Senior Legal Analyst – Help Center Legal Affairs Branch / Office of Enforcement
Recruited to review and process a two-year backlog of health plan violations.
Key Contributions:
Developed a two-year campaign to increase health plan grievance violation referrals to the Office of Enforcement by 60-percent.
Subject matter expert of the California Knox-Keene Act (KKA) relating to health plan grievance violations.
Developed the policy and procedure to track health plan corrective action plans (CAP); and, in conjunction with the Office of Technology and Innovation, developed a CAP tracking application to provide historical data on the effectiveness of health plan CAPs. This application is currently being used to help the Department guide health plans in increasing the effectiveness of CAPs in order to minimize recurring violations.
Conducted Grievance System Violation trainings for the Help Center’s analysts, attorneys, and supervisors.
Participated in the development of the Spotlight database management system.

Coleman v Schwarzenegger, Federal Case Number 2:90-cv-00520-LKK-JFM (California Eastern District) – Prison Litigation Reform concerning inmate overcrowding in California State Prisons.
Key Contributions:
Developed digital trial and evidence binders in preparation of the transition to an electronic courtroom venue. The digital binders provided quicker sharing of evidence within the courtroom and saved trial material costs of printing and duplications, as well as minimizing rework.
