After one year as the assistant principal, I was promoted to manage the 21st Century Learning Communities Program. This was a five-year reading and writing program funded by the department of education. The program's main objective was to help underperforming students with reading and writing by tutoring. The program was conducted by Aspira of Illinois, Inc. in 12 Chicago public schools with a total of 35 teachers one parent coordinator, servicing 187 students raging from 5th to 10th grade.

The 21st Century Learning Communities program included:

•Parent education in core subjects like English, math, economics, and recreation activities.

•Reading and writing tutoring provided by familiar schoolteachers from the participating student's school.

•Students who attended the afterschool program and showed improvement would be rewarded with a monthly field trip to an educational destination (Chicago area museums and for the final field trip we visited the President Lincoln's museum and library in Springfield, Illinois).

•I recruited teachers from the participating schools to maintain continuity and familiarity.

•I supervised teachers and staff to assure that the program was being executed according to plan. That lesson plans were being followed.

•I purchased all the books and teaching materials for the program and coordinated the field trips.

•Retrieved parent authorization forms, completed sign-out sheets, monitored daily attendance, collected test scores and students performance improvements.

•I reported the program's success to Aspira of Illinois, Inc. and to the state of Illinois department of education.
