Kratos, November 2020-Present

Program Manager of the Kratos Radar program supporting the Navy at Dahlgren, VA. He manages a $17M sized program.

JSL Technologies, Inc. August 2017-August 2018

Initially, consulted a west coast company for east coast operations and business development, then joined the company to become the prospective PM for a Navy Dahlgren proposal. Completed numerous proposals for NAVSEA work and staffed positions for qualified required personnel.

Konya Consultants, LLC: August 2016-Present (currently inactive); President

Founded Konya Consultants based on his extensive management experience in staffing in the Washington metro arena. His expertise in personnel staffing led to the addition of System Administrators to the Leidos Joint Staff program in the Pentagon supporting a subcontractor.

Lockheed Martin Corporation: January 2009 to August 2016; Senior Program Manager

Was the Program Manager of the Lockheed Martin (LM) team for the Transportation Security Administration (TSA) Information Technology (IT) Infrastructure Program (ITIP). He was responsible for the management, administration, technical correctness, timeliness using Agile methodology, and quality of services and products provided under Computer Sciences Corporation (CSC) as the prime contractor during the proposal and the contract start up.

From September 2010, he managed the 135 Lockheed employees initially staffed in support of the program, coordinating work performance and acting as the central point of contact with the CSC Program Manager and the Contracting Officer's Technical Representative (COTR).

Was a staffing subject matter expert and found qualified candidates for open positions, using second tier subcontractors and the Lockheed Martin engineering matrix.

Since multiple locations were involved, he traveled to all locations monthly, along with daily and weekly meetings as needed, to maintain continuity on the performance of the team.

Five of the staff were Service Contract Act (SCA) employees.

Maintained a flexible, responsive and supportive work environment, while assuring all Contract Data Requirements List (CDRL) deliverables were accurate and timely. Mr. Konya also developed and maintained an ITIP Integrated Master Schedule that included all major milestones, critical path activities, costs, responsible organizations, responsible individuals, dependencies and deliverables as pertained to the services outlined in the Statement of Work. Required to work with many security databases, such as EPAS, and ACCESS and numerous terrorist data bases.

Developed the Service Level Agreement for data collection and performance management control associated with program performance. He was also the manager for the TSA ITIP service desk and call center in Bossier City, LA.

Lockheed Martin Corporation: November 2004-January 2009; Senior Program Manager

Relevant Experience:

Was the LM Integrated Product Team Lead of aviation engineering for the USCG Deepwater Program Legacy Air Assets for the Coast Guard. He led the team with daily and weekly coordination of efforts to keep the Coast Guard informed of current progress and issues to missionize 6 HC-130J aircraft.

Managed the effort with open communication skills to ensure success from multiple locations. Personnel cooperation was key to this program being rated “Blue” by the Coast Guard, as an indicator of outstanding performance.

Developed, implemented and maintained the program administrative processes, procedures, tools and deliverables needed to meet the program’s requirements.

Provided leadership, management, oversight, control and direction to his LM staff and all subcontractors.

Frequently engaged appropriate Lockheed Martin stakeholders as needed to meet the USCG objectives.

Used the Earned Value Measurement System (EVMS) to ensure schedule, cost, risk goals were achieved.

Program consisted of Program Management, Subcontractor Management, Procurement of Equipment, System Design/Integration, Software Development, Equipment Deliveries, Installation, Test, Integrated Logistic Support (ILS) efforts, and Development/Delivery of Tech Documentation.

Subsystem Technologies Inc.: June 2003 to November 2004; Director/Consulting Manager

Was accountable for the management, administration, technical correctness, timeliness, and quality of services and contract data deliverables provided to the Federal Aviation Administration (FAA). The FAA program, called Asset Supply Chain Management (ASCM), replaced existing asset management systems. He provided program management, control, planning, and scheduling for projects and services under the program.

Managed the ASCM Program Office effort to complete a critical System Certification and Accreditation Process (SCAP) on a Phase 1 program that is a model for other FAA programs.

Computer Associates International, Inc.: October 1998 to May 2003; Divisional Vice President and Consulting Manager

Was the Vice President of Year 2000 (Y2K) federal programs, successfully completing all Y2K programs before 1 January 2000.

Managed over 100 Cobol programmers and staff supporting multiple government contracts for customers such as the US Army and Defense Information Systems Agency (DISA) to meet the Y2K deadline. He provided each government customer with updated software deliverables that resolved Y2K programming issues.

Achieved program performance within budget, schedule, and quality requirements and facilitated customer satisfaction for all Y2K activities and work efforts.

All deliverables were provided on schedule and under budget.

Provided Computer Associates (CA) management with strategic guidance and insights necessary to make Y2K work profitable.

CACI, Inc.: February 1993 to October 1998; Program Manager and Account Manager

Managed FAA contract that was successfully completed on time, and within budget. He was responsible for performance in key disciplines to include requirements management, project tracking and oversight, risk management, quality assurance, configuration management, process definition, training, and metrics, while maintaining a supportive work environment. Mr. Konya coordinated work performed and acted as the central point of contact to the government, providing on-time deliverables.

Provided frequent and open channels of communication within the CACI organization and with the FAA organization for the management of all program activities.

Successfully conducted presentations to clients, senior management, and account management and completed marketing calls to numerous Federal agencies, and commercial clients.

In April to November of 1996, he conducted the requirements analysis for Delta Air Lines before the computerized taxi system was implemented in Atlanta for the International Summer Olympic Games.

U.S. Navy: October 1971 to January 1992; Commander and Program Manager

Pentagon tour: OP-64, CDR Konya managed the Navy's Crisis Action Center within the Navy Command Center in the Pentagon during the first Gulf War in 1990 and 1991.

Pentagon tour 1987-1990: OP-24, wrote the Operational Requirement (OR) for the Surveillance Direction System (SDS) as the functional sponsor for a new communications system development for the Undersea Surveillance System.

Pentagon tour OP-64 1986-87: Head of the Navy's Reconnaissance Office in the Pentagon.
