SYNOPSIS:

Sean Kuhl is a software customer support and retired US Air Force veteran communications and quality assurance expert with over 20 years of experience covering software customer support, customer relations, software integration, quality assurance trend analysis, deficiency tracking and resolution, process improvement assessments, project acceptance evaluations, administrative, training and maintenance audits, and training development and analysis. He is an expert in the installation, maintenance and inspection of community census software, customer support, public safety radio, secure radio and SATCOM terminals, telephone switches, security systems, emergency notification systems, networking/infrastructure hardware, and high-priority emergency action message communications equipment. Mr. Kuhl is a dedicated emergency communications technician for the Motorola Astro 800 system at Michigan’s Public Safety Communication System Network Control Center. He monitored the third largest emergency communication system in North America, providing 24/7 support for 273 tower sites, 86 dispatch centers and 130,000+ users from Federal, State, Local, and Tribal agencies. Sean is an experienced Engagement Technology Services technician at Alix Partners with experience in data security, data integrity for legal information, training development, and documentation oversight. He volunteered to develop the first ETS Operations training plan to track training requirements using detailed metrics for a rapidly expanding team to ensure optimal task coverage. He developed specific checklists for new hires, centralizing training materials and writing training documents and creating consistent, measurable training tasks. He worked closely with legal and business analysts to ensure client data was secure and available for analysis using the eDiscovery system. Mr. Kuhl is a highly-trained ground-to-air radio, microwave, and SATCOM technician and is experienced with HF, UHF, VHF, and SHF radios, including training, inspection, maintenance, technical upgrades, and troubleshooting. He has performed extensive training and maintenance actions on a wide variety of equipment ranging from secure and non-secure man-pack, vehicle-mounted, nuclear emergency action message, air traffic control, and fixed installation radios. He is experienced in inspecting radio equipment for additional flaws prior to release back to users. He is also proficient in and has trained others in the use of various types of electronic test equipment.

Sean has received awards from unit and installation leaders for excellence for tirelessly preparing communications units for Air Force Inspector General (IG) evaluations and for working closely with IG members to resolve deficiencies after the inspection. He enforced standards covering maintenance practices, training, and adherence to Air Force and Federal guidelines, then tracking deficiencies while providing trend analysis for guidance to resolution. This work resulted in the Andrews Air Force Base 2011 Air Mobility Command IG team finding only 25 communications and infrastructure deficiencies among 7,000 inspection line items. As the communications safety auditor, Sean set the standard for communications units with zero findings for Air Mobility Command- this led to the commander of the 89th Airlift Wing presenting Sean with an award for excellence and then challenging her subordinates to meet the standard Sean set within their own departments.

Lastly, Mr. Kuhl has used process improvement principles to slash man-hours and improve maintenance response times, saving time and money while ensuring mission success. This resulted in reductions in manpower requirements up to 25% and response times by up to 90% without impacting the mission. Sean received a letter from the commander of the 607th Air Control Operations Group at Osan Air Base, saying "this effort secured the air space over the entire Korean peninsula".

PROFESSIONAL EXPERIENCE:

Michigan’s Public Safety Communication System 2/2019 to Now

Sean is one of just nine Network Communication Center Specialists (NCC) for the Michigan Public Safety Communication system (MPSCS). He is a radio specialist utilizing his specialized technical knowledge in performing highly complex radio communication technician in support of 1,986 federal, state, local and tribal first-responder agencies with over 130,000 users spanning the entire state of Michigan. His team provided 24/7 network support for Michigan’s Astro 800 system provided by Motorola. Sean’s duties include monitoring, patching and troubleshooting of 273 tower sites, 5,135 fire pagers and 86 dispatch centers across the state from Michigan State Police headquarters. Mr. Kuhl’s in-depth system knowledge was critical to restoring service when a zone controller failed, quickly uncovering the equipment failure and dispatching field technicians to the affected sites, restoring service in record time. Sean was also key to uncovering unintentional jamming of communications caused by commercial shipping on Lake Michigan, tracking moving interference and tracing it to freighters, then contacting the Coast Guard to ensure no further issues. Mr. Kuhl updated state procedures utilized by the Network Communication Center, creating a simple, easy-to-follow format reflecting new equipment that replaced obsolete components.

Alix Partners, LLP 6/2016 to 2/2019

Sean was responsible for day-to-day operational and technical support in the area of systems backup platform operations across all data center environments to ensure data security and access by consulting teams. He worked closely with the consulting to provide access to client media both during the work day and after hours using Truecrypt, Veracrypt, Bitlocker and Addonics and Kingston encryption software and devices. Mr. Kuhl took the lead in developing the first Operations team training plan to ensure new employees had thorough knowledge of 100 required tasks within a 90-day training window. Sean created step-by-step training checklists for nine key tasks, providing clear instructions to minimize errors while handling critical client information. He created metrics systems to monitor training and identify training shortfalls. Sean volunteered his military communications security experience with the firm’s legal department’s ITAR committee to find the best way to protect client information when dealing with data regulated by the International Traffic in Arms Regulations. Finally, Mr. Kuhl developed a forecasting system to monitor server capacity and predict memory usage up to a month in advance and allow management to plan how to deal with large engagements.

Parishsoft, LLC 12/2014 to 3/2016

Sean assisted over 14,000 churches and church organizations with integration, training, and troubleshooting software designed to track church members, offerings/contributions, staff management, religious education, and various ministries and events through Parishsoft products. Mr. Kuhl worked closely with customers through phone, email, and remote sharing to directly interact with users in three countries and all 50 states. Sean’s daily work focused on troubleshooting web applications such as Microsoft Access, Word and Excel, and training new users on the best ways to utilize software to meet unique requirements of the church market and develop new ways to meet the challenges churches face every day. Sean set the standard for customer service with 98.5% customer satisfaction rating. Sean also researched solutions to challenging technical issues, coordinating efforts software engineers to smooth the conversion of data to new software.

Meijer Store 173 Grocery Team Leader- Ann Arbor, Michigan 12/2013 to 11/2014

Sean was responsible for training, planning, directing and supervising team members of the Grocery and Receiving Departments of the Southeast Michigan flagship store. Sean led the grocery department to beat all sales figures, placing his store as number one in the company for the Nabisco Spring sales drive, improving sales by 15% and outselling other stores by 20%. Finally, Sean reorganized and trained receiving and stocking teams in new processes to improve unloading and stocking times by one-third, allowing faster delivery to store shelves.

89th Communications Squadron- Andrews AFB, Maryland 5/2008 to 8/2012

As Assistant Director of Quality Assurance, Sean led a five-man Quality Assurance team ensuring administrative, safety, maintenance, and training standards for 120 technicians supporting the President of the United States and senior leaders, and High-Frequency Global Communications System and associated communications assets valued at $212,000,000. He briefed installation leadership with deficiency analysis and resolution for audits of 31 inspection areas and 7,000 line items covering public law, Department of Defense, and Air Force policy. Mr. Kuhl led unit implementation of the Air Force communications realignment, revolutionizing communications organization and quality assurance principles, while training a reorganized Quality Assurance section six months ahead of schedule. He developed and wrote nine administrative and technical training audits to cover shortfalls discovered within Air Force Inspector General publications to ensure all areas could be inspected. He led the installation as the manager of the unit best safety program and set the standard for years to come. Sean planned and led assessments of all communications program installations & upgrades. Finally, he uncovered an $818,000 engineering shortfall during a receiver site upgrade including security cameras, wiring, software, and generator fuel line flaws prior to acceptance.

51st Communications Squadron- Osan AB, Republic of Korea 4/2007 to 4/2008

Mr. Kuhl was assigned to direct the Base Radio and Emergency Notification Systems work center, leading 14 technicians who provided communications support for the United States Air Force in the Republic of Korea with SATCOM, UHF and VHF radios for command and control of Korean airspace. He directed the training of personnel and the repair, inspection, and configuration of battlespace command and control equipment. Mr. Kuhl managed maintenance of the base emergency alert systems. Sean used his process improvement training to identify redundant processes and develop a solution that slashed maintenance response to unmanned communications sites from 13 days to eight hours. Sean led a $649,000 upgrade of the base public address/emergency alert system and developed training plans for maintenance personnel to service the new equipment while saving the Air Force over $300,000.

789th Communications Squadron- Andrews AFB, Maryland 6/2001 to 3/2007

Sean was assigned as Assistant Director of the Senior Executive Service Travel Hangar to lead a hand-picked five-person team supporting highly-classified missions for the YANKEE WHITE program. He directed and planned training, installation, repair, programming, and modification of a complete ground communications system in direct support of the President and Vice President of the United States, Cabinet Secretaries, and the Department of Defense worldwide air missions. These systems included ground-to-air communications, SATCOM terminals, electronic telephone switches, computer networking equipment. He installed extensive additions to network switching equipment, paving the way for 50% growth in computer capabilities for the Senior Executive Travel Hangar. Mr. Kuhl was a thorough Quality Assurance expert, applying audits and analysis to ensure flawless training and communications support for the mission.

752nd Munitions Support Squadron- Volkel AB, the Netherlands 6/1997 to 5/2001

Mr. Kuhl was assigned as an Emergency Action Message Systems Communications Technician to a US Air Force unit assigned to the Royal Netherlands Air Force. He was responsible for troubleshooting, repair, and maintenance of nuclear command and control communications terminals, and a nuclear Weapon Storage and Security System (WS3) valued at over $30,000,000. Mr. Kuhl volunteered as an armed courier to transport United States European Command nuclear command and control cryptographic material. Lastly, he was assigned provide quality assurance by carrying out equipment and training audits to ensure compliance. Sean's QA work resulted in Volkel's passing all five United States Air Forces in Europe Inspector General Nuclear Surety Inspection Team audits with only minor findings.

96th Communications Squadron- Eglin AFB, Florida 7/1994 to 5/1997

Sean was assigned to the Air Traffic Control and Landing Systems maintenance team where he troubleshot, and maintained ground-to-air communications equipment consisting of Control Tower Consoles, UHF and VHF radios, and tape recorders. He tested new digital air traffic control equipment and its associated training documentation that would eventually replace solid-state, vacuum-tub switch-based systems with software-driven systems requiring less than 20% of the man hours to maintain than previous equipment. Mr. Kuhl volunteered to assist in the search for a child lost in the forests of the Florida panhandle, coordinating search aircraft through ground-to-air radio assets until the boy was found. Sean received 11 letters of appreciation from installation leadership for his work.

603rd Tactical Air Control Squadron- Sembach Air Base, Germany 1/1993 to 6/1994

Mr. Kuhl's first assignment was as a Ground Radio Maintenance Apprentice to a mobile communications unit. He maintained solid-state ground-to-air and point-to-point radio assets in support of mobility operations. This included High Frequency, VHF, UHF, and command and control equipment in support of OPERATION: DENY FLIGHT over the former Yugoslavia. After the 603rd was closed, he was transferred to the installation closure team where he processed the inspection, packing, and transfer of 20,000 pieces of equipment to other bases in preparation for Sembach’s closure.
