Experience and Present occupation

I have over 15years work experience at management level with 8years in senior management:

Bankers Life Insurance/American Income life: Professional certified by the state of California. Working part-time as a certified Health and Life Agent with experience in marketing, sales and financial advisory (entry level management) I raised company capital and profit margins, develop company profile and staff integration.

Chief Executive Officer for Mix Africa Resources Consulting Group (MARC-G) which advises clients on investments in 6 African countries: Guinea, Ghana, Nigeria, Liberia, Sierra Leone and Uganda. January 2012 to August 2020.This involves on the filed meetings, negotiations, drafting, contracting, and supervision. Staff supervised: 78.

Head of the law firm M.S. Turay & Associates in Sierra Leone and Managing Partner, the law firm specializes in Investment corporate commercial law, real estate, civil and criminal litigation, public policy and natural resources law, policy and management. I raised the company profile, membership and income by more than 357% by the time I left, slashed payroll /benefit administration by 30% by negotiating pricing & fees while ensuring the continuation and enhancement of services. I joined as an Associate in 2008 and was appoint head in 2012. January 2008 to June 2020. This is almost a daily workforce of monitoring, preparing, drafting papers, policy, briefs, files, agreements and advocacy. It includes representing clients in high policy decision making, representing boards, corporations and acting as secretary, solicitor and advocate. Staff supervised: 48. I also worked for the Special Court for Sierra Leone as defense Attorney from three years.

Democratic Institutions Officer at the United Nations, I was the officer and head of legal and policy/strategy working leading national and corporate institutions to connect in addressing policy concerns in investment in Sierra Leone. I coordinated stakeholder interaction on improving the governance of natural resources and guided government of Sierra Leone through the steps in cutting wastages, tax concession review, investment contract review policy management, inter-agency coordination, policy development and implementation. I helped government reach a 17% GDP growth by 2012 an African record. August 2011 to December 2012. Staff supervised: 13.

World Bank as Senior Consultant on policy, Part-time consulting officer for law and policy in West Africa Regional Fisheries Program of 9 countries and helping Sierra Leone in policy review and formulation, negotiation and development.. This also includes drafting regional conventions and national statutes as well as providing training for institutional heads on energy policy and natural resources including fisheries, monitoring compliance etc. December 2011 to June 2916.

Government of Sierra Leone-Part time law and policy expert on energy, natural resources and law review and policy development and implementation. Statutory drafting, policy drafting and training of law enforcement, expert authorities and institutional heads. In particular, management of mineral resources, energy sources, water resources, forestry, land, fisheries and agriculture improvement and food security, investment and environmental law and policy analysis and development. 2011 to 2016. Staff supervised: 37.

Legal Officer, UN Food and Agricultural Organization(FAO), Consulting officer for law and strategic policy development and analysis as support to the government of Sierra Leone on food safety and sufficiency, food security, energy, land tenure governance and fisheries protection. Drafting of investment guidelines for government agencies and providing training. This includes training state officials as trainers and evaluating policy development and integrating international commitments to domestic law. April 2009 to June 2017.

Secretary-General and general administrator of Sierra Leone Bar Association (the umbrella organization of all Sierra Leonean attorneys 2014-2015). Head of all programs and regulation of the organization of all Sierra Leonean lawyers including providing secretarial and administrative expertise, hosting delegates, conferences and arranging official visits and leading discussions with governments, foreign bodies and regional/local organizations. Paralegal Lawyers Centre for Legal Assistance (LAWCLA). This was the first pro bono legal center in Sierra Leone and I worked as its first trained paralegal doing investigations, legal advise to clients, research, report writing, arranging counsel briefs, filing court papers and arranging trial notes. I became a trainer, Human Rights Officer and was later consulted to train other paralegals by other organizations nation-wide. March 2001-October 3004. Staff Supervised: 30.
