A.EXPERIENCE IN HIGHER EDICATION:
1.CURRENT POSITION & IMMEDIATE PAST POSITION ( 2019-2020):
Associated with UEM University, Jaipur as Member, Board of Governors.
2.FOUNDER VICE CHANCELLOR, SAGE UNIVERSITY, INDORE, MP (1.8.2017-1.7.2019)
Held the position of Founder Vice Chancellor of SAGE University, a unique green field University in the picturesque landscape in the city of Indore, aiming to be a model Higher education institution in the State of MP, imbibing best practices in academics, research and in the system of University Governance. It was a tenure of two years for founder Vice Chancellor, as per State Act of MP.
Being a newly established University, major focus was being given to create strong academic and administrative foundation with best practices as propounded by OECD, World Bank and National & International Accrediting agencies. The Academic and Examination Regulations, Academic and Research Policies, Quality Manual and important Guidelines have been notified under my direct supervision, providing much needed legal instruments to start, run and manage a new University. These marathon exercises were carried out by me personally utilizing my Statutory experiences in AICTE, Ministry of HRD, Government of India with an aim to provide enabling mechanism and provisions for proper administration and university governance, based on the First Statute, First Ordinance, notified in the Official Gazette(Extraordinary) of the State of MP, with the recommendation of MP State Private Regulatory Commission.
The BOS, Academic Council and BOM meetings are being held regularly ensuring full statutory compliance. Besides, innovation in curricula development, assessment and evaluation has been the key to introduce best education pedagogy with 20 % MOOCs (now, 40%) as per latest directives of Government. Internationalization is an important focus area with tie ups with couple of foreign universities.
Besides Skill and Competency based education initiatives were drawn up in partnership with SQA (Scottish Qualification Authority) and also Kyongdong University, Korea with job prospects in Korean Industries in India. With a major focus on Internationalization, SAGE University Centre of Excellence (SAUCE) had been set up wherein SQA, Scotland accredited programs could be launched from 2018, besides high-end programs like Artificial Intelligence, IOT and Advance Computing in association with foreign Knowledge Partners.
Signed MOU with NRDC, Ministry of Science & Technology, Government of India to promote IPR and Commercialization of Know-How, with an aim to promote Innovation in the university.
SAGE University, Indore was granted approval by UGC, under section 2(f), within two years of my tenure.
SAGE University, Indore was awarded as best emerging University in MP in the hands of Hon’ble Chief Minister, State of Madhya Pradesh. Chancellor, SAGE University, Indore had received various other awards in recognition of wonderful initiatives undertaken in this green field university.

i.Research Initiatives:
Supported 50 odd institutes under Amity University, Noida promoting research and helping the researchers in submission of project & research proposals to various Funding agencies of Government of India like DST, DBT, ICAR etc. Besides, handled the participation of faculty in international conferences abroad to augment research publication. Also dealt with ranking and accreditation including international accreditation.
NRDC-Amity Innovation Facilitation Centre at Amity Incubation Centre, Amity University, Noida:
Research & Innovation Project:
As Project Investigator and Director of a unique project received from National Research Development Corporation, Ministry of S&T, Government of India, leading to creation of NRDC-Amity Innovation Facilitation Centre in 2014, I had taken multiple initiatives in promoting IPR, patents in particular from the research initiatives at Amity University and and also the projects at Amity Incubation Centre.
Initiated activities under Indo-US Collaboration in Engineering Education (IUCEE, USA) under the guidance of Prof. K.Vedula, Dean (Emeritus), MIT, USA.
Handled Research & Innovation- extensively promoting research proposals under various schemes of government of India, such as DST, DBT, ICAR, ICMR, MOEF, UKIERI and others, through the team of faculty, researchers and scientists.
ii.Policy, Legal and New Initiatives:
As key Officer in VC’s office, handled all sensitive areas of academic administration, advising Vice Chancellor and also Registrar on all such matters.
Launched Amity Institute of International Studies (AIIS) and Amity Institute of Public Policy (AIPP) in Noida campus with UG, Masters and PhD programs in International Relations, Public Policy, with multiple specializations like Governance, Law and Diplomacy etc.

Statutory & Regulatory Experience ( 1999-2006) in AICTE (All India Council for Technical Education), MHRD, Government of India, on Deputation from WBIDC, Government of WB:
Director (2004-2006) and Dy. Director (1999-2003): Handled every aspect of Technical education, such as Continuing Education, Accreditation, Legal, Administration, RTI, Finance, Policy, Equivalence of qualifications, Parliament questions, IPR, Faculty development, Skill Development, Pay Scale issues, Research promotion & grants, Autonomy status and Deemed university. Also handled Regional Offices of AICTE in Mumbai and Chennai, as Administrative Head of the Regions. I was associated with drafting many important documents on national issues in the area of technical education.
Key Positions held in All India Council for Technical Education (AICTE), Ministry of HRD, Government of India:
I.Director (Faculty Development), dealing all the schemes of the Council in the matter of faculty developments, including grants and funding. Also Dealt with several other areas and departments like technical education promotion in the country, research and IPR promotion, policy matters, liaison with Ministry of HRD, Government of India, UGC etc.
II.Director (Legal) - Handled over 100 court cases in various High Courts in Tamil Nadu, Andhra Pradesh, Delhi and Supreme Court. I have also been nominated as member in important Judges’ Committees for fee fixation, for A.P., T.N., Maharashtra, Goa and Kerala. Responsible for legal opinion and appropriate advice on various issues of the Council. Dealt with policy matters extensively from statutory and legal angle.
III.Director (Finance) Public Information Officer (PIO)- Besides routine finance works, I was involved in drafting 11th Five Year plan document for technical education and handled over 300 RTI cases.
IV.Regional Officer and Director, AICTE in Mumbai, dealing with States of Maharashtra & Goa, as Administrative Head of the Western Region of AICTE.
V.Regional Officer and Director, AICTE in Chennai, dealing with Tamil Nadu, AP and Pondicherry, as Administrative Head of the Southern Region of AICTE.
VI.Dy. Director (Research Promotion), dealing with disbursement of Research Grants under various schemes of AICTE, to Technical Institutions in the country. The job entails invitation of research proposals, scrutinizing proposals, placing before Expert Committee, making Minutes of recommendations of committee meetings held over a period of few months, covering all possible thrust areas of research and then finally monitoring research propjets, at regular intervals.
VII.Studied the Impact of Research Grants of past five years and published a comprehensive report which was printed as Book, available in AICTE Library.
VIII.Dy. Director, NBA (National Board of Accreditation), dealing with entire accreditation process, workshops on accreditation awareness during early 2000. Also authored Washington Membership Accord proposal for NBA.
IX.Dy. Director (Legal), dealing with legal, statutory issues and policy matters, besides Parliament Questions, etc.
X.Director (Faculty Development, Continuing Education & Skill Development), dealing with promotion of Continuing Education in India. Developed a Continuing Education Model, NANCE with an aim to integrate non formal, informal and adult education and training with formal education for the first time.
Major achievements during my association with AICTE:
Developed a Model of Continuing Education Program (CEP) and launched a “Centre for National Academic Network for Continuing Education (C-NANCE) in AICTE during February 2001”. This led to Ph.D. Research on Continuing Education and Skill Development. My paper on C-NANCE was presented at the 8th World Conference on Continuing Engineering Education held at Canada during May 12-16, 2001, organized by International Association for Continuing Engineering Education (IACEE) to which I was a member.
Promoted new opportunities for research programs in the various technical institutions in India through various Research Grant schemes of AICTE and also Intellectual Property Rights (IPR), Patents, in particular.
Promoted Technical Education in Tamil Nadu, Andhra Pradesh, Maharashtra and GOA as Regional Director, AICTE, Govt. of India and Member Secretary, Regional Committees.
Dealt “Legal Cell” of AICTE independently as Dy. Director (Legal) and subsequently as Director (Legal). AICTE had few hundred court cases, some of which were in Supreme Court including couple of PIL cases. Also contributed significantly on all policy issues on Technical Education keeping legal aspects in view.

Article on GATT with special reference to R&D was published in ‘OBSERVER’ (Business & Economics) a leading newspaper, on December 30, 1993.
Presented a theme paper on C-NANCE at the 8th World Conference on Continuing Engineering Education, held during May 12-17, 2001 at Toronto, Canada. This was organized by International Association for Continuing Engineering Education (IACEE), Finland with the support of UNESCO.
Paper published in the 9th World Conference on Continuing Engineering Education, held in Tokyo, May 15-20, 2004.
