Duties and Responsibilities:

Supervise, monitor, maintain and implement HSE management system program to ensure compliance in accordance with Client’s Construction Safety standards.

Test and identify work areas potentials accident and health issues, implement appropriate control measures.

Ensure the machinery and equipment meet appropriate safety regulations, examine and test them.

Check personal protection equipment (PPE) and check that hazardous materials are stored correctly.

Development & design construction risk assessments.

Perform escape, evacuation and rescue studies to ensure that emergency preparedness is satisfactory.

Provide input to and attend project completion reviews.

Identify all survival equipment required in accordance with COMPANY specification.

Investigate the root cause HSE complaints put forward by staff members, customers, clients and contractors and report the result to the management.

Follow-up to ensure that corrective actions are implemented where necessary and ensure that any certification requirements are complied with.

Audit work being performed with “Safe Work Permit”.

Coordinate the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations.

Coordinate the preparation and presentation of field HSE meetings.

Coordinate and participate in the investigation of accident and near misses.

Review and analysis accidents and near miss incidents and make corrective action recommendations.

Coordinate and ensure regular emergency response exercises and drills are conducted.

Supervise on-site doctors and medical emergency response preparation and implementation.

Ensure that operation employees, contractors and site visitors receive HSE induction.

Supervise the regular inspection of firefighting, safety and emergency response equipment.

Responsible for preparing written weekly and monthly HSE reports, statistics and presentation s related to HSE performance.

Develop and implement field location emergency response procedures and evacuation plan.

Ensures that safety equipment and facilities are kept in best conditions. Inspection and preventive maintenance programs, setting up efficient record keeping systems of all equipment under my responsibility and recommend replacement for defective equipment.

Make sure all the work permit requirements are fulfilled at job site. Educating the workers, supervisors regarding JSA (JOB SAFETY ANALYSIS) prior to work.

Attending tool box talks to all workers of particular work before work starts.

Handling all the HSE Documents at office, DAILY reporting to HSE MANAGER of observation and rectifications.

Making presentation for daily observations rectification and mailing to concerned department.

Preparing weekly toolbox talks presentations.

Preparing weekly man-hours report accumulative.

Preparing weekly meetings reports and assisting to HSE manager.

Preparing incentive programs certificates for employees and submitting to project manager.

Signing for daily work permits prior to work after auditing the site conditions.

Preparing accident/incident investigation reports attached with root cause and implementation records.
