Assistant Director, College Testing Services, Columbus State Community College, 2009 – 2019. Develops and oversees the operations, activities and staff of the Department, Regional and Delaware Campuses Testing Centers. Generate Testing Vendor contracts and partnerships bringing additional national tests to the Center to serve College and Community needs. Develop College and Community partnerships utilizing certification and assessment products for their needs. Analyzes and develops operational policies and procedures for the area; develops and maintains departmental budget; supervises staff and student employees, and ensures test vendor and office policies.

The Community & Professional Testing (CPT) Center subscribes to the National College Testing Association’s Professional Standards and Guidelines and is Ohio’s first Post-Secondary Institution Testing Center to become NCTA Certified (2011). Participated with a small group of Ohio College Testing professionals to create in 2011 Ohio College Testing Association (OCTA) and served as its inaugural President.

CPT aligned its use of Professional Certification Exams and Talent Acquisition/Screening/Selection Assessments as tools to support the strategic approach for student success and workplace transition, college academic program success, and consulting with the community public/private sector on talent management approaches to support their organizational goals. Below is brief summary of this work.

Developed new contracts with ETS, PAN, Pearson VUE, Castle Worldwide, Certiport, etc., to bring various new tests/exams to be offered through the Center. Coordinates national testing programs, acts as liaison for exam vendors, and maintains all vendor contracts. Hires, trains and secures proctors/staff and rooms for exam administrations. Collaborates with faculty/staff on campus to provide testing needed by various departments and imbedding professional certifications within curriculum. Markets testing services to campus and community. Provides assessment/testing support services to Workforce Development Contract Training.

Partnered with many CSCC Academic Programs to imbed Professional Certifications within their programs to strengthen the graduate’s ability to successfully transition to their career and workplace while increasing program student retention.

In six years grew the Community & Professional Testing Center business and capacity to serve from 8 Vendors (890 exams in portfolio) to 29 Vendors (over 5,200 exams/assessments in portfolio) and during this same period grew Revenue from $111,891 and 6,137 Tests Administered to $334,800 and 17,098 Tests Administered

Positioned the CPT to serve many Community Employers for their various Candidate Screening/Selection, incumbent worker development Talent Management needs with Technical and Behavioral Assessments and Professional Certifications (The Kroger Company, Boehringer-Ingelheim, Inc., Franklin International, Columbus Regional Airport Authority, Yenkin-Majestic Paint, Crane, Inc., Emerson Network Power, Columbia Gas/NiSource, West-Ward Pharmaceuticals, Hirschvogel, Inc., Service Employees International Union, etc.)

Training and Performance Improvement Consultant, Business & Industry Training Department, Center for Workforce Development, Columbus State Community College, Columbus, Ohio, 1995 – 2009. Consult with organizations in the creation of strategies that keep organizational and employee performance on track and aligned with critical business goals.

Partnered with the College HR Department as an internal consultant to develop a new Performance Management System including performing a Compensation Study leading to generation of a Broad Banded Compensation System; performing a Job Analysis and Competency Models for the College’s 45 Staff position classifications; creation of a new Performance Appraisal system including new processes and tools built on “employee engagement” constructs; development of customized Behavioral Interview Guides of each position classification; development and delivery of a “Coaching for Performance” skills-based training program for over 100 College supervisors and managers to drive a culture of excellence. Full program implemented in 2009.

Consulted with Diamond Innovations to develop a Talent Management – Pre-Employment Training Program to address their experience of high turnover, over-reliance on temp agency workers, under-prepared and poor fit candidate pool for their high-growth production positions. Performed Job Analysis/Work Profile for their Press Operator position and provided identification of an online Assessment tool matching candidate characteristics and attributes to the position requirements. Created customized Behavioral Interview Guides and trained hiring managers on the use of these tools to strengthen the screening and selection process. Developed a 96-hr Pre-Employment training program for selected groups of new-hire trainees. Supervisors

Consulted with Diagnostic Hybrids, Inc. to address Talent Management – Organization and Workforce Development Program to improve their screening and selection process and in developing the talented and skilled workforce required to meet their current production goals and future growth talent needs. Performed Job Analysis/Work Profiling on several key organizational positions, introduced use of Assessment tools to match candidates to position requirements, and provided skill-based training for leaders on Interviewing Skills, Essentials of Leadership, Setting Performance Expectations, Reviewing Performance Progress, and Developing Others. Resulted in getting the right person in the right job, consistency and fairness in hiring/promoting, skilled leaders that can identify, develop, and retain talented employees. Reduced on-boarding process of new hires by 50%, reduced turnover by 10%, and established framework for Succession Planning. $400,000.00 Total Savings/Gains in First Year.

Consulted with American Showa, Inc. to address Workforce Training Program to improve quality and productivity outcomes, increase production efficiencies, and improve customer satisfaction. Developed and delivered a 40-hrs skills-based Analytical Troubleshooting and Problem Solving/Decision Making training program to 30 Engineers, Managers, and Associates. They were taught how to sort and understand large quantities of information quickly to solve problems faster, effectively lead a team to ask the right questions, prove root cause, quickly identify and implement countermeasures, and to create new standard operating procedures based on improvements realized. ASI realized Increased Quality/Reduced Rework and Increased Production Efficiencies with Total Savings/Gains of $2,157,248.00.

Consulted with Kern International, Inc. to obtain ISO 9001:2000 Certification. Delivered a 24-day training implementation plan to address strategic improvements in all operational performance systems to meet requirements to become ISO 9001:2000 Certified. Kern met and surpassed all criteria for their audit and attained the certification by the British Standard Institute (BSI).

Director, Kaplan Educational Center, Columbus, Ohio, 1991 – 1995. Directed central Ohio operations, marketing, customer service, and sales of educational consulting and test preparation services for standardized college, graduate, and professional school admissions and licensing exams. Managed multi-site sales, marketing, and service delivery systems. Received annual recognition of sales performance.
