Duties: Managed the International Messaging Switching Systems connecting over 120 International Administrations. Provided detailed systems analysis support for all messaging platforms, fault code analysis, billing/settlement variance analysis with least cost routing carriers and other IRC carriers. Worked with Systems Engineering to identify system software deficiencies and recommend solutions. Validated and verified call record analysis for the successful implementation of weekly system software release updates for the global messaging systems and platforms.

Managed a team of six systems analysts with responsibility for the operation and performance of real-time and store-and forward global messaging systems and platforms for data circuit switching systems and their circuit call completion rate efficiencies for instantaneous global communications. Managed interconnections and circuit switching signaling protocols interfacing with over 120 overseas countries’ Postal, Telephone and Telegraph administrations.

Maintained budget authority for the Systems Analysis department of approximately $300K. Consistently managed group budget with a budget surplus for 10 consecutive years.

Developed Store-and-Forward to Real-Time message delivery methodology with Systems Engineering to modify and enhance the retry algorithms to minimize repetitive calls to resolve excessive settlement payouts to overseas administrations, resulting in significant financial savings. Developed a SAFE System algorithm enhancement to match on the first four numeric characters, matching expected answerback versus received answerback. Developed a new Store-and- Forward (SAFE) algorithm answerback mismatch checking logic test for four (4) alpha characters matching after a pre-message answerback mismatch. Realized estimated savings of $4, 400 dollars per month or $52,800 dollars annually.

Oversaw the Customer and Financial Integration Subcommittee of legacy TRT Telecommunications Ft. Lauderdale Messaging subscribers onto the MCI International Data Services Network. Completed a two-three year systems integration project in (9) months through a team-oriented approach.

Supported Systems Engineering with the consolidation of the Global Telex Network, including the cutover to the replacement P.C. based equipment from the legacy Cablegram/Telegram switches. Monitored and identified software anomalies with the new modified vendor provided software to handle the new replacement billing process.

Directed the development of Traffic Reporting specifications for new NSG X.75 based Impacs packet switching reports to monitor the migration from CSX DDD access nodes to NSG DDD access nodes. Provided analysis of settlement minute variances with International Record Carriers and Least Cost Routing providers to identify the root cause of billing discrepancies related to electronic switching systems. Worked with Finance and Systems Engineering to resolve rejected settlement records from the billing process.

Tested all new telex switch software releases with I/T call record analysis to ensure no adverse impact occurred to our global customers’ communication data networks nor to their billing invoice records. Resolved all billing discrepancies related to customer’s unique vendor provided software interfacing with the MCI International Data network.
