CONSULTING / PROFESSIONAL EXPERIENCE

Professional Educator/Consultant specializing in human resources and performance management, strategic planning, succession planning, organizational development and leadership programs. Currently, Dr. Nijmeddin is facilitating the Mandatory State Basic Supervisory programs to all State Departments. Management programs include design customization of curricula in multidisciplinary subject areas such as performance management, process improvement (Lean Processes), cross-cultural communication, conflict resolution and leadership and management programs. Lead consultant and program design and delivery for the AB 60 mandate for undocumented California Drivers. In conjunction with the city of Seattle Department of Human Resources and CPS, designed a three- and delivered a three-day program on performance management systems for internal and external stakeholders (385 participants). The Kellogg’s Logic Model was used to help managers identify organizational resources, develop appropriate activities and implement short-term, mid-term and long-term outcomes that result in long term positive impacts within the communities served by all municipalities. In addition, designed and delivered several customized trainings for multiple departments in the State of California and responded to several Requests for Proposals (RFPs).

Professional trainer/consultant/coach providing one-on-one coaching, training and consulting services for executive management and line staff with the automation of the State of California CalWORKS Welfare Information Network (CalWIN) database system. Consulting services include providing recommendations to Counties Officials on efficient business practice, policies and procedures that support regulations and technological changes in the workplace.

Directed and managed training programs for a workforce in excess of 3500 employees. Strategically designed, planned and executed a division that streamlined the processes and improved staff development utilization of resources. Coordinated and restructured all activities and development of the Staff Development and Translation Services Division serving five Fresno County departments. The Departments included: Health Services, Adult Mental Health, Child Welfare, Social Services and Personnel Administration. Redesigned training programs for all levels of job classifications at the County Human Services System. Worked diligently to achieve all stakeholders buy-in by inclusion of department heads, using Lean processes, developing policies, and maximizing resources by improving attendance from 69% before implementation of new process to 89% after implementation. Completely revamped the process of staff development in all five departments. Achieved 100% attendance for the procurement process, design and implementation of the Health Information Privacy and Portability ACT (HIPPA) training mandate.

Directed and managed the Translation Services program serving over 50 contracted vendors to ensure quality services to Limited English Proficient (LEP) consumers living in the Fresno County area with a population of over 850,000 at the time. Duties included strategic planning; budget analysis, organizational design, creating job specifications, conducting time studies, developing training needs assessments (TNAs) developing and recommending policies and operational guides, allocation of salaries and positions, and developing Board Agenda Items and Board Briefing Reports.

Directed and managed federally funded training programs and secured federal grants to assist under-employed and dislocated workers obtain employment in Fresno County. Designed, developed and supervised eight (8) federally funded employment programs through the Workforce Investment Act.

Managing-up, Challenging the Process and Moving Forward white paper for CPS – 2017.

Researched and delivered the Mandated Supervisory and Management certificated program for the California State Department of Human Resources (CalHR). CPS was awarded the contract with over $2.5 million in 2015.

Co-authored and delivered the Department of Toxic Substance Control (DTCS) Performance Management and Supervisory Program. 2013-2014.

Designed, developed and delivered the Kellogg’s Performance Management System for the City of Seattle, Washington 2011-2012.

Researched, designed and implemented an eight (8) day program for the County of Alameda Human Resources Center 2008. The Auditor Department and the Emergency Services Management Department both received funding for their projects 2009.
