My career spans 40 years and involves both military and non- military employment both overseas and in the U.S. My experience in the fields of roadway and building construction and transportation safety is continuous over this time-period and is outlined below. This involved work in both administrative and on-site management roles. I maintain current certifications in many required New York City specific safety certifications and instruct in OSHA approved courses along with courses involving road way work zone safety. I have participated in hundreds of on-site safety audits and inspections of both roadways, buildings and construction sites working for and with both public and private agencies. I have written and or reviewed safety directives for both the military and for local corporations. I have also overseen and conducted multitudes of accident investigations involving both public and private agencies. In New York City I have worked with NYCDOB, FDNY, NYSDOT, NYCDOT, SCA, NYCDEP, and the MTA as outlined below. Skills

Develop plans relating to all aspects of safety work including to include Health and Safety Programs for both construction and industrial sites.

Analyze data of or safety related events to set goals to bring about increased safety work sites and work-zones and in industrial sites.

Read maps and blueprints to assist with developing work plans and procedures for construction sites and for work-zones including safe work plans and development of best practices. Current on local NYC standards and regulations and all aspects of Chapter 33 Safeguards on Demolition and Construction for buildings guidance on construction standards/requirements. Have thorough knowledge of MUTCD requirements for work-zones on and near roadways. Current on construction and industrial site safety compliance requirements. Develop/review Safe Work and Risk Assessment plans for numerous building and roadway construction projects.

Develop budget and cost information data for safety improvements and engineering and administrative controls for worksite construction management. Use Excel micro soft word etc.to compile and write reports, evaluations and safety directives. Current on OSHA standards and regulations and all aspects of 29- 1926 OSHA guidance on construction standards/requirements. Write and edit corporate safety manuals and safety plans in both the building and transportation sectors.

Develop/ implement critical path for worksite job requirements. Teach OSHA 10 and OSHA 30 hour classes.

Use transit and level to develop elevation drawings using Total Station Head and participate on safety and accident investigation committees to improve safety performance and meet established safety objectives in areas of transportation and construction safety. Develop and implement oversee and inspect standards for highway work-zones. (MPT plans). Current on MTA 1 S (New York City Transit ) safety requirements having worked on numerous MTA projects for the Small Business Mentoring Program near active tracks and facilities.

Accomplishments

Established first Maintenance Management program the Marine Corps- for non-tactical equipment at Quantico Virginia which is a comprehensive program for facilities and equipment which included frequent inspections of facilities, personnel, tools, equipment, vehicles and publications. Completed over 200 Accident Investigations for the NC Dept of Transportation while area supervisor on the outer banks.

Assisted with Forklift and Aerial Lift Development training plans for a major corporation on the East and West coast for major corporations.

Edited and improved numerous Health and Safety Plans for large corporations in the NY State regional area and for the United States Marine Corps.

Instructed hundreds of students on OSHA construction requirements and roadway work zone set up and in the construction and safety fields.

Supervised and oversaw up to 400 civilian and military personnel in the building trades and facilities maintenance areas. Areas of supervision included mechanical, electrical, plumbing, HVAC Received the Navy Achievement medal while maintenance officer at Marine Corps Air Station, Cherry Point NC for outstanding records and results.at Facilities Maintenance Dept. while acted as chief safety officer which involved inspecting all shops (metal, paint HVAC, engineer equipment, water production, sewage processing, carpenter, mechanical) for proper safety equipment, and storage of materials, tools which included over 200 buildings

November 2014 to Present :Total Safety Consulting Supervisor Senior Safety Consultant

Bayonne, NJ /New York City

Safety representative for surface and rail transportation, and infrastructure projects including bridges and roadways for largest safety company in New York City. Conduct on-site audits of major buildings and structures in the New York City area ensuring that all OSHA, FDNY and NYC Department of Buildings, and environmental regulations are complied with. Participate with client briefings/meetings to access safety posture and improvements at sites.

Assist with drafting/amending risk assessments and health & safety program SOPs and providing onsite coverage at numerous projects in the New York City metropolitan area. Worked as senior safety consultant to drilling operations adjacent to the LIRR railroad tracks at Hudson Yards in NYC which is the costliest private project in U.S. history. Also provided safety oversight at Manhattan West a current top ten cost project in the city involving the erection of several buildings in excess of 65 stories involving over 1000 workers.

Inspected over 100 active construction sites in New York City which involved scaffold inspection and checking construction activities for safety compliance with local and OSHA codes. Served as supervisor of personnel assigned to the MTA small business mentoring program. This is an MTA activity overseeing the construction and renovation of MTA projects includes reviewing MPT (traffic control) plans, work plans, noise mitigation plans and all safety aspects of the project to include track safety. NC DEPT OF TRANSPORTATION AREA TRANSPORTATION SUPERVISOR/ ENGINEER (Eastern Coastal N.C.) Newport, N.C.

Responsible for the upkeep of all road repairs and road construction activities for over 1200 shoulder miles of roadways which included maintenance and repair to all state-owned bridges spanning the inter-coastal waterway and Core Sound area of coastal N.C. Oversaw up to 40 men and 60 pieces of engineer equipment daily. Supervised emergency snow removal operations for 600 miles of state-maintained roads and highways. Acted as key representative for the clearing of road right of ways after the numerous tornadoes and hurricanes that have hit the coastal Carolina area. Have worked closely with FEMA and other federal officials on properly documenting these catastrophic events and complied with local environmental concerns in the coastal region of Eastern N.C.

Served as second officer in charge of operations facilities, responsible for the upkeep of over 400 buildings and 5000 acres of grounds. Accompanied fire inspectors on fire inspections of all buildings and grounds. control, load testing and disposal of hazardous material.
