My responsibilities to ensure the effective and systematic implementation of all ICMP procurement policy, travel policy within the Iraq program specific instructions. And also pro-active in providing quality administrative and logistics support for the program events and field activities.

Reporting to the Head of Mission Support, and working in close consultation with the Mission Support Manager, the main duties and responsibilities is the following:

1. Process and receive acquisition requisitions (AR), purchase orders (PO) and tenders 2. Create, check and compile offers and procurement information, tabulate offer information, technical details and prices, check completeness of bids, and verify dates and request additional details from suppliers 3. Draft POs, tenders and contracts for signature

4. Carry out market surveys for purchase of goods and services; maintain and update supplier’s list. Liaise with vendors and international organizations.

5. Maintain a procurement filing system

6. Implement the ICMP official travel policy

7. Organizes logistics, maintenance and repair for the office and accommodation premises 8. Provide logistics, supply and facility management support for the ICMP office, events and field activities 9. Replace the Finance and Administration Officer when required 10. Provide procurement and logistics advice and guidance to staff on the application of the ICMP’s procurement and contracting policies.

12. Prepare bidding documents, conduct contract negotiations to define contract terms and conditions. 13. Ensure the timely processing of acquisition requests (AR’s) and duty travel requests (DTR) and support staff in the processing of travel claims.

14. Manage Iraq facilities in Erbil, Baghdad and the field, including all offices and staff accommodations, and maintain oversight of contracts and contractors to ensure current and future office and accommodation needs and services are delivered.

Procurement Officer – Mosul, Iraq

Under the supervision of the Logistics Coordinator, I was responsible for managing NRC’s Area Office procurement team, ensuring procurement of all goods and services required by the Mosul office is carried out in compliance with NRC’s procurement policies, relevant national and international procedures, donor rules and regulations. Together with the Logistics Coordinator, we were working to improve the quality of NRC Iraq’s procurement systems, processes and procedures and ensure a systematic approach to capacity building within the field of procurement. The Responsibilities that I was doing:

1. Manage all procurement for the NRC Mosul programme being under taken through the eSourcing tool in line with programmatic requirements, whilst ensuring compliance with NRC’s procurement policies and procedures, donor rules and regulations.

2. Ensure competitive and transparent procurement processes are followed to ensure best value for money is achieved. 3. Ensure all requisitions are processed in a timely and efficient manner and all accompanying documentation is filed in an appropriate and accessible manner to ensure a clear audit trail. 4. Work with the procurement team to manage the expansion of NRC Mosul’s existing supplier portfolio and ensure professional management of suppliers and contractors at all times. 5. Improve the efficiency of NRC Mosul’s procurement services by monitoring procurement needs and trends and identifying and addressing any potential gaps;

6. Ensure NRC’s values, anti-corruption policy and ethical standards are understood and adhered to by staff and suppliers; 7. Together with the Logistics Coordinator and support the development of a comprehensive set of local procurement tools, systems and procedures for the NRC Iraq programme and ensure all relevant staff are trained in their content to ensure comprehension and compliance.

8. Manage, inspire, coach and capacity build the procurement team at the country office level and provision of technical guidance support to any other staff conducting procurement at the field level Critical Interfaces. 9. Close coordination with the Logistics Coordinator in Mosul in order to develop a comprehensive set of procurement tools, systems and procedures and ensure a systematic approach to capacity building within the field of procurement. 10. Logistics and Procurement Officer – Mosul, Hammam Al Alil, Iraq 1. Manage the day to day procurement activities including; sourcing for quotes, ensuring quality and cost analysis conforms to the requesters specifications, arranging and participate in bid committee sittings and place orders and manage contracts. 2. Ensure that all Purchase requisitions, Purchase Orders, Payment Checklists receive appropriate signed by authorized staff before forwarding to the suppliers and finance for payment. 3. Rolling out and providing guidance and training on Agresso (a web based procurement tool) for both new and existing logistics staff in line with NRC Logistics Handbook. 9. Implementing internal controls and procedures designed to ensure strict compliance with SOPs. 10. Train the designated staff members to have a functional warehouse and storage systems. 11. Logistics and procurement Officer – Tikrit, Baghdad, Iraq 1. Procurement Management ( receive the internal order Procurement Requisitions form the different departments and getting the needed quotations, prepare the competitive bidder analysis to choose the best supplier, set the order and follow up on the delivery.

2. Contract Management: Maintain the contract follow up sheet for SCI Tikrit and Baghdad offices and prepper different contracts with support from SCI Country Office.

3. Warehouse Management Follow up with the storekeeper about the stock, track goods in and out, attend the monthly physical check, make a random check about the documentation, and track the minimum stock level for some items, calculate the available storage area.

5. Fleet Management Set a plan with the programs managers, and department manager for the needed vehicles for the whole year, and rent all the needed vehicles, follow up with the fleet assistant and the drivers regarding their movements each day, and prepare all the needed trackers for the fleet managements. 6. Logistics and Distribution Officer – Tikrit, Iraq

1. Managing the fleet and prepare the Trucks to transport the RRM kits to the distribution sites. 2. Maintain the daily procurement to cover the needs of the distribution teams. 3.
