Shift Supervisor/Deputy Project Manager

As Supervisor of a 130-antiterrorism protection force and special police operations, oversees the enforcement of operations to assure the protection of life, property, and the civil rights of individuals at the USPTO.

I adhere to the Code of Federal Regulations, along with all state and local laws and regulations.

Ensure that proper protective countermeasures and training operations are in place to detect, deter, defeat, despond, and combat acts of sabotage, espionage, active shooter, active threat, criminal acts, and terrorist attacks on or against United States Government facilities, personnel, assets, and the nation's intellectual properties that the agency safeguards.

Oversee executive and dignitary protective detail support operations for high-ranking officials (e.g., the President and Vice President of the United States, Chief Executive Officer(s) of the United States and Foreign Corporations, the Secretary of Commerce, Congressional members, foreign Dignitaries, and Diplomats, City Council members, mayors, governors, and other federal, state, and local government officials, and corporate executives while conducting business at the USPTO.

Oversee and assist in planning, training, organization, and operation of the USPTO Security and Law Enforcement Administrative Training and Development Operations Program and establishing procedures and controls for the deterrence of crime at the USPTO.

Responsible for proficiency training of police officers in all phases of law enforcement skills, including physical unarmed defense skills and investigative techniques.

Ensure that investigations and cases are accurately prepared for presentation.

Devise work schedules for personnel assigned to all police officers, assuring that adequate or appropriate coverage is available for the optimum operation of the Antiterrorism Force Protection Special Police Protective Enforcement Program Service.

Responsible for leave scheduling, approval, or disapproval; receiving and resolving complaints and grievances at the informal level whenever possible; conducting corrective interviews with incumbents and enforcing or proposing disciplinary action to higher authorities as appropriate.

Perform force protection, public safety, and crime prevention duties to maintain law and order during emergency operations 24 hours per day, seven days per week, including holidays and during national security incidents.

Key Accomplishments:

A person of interest entered the USPTO unauthorized. Upon gaining access, the individual confiscated five thousand dollars’ worth of government property.

He tried to exit the building with the property from an exit other than the loading dock, which is the normal delivery procedure.

I approached him using preventive security measures and asked him for a delivery receipt or a property pass. He was unable to present either one.

I then asked him how and where he gained access to the building. He responded by saying that he followed another employee through a delivery point. Upon questioning, the person of interest admitted that he was stealing property and taking it to his car.

I apprehended him using proper procedures when detaining someone for breach of security under the HSPD-12 guidelines.

He was arrested by the Federal Protective Service, immediately taken to the US Court House in Arlington, Virginia, for a hearing before the magistrate; a court date was set.

Transportation Security Administration (TSA)/Omniplex Security, Arlington (2005 – 2006)

VA Supervisor

As Supervisor of large armed security staff, analyzed and established security requirements; defended systems against unauthorized access, modification, and destruction; defined access privileges, control structures, and resources, performed vulnerability testing, risk analyses, and security assessments; identified abnormalities and report violations; oversaw and monitored routine security administration.

Participated in the development of security policies and procedures. Ensured all applicable laws, rules and regulations were followed in issuing HSPD-12 credentials to include HSPD-12, FIPS 201-1, Privacy Act of 1974, OMB memoranda, and other NIST publications.

Performed fingerprint checks through CAS for applicants to the TSA and ensured favorable adjudication before issuing required HSPD-12 credentials. As the HSPD-12 Registrar, I verified identity proofing of all HSPD-12 card applicants and ensured the successful completion of background checks.

Communicated detailed personnel security guidelines and badging operations to applicants, employees, and contractors. Presented training on a variety of security topics.
