – November 2012) – Senior Operations / Analyst Manager for Task Force ODIN. Served as the senior military leader for aerial intelligence collection asset allocations and product dissemination for Counter-IED and insurgent cells for Iraq in support of SOF, Conventional Forces (US and coalition), and training of Iraqi military. Senior Manager: Commander for AH-64 Apache Flight School XXI – Fort Rucker, AL (February 2007-November 2008)
Commander for the Army’s only AH-64 Apache Flight School. Supervised and managed the training of 160 students, 75 Instructors, 300 maintenance personnel, and 84 Apache Helicopters on a daily basis. AH-64D Instructor Pilot since 2007; AH-64 Maintenance Test Pilot since 1997; Army Aviation Safety Officer since 2000.
Additionally, assigned as Hanchey AAF Airfield Manager due to being in command of the primary unit on airfield. Responsible for maintaining safety and maintenance of all airfield operations and maintenance in accordance with both DoD and FAA regulations. This included scheduling of aircraft, weather personnel and facility, maintenance operations for both facilities and aircraft, refueling operations and safety, and scheduling NAVAID maintenance and certification.

Briefed Congressman Jim Langevin and the DE Caucus on development of High Energy Laser Weapon systems within DoD. Received Congressional letters supporting future development of directed energy systems.
CAPE provided $20 million government funding to push forward the development of High Energy Laser lethality testing across DoD ahead of program of record.
2015 AFSOC LtGen Bradley Heithold – Briefed the AFSOC Commander and staff on future capabilities and integration of High Energy Laser weapon system for AC-130 and airfield defense.
Conducted TTP development with AC-130 during live fire engagement at Fort Sill, Ok with ground Based Laser systems.
