JOB PURPOSE

&SCOPE

REPONSIABLE FOR THE FOLLOWING:

Responsible to the maintenance managers for the daily activities of the rotating equipment department in support of the oil & gas production / process facilities of the field.

Support the maintenance manager in the development of short-term and mid-term strategic objectives, goals and plans of mechanical engineering department.

Assist the maintenance manager in ensuring the availability of all plant equipment and builds a knowledgeable, cooperative, capable and enthusiastic maintenance team.

Monitor the actual performance of the department vs. the approved operational plan and ensure timely reporting of same to the management with corrective action plans when required.

Participating & support maintenance manager in the preparation of the annual maintenance plan and operating & capital budget for mechanical engineering department to facilitate its operations while monitoring the financial performance versus the budget.

Assist in the preparation of carrying out studies for small projects. Includes preliminary cost estimates, economic comparisons of alternative schemes and reviewing feasibility and optimization studies.

Assists & supply draughtsmen in the preparation of necessary drawings and information for any plant modifications or new back- up mechanical equipment’s.

Carry out recommendation and technical evaluation for all old & beyond repair and obsolete mechanical equipment’s require upgrade & renew or written off and replacement.

Organise and supervise the activities and work of subordinates in mechanical equipment section, allocate resources, set tasks and targets, motivate staff to maximize potential, monitor performance, provide direction and assist staff.

Review technical bid evaluations and technical acceptance criteria for management approval.

Setting individual targets for engineers in mechanical equipment section, developing and motivating staff, mentoring and providing of formal and informal feedback and appraisal

– in order to maximize subordinate and department performance and sharing/transfer knowledge.

Responsible for leading, coordinating and communicating with other mechanical engineers

& technicians, to organize the day-to-day activities in his area of responsibilities and ensures completion of the activities in compliance with the policies / procedures.

Participates in conceptual, basic and detailed mechanical engineering designs and specifications for field design projects Related To Plant Modification Certificates (Pmc),

Responsible for supporting preventive, corrective, troubleshooting, shutdown, major and minor maintenance activities, specification & selection of various machinery equipment for procurement purposes on various types of mechanical rotating, reciprocating and static plant equipment.

Technical advising to operating staff and supervision of mechanical equipment’s in oil and gas plants to carry out day to day running, mechanical maintenance activities and repair including ongoing preventive maintenance routines and schedules in zeit bay plant

(offshore & onshore).

Reviews tenders for mechanical engineering equipment’s and review the specifications submitted by engineering consultants / contractors.

Support as&when required in review of contractor/vendor pre-qualification, bidder list evaluation reports by Contractors/PMCs.

Participate in the evaluation of un-priced technical bids for major & minor projects for management approval and review evaluation reports by pmc for major projects. Review award recommendations by contractors.

To conduct root cause analysis of equipment failures and non-scheduled shutdowns and recommend problem resolutions.

Equipment and spare parts ordering and stock control, follow up the materials stock and forecast the required quantities to avoid the interruption.

To compile/provide input for preparation of division /department capital, operating and 5 years business plan budgets, and monitor/control expenditure.

To ensure the availability and reliability of mechanical systems/equipment’s, in view of equipment’s age, obsolescence and diverse range of manufacturers.

Provide inputs for revamping and modification of existing plant facilities related to mechanical engineering, as and when required.

Review inspection and test plans, test procedures and participate in acceptance test of critical equipment at vendor’s works/sites.

Scope of work / services for new facilities and for modifications to existing equipment and participating in the preparation of cost estimates.

Carries out technical support, reviewing and assisting in developing plant start-up and commissioning procedures for new mechanical package or minor projects.

Participate in consultant/ engineer/ contractor/ vendor pre-qualification technical audits.

Carries out technical support and participating in HAZOP studies for plant modifications proposal.

Strictly apply and following up maintenance instructions, safety, loss control and environment regulations to achieve the objectives of action plans.

To enforce implementation of SUCO health, safety & environmental procedures, management system (HSE, MS), also promote awareness of its use among all division & department personnel in order to promote a healthy and safe work environment.

To monitor and analyse failure reports, identify bad factors and initiate corrective actions to rectify the problems.

Identify areas of unsatisfactory performance and suggest corrective action for prompt rectification so as to capitalize upon potential performance improvement opportunities.

Planning, organizing, supervising and follow up the mechanical maintenance & projects activities through long term & short term plan, co-ordinate the activities with other service group& trades.

Participates in value engineering studies and detailed technical evaluation, and/or safety reviews for assigned plant areas or equipment.

Investigate, troubleshoot and repair maintenance problems, and fault diagnosis……etc.

Carry out quality check for the new spares in stores & carrying out new spare parts proposals & requisitions for any new mechanical package.

Taking the necessary action for the schedule and unscheduled work orders, ascertain the cause of faults and ensure condition based on maintenance instructions.

Reviewing drawings submitted by contractor to make sure that they are in accordance to awarded contract specifications.

Carry out survey for all plants equipment (offshore & onshore) to ensure that all plants equipment in reliable operation and safe & efficient condition.

Preparation & implementing of major services and overhauls.

Prepare daily, weekly, and monthly reports.

Supervising and leading different mechanical technicians crew in carrying out their works and ensure the maintenance crew adheres to maintenance instructions, safety and environment regulations.

Preparing the details shut down plans & materials during overhauls and normal inspection.

Participating in the planning for mechanical jobs shutdown and make schedule, to ensure the availability of spares, materials and human resources in the time being.

Knows the company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain.

Evaluate the manpower and maintenance equipment and tools compared with work load.
