Experience – Federal Acquisition Officer, Department of the Air Force (DOD), 1989 to present:

I am a 30-year veteran of Federal Acquisition System processes. I currently am the Government Project Manager for a portfolio amounting to several million dollars’ worth of state-of-the-art Research and Development (R&D) programs that enhance the capabilities of the Nation’s foremost remote sensing system. I exercise judgement and handle all issues in a manner that has resulted in consistent on-budget and on-time delivery of functionality that maximizes the taxpayers’ investment. I have been given an enormous amount of trust to work on some of the most highly classified system in the US inventory, and have delivered capabilities that will greatly enhance the war-fighter’s ability to detect and react. My focus on results have also maximized the contractors’ efforts to get the most for the costs estimated. My creative and strategic thinking has prevented cost overruns, unnecessary extensions of schedule, and cost charges resulting from improper management of contractors’ efforts. This R&D effort is very similar to Grant Management in that I reviewed several proposals, compared them to the required standards, and evaluated them in accordance to the greatest potential value they would provide. I do more than write grants, I have been effectively evaluating grants. I evaluated proposals and determined which ones presented the greatest value.

Experience – Officer, California State Guard (formerly State Military Reserves); 2015-2017

I was the Deputy Commander for the Southern Regional Command of the California History Center. In addition, I also served as the Chief of Staff (CoS). As CoS, I was a second-level supervisor for several staffs including Administration, Operations & Training, Logistics, and the Public Affairs Office, for an Army Battalion-level (Air Force Group-equivalent) unit. As a result of my exceptional service, I was competitively selected to be the Deputy Commander and CoS for the History Command. As CoS, I was in charge of several staffs including Administration, Operations & Training, Logistics, and the Public Affairs Office, for an Army Brigade-level (Air Force Wing-equivalent) unit. I selected personnel to hire and for promotion, as well as implemented a progressive discipline process. During this term I was promoted to the grade of full Colonel (O6) for the State of California. I earned MEMS qualification during this term. MEMS qualification applies directly to disaster response activities, including Disaster Preparedness and Emergency Communication.

Experience – Officer, United States Air Force; 1979-1992 (Active) 1992-2007 (Reserve)

I served in a wide variety of positions, including supervisory, lead, and senior-most ranking member. As a supervisor, I was in charge of a team that supported a broad array of projects that involved the development of the US strategic warfighting and war-deterrence capability, a capability that successfully defended and deterred a very significant amount of aggression against the Homeland, and leading to US victory in the Cold War. My supervisory experience included both first and second level supervision. I worked with personnel to empower and enable a result-driven orientation using expert communication and interpersonal skills. My experience includes contributions in a Branch office that was given a Diversity Award for exceptional inclusion and cultural diversity among branch members. As the senior-most ranking member, I was accorded supervisory status in my role as manager of Air Force Reservists. Total supervisory experience; 11 years.

Salary history is per US Federal Government Civilian Employee General Schedule (GS) Pay Chart: GS XIII, Step 1 (2001) and currently Step 10. (Incl. Locality Pay for the Los Angeles area). The GS Pay Chart is public information.
