Senior Configuration/Data Management (C/DM) Engineering Lead for both Warner Robins GA. and Yulista Special Projects Office Huntsville AL., in support of the US Army Prototype Integration Facility (PIF) at Redstone Arsenal AL. Primary responsibility was to maintain configuration/data management and control of baseline configuration documentation and product line validation/verification for 14 Yulista contracted Special projects at Robins AFB GA. Responsible for maintaining the current configuration baseline through planning, identifying, managing, controlling and tracking status accounting of the product development, manufacturing and modification of US Air Force ground support equipment for the USAF fleet of A-10, C-130, C-17 and C-5A Aircraft at Warner Robins AFB GA. My support included board secretariat to the weekly NASA Ares Engineering Review Change Control Board (ERCCB), Vehicle Integration Change Board (VICB), Engineering Review Board (ECB), and the Logistics Change Control Boards (LCB). My support also included the Ares Upper stage Test and Logistics directorates included technical task orders, schedules, cost performance and quality. I applied intensive and diversified knowledge of C/DM to assure all requirements were met. Also, planed, scheduled, conducted, and coordinated C/DM for programs and projects, including support to project design reviews, Technical Review audits and all configuration baseline technical change processes. Supervised task order performance of subordinates and assigned teammate personnel. As the Upper Stage Logistics and Test Sub-systems CDM Integrated Product Team (IPT) Lead, In addition, I supported weekly Logistics and Test Subsystem IPT meetings, facilitated Bi-Weekly Manufacturing Facility Program Integration meetings (MF02). As Senior Configuration Data management (C/DM) Engineer Lead I was responsible for supporting team effort to the Missile Defense Agency (MDA) Program Office. In this capacity provided C/DM support to the Army’s MDA for the Missile Defense System Exerciser (MDSE) HardWare in the Loop (HWIL) Modeling and Simulation Ground Tests. Facilitated through planning, coordination, execution, analysis and reporting HWIL Baseline Changes per Ground Test Event through formal presentation and PowerPoint Brief directly to the MDSE Program Director. As C/DM Senior engineer, duties included maintaining the HWIL Configuration Baseline. This was achieved through close telephonic communication and Lab visits to coordinate testing, define element leads, roles and responsibilities, management representatives, and conflict resolution authorities. Was the Primary developer of MDSE HWIL CM Plan, with coordination and written approval through MDA channels? Defined and formulated Test Event Requirements for individual Ground Test Events to include Distributed Ground Test (GTD), Integrated Ground Test (GTI), and Runs For Record (RFR). Also, maintained C/DM control of all HWIL Specifications, Standards, and Design documents for MDA Element Configuration Baselines. Monitored test configuration baseline of each MDA element lab to maintain test configuration control. The MDA element labs included C2BMC, AN/TPY-2 (FBX-T), GMD, Aegis BMD, THAAD, PATRIOT, JTAGS, SBIRS, MEDIOC/OPR TEC, TCS, Regional JRE, JADE, TBE/DEV TEC, PT LOMA and SPAWAR/TCES. As CCB secretariat, facilitated all proposed Operational Configuration Baseline Changes to the MDA operational baseline, from proposed Software/Hardware change request, through board analysis, to approval/rejection to implementation. Adjudicated and resolved all board member comments/issues concerning proposed changes. Senior Systems and Configuration Data Management (CDM) Engineer support to the PATRIOT Lower Tier Project Office (LT-PO) and Aviation and Missile Research Development and Engineering Center (AMRDEC). Part of my responsibilities was to perform Engineering Technical Data Package (TDP) review on the Army PATRIOT Missile System. Review was part of the Engineering Technical Loop Procurement Action, where I reviewed over 8000 TDPs entailing a complete analysis of all procurement technical documentation per DOD Federal Acquisition Regulation Supplement –6 (DFARS-6) for adequacy and compliance with appropriate Military/commercial standards, drawing specifications and requirements prior to contracted procurement action. Also, verified Quality Assurance (QA) provisions and performance requirements were documented, complete, and adequately defined. Provided a formal review report which addressed review comments and recommending resolutions to all comments that could/would affect the procurement of suitable hardware/software. Preformed investigative analyses on all PATRIOT system and sub-systems electronic system component parts electronics microcircuit on electronic missile. Additionally, determined and verified the need and type of Special Inspection Equipment (SIE) for testing from component level or complete system at the next higher assembly. Provided support for technical documentation in the creation of Generation Breakdowns (GB) and specification trees. I evaluated individual drawings for clarity of views, correctness of dimensioning tolerance, also adherence to applicable standards and specifications. Investigation Requests (IRs), generated Specification Change Notices (SCNs) for engineering corrections/updates to existing system documentation. Also, provided resolution responses on Technical Post-Award (TPA) and Technical Intercept Problems (TIP) associated with sourcing and TDP issues. Also, performed Technical documentation review and analysis on the Multiple Launch Rocket System (MLRS) and the Army Unmanned Aerial Vehicle (AUAV) Systems, developed conclusions, and presented findings in Formal Report form to the Army Missile Command (AMCOM) whether present TDP baseline and/or detail drawings were adequate for full and open competitive procurement and/or manufacture. Also, assisted in the performance of Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA) for both (hardware/Software) for the Army’s AUAV program and PATRIOT Missile System, performed Value Engineering (VE) analysis and provided recommendations for improvements in the form of concepts and cost proposals. I provided support in the analysis and development of the US Army Aviation and Troop Command (ATCOM) Redstone Arsenal AL. in establishing the Army’s aviation system requirements for all Joint Service aviation specifications. These specifications established all subsystem hardware requirements for procurement of aviation systems for all service branches within the DOD.
