Roles & Responsibilities:

• Ensure construction work is managed by the Principal Contractor via proper planning and in a way to prevent or minimize impact to safety and health of the project parties and environment.

• Monitor and coordinate with the Principal Contractor in all OSHE aspects during the construction process to ensure the Principal Contractor’s risk management programme reduces risks and hazards to as low as reasonably practicable by adopting industrial best practices.

• Ensure Principal Contractor risk management information is provided to all relevant project stakeholders on associated hazards and risks.

• Monitor the Principal Contractor OSHE compliance to all regulatory and site OSHE requirements and notifying the Principal Contractor of all hazards and OSHE non-compliances identified on site.

• Periodically reporting to the Employer, the OSHE performance and compliance of the Principal Contractor as per the project contractual requirements

• Undertake reporting of OSHE incidents in accordance with the regional and Employer OSHE requirements.

• Participate and assist in incident investigation and ensure Principal Contractor reporting, corrective and preventative actions are in accordance with the regional and Employer OSHE requirements.

• Undertake periodical audits on Main Contractor OSHE Management System. Report findings to the Employer & ensure appropriate actions by the Principal Contractor for performance enhancement.

• Immediate reporting of identified continued non-conformances by the Principal Contractor and/or Sub-Contractor to the Employer. Ensure resolution of hazardous conditions and acts then & there.

• Actively participate in all OSHE activities during the project phase.

• Ensure Principal Contractor maintain adequate OSHE resources as necessary to ensure constant competent OSHE supervision during ‘all hours of work’.

• Participate and monitor Contractor training, promotional activities, awareness programmes, communication, and consultation activities on a regular basis.

• Review Principal Contractor OSHE documentations, identify gaps if any and provide appropriate recommendations to achieve compliance to an acceptable level as stipulated by the Regional and Employer contractual OSHE requirements.

• Monitor, inspect, and review site construction activities in order to ensure safe operation is being implemented.

• Encourage Principal Contractor for the reporting of Near Miss cases, participate in review of Near Miss/Close hits and assist in developing more robust systems to prevent reoccurrence of similar cases.

• Take immediate action to rectify unsafe or non-compliant situations, this will include dealing with corrective actions and suspension of unsafe works where necessary via application of Stop work Authority and/or if not me then who ethos.

• Co-ordinate and chair weekly OSHE Meetings and actively support to organize workshops for high-risk activities as required.

• Monitor Principal Contractor project OSHE KPI performance and assist to achieve set objectives and targets at the scheduled period.

Carryout regular site review along with Principal Contractor HSE and Operational team

• Prepare, issue daily, weekly & monthly OSHE reports in accordance with the Employer and Regional HSEQ requirements and maintain records.

Review non-conformances trend and provide suitable recommendations timely on supplementary actions to be implemented and maintained to prevent incidents to occur.

Identify shortfalls amongst Contractor staff in engaging with health and safety matters and take appropriate steps/opportunities to clearly deliver the benefits of maintaining a safe workplace and the requirement for adherence to SOPs in a professional & diplomatic manner.

• Provide the project team with support and advice for any OSHE matters specific to the project or as defined within the contractual agreement.

• Develop Safety Shares/Alerts and communicate to the HSEQ team & project stakeholders.

• Ensure specific trainings are completed for the organization’s project team.

• Undertake relevant trainings for the project team as per t he organization’s Regional HSEQ recommendations.

• Assist the organization HSEQ team in revising OSH templates.

• Participate in Organization’s HSEQ team meetings to obtain additional knowledge via communicated lessons learned, develop suitable strategy for implementing on the project and share project related OSHE challenges and good practices.
