Since 1982, when I first entered the construction industry in a part time holiday job capacity at Concor Construction, I have gained much experience in most fields in construction. Over the years I have been involved in construction projects varying from residential, industrial, commercial, mining and civil engineering projects. Below, I have documented my relevant experiences and skills that I believe I have, under the relevant headings, as follows :

1. Estimating of project costs

I have prepared civil engineering and building cost estimate proposals that have varied from pre-design stage to post design stage.

At pre-design stage, I have completely measured quantities for the purpose of determining a lump sum price for turnkey design and construct proposals. This required the quantity surveying skills to quantify the scope of work required and the construction cost estimating skills to finally estimate the final project costs. The basis of such proposals varied in terms of information available. In some instances, only sketch plans with concept designs were available, in other instances detailed drawings were available. At a guess, over the past years, I have probably completed 100 such proposals varying in value from a few million rand to over R 150 million.

At post design stage, where a defined scope of work was given to me in the form of a bill of quantities, I have applied all the construction cost estimating skills that I have. Over the past years, I have completed over 1500 such proposals varying in value from a few million rand to over R 500 million. For cost estimating, I make use of CCS CANDY software using a library of resource costs that I have built up, together with the associated construction production rates. My methodology to estimating, generates the current resource data required to estimate the current project cost. An added advantage to my approach is that if tendered proposals fall outside of client cost estimates, with the cost information that I have generated for myself in preparing the estimate, I am able to stand my ground on any negotiation. 2. Feasibility Studies

Over the years, I have prepared various financial feasibility studies in different industries. I have prepared financial feasibility studies for various property development projects, brewery projects, abattoir projects, and smelter projects, in South Africa and other parts of Africa including Ivory Coast, Uganda, Mozambique and Namibia. The financial feasibility studies that I have been involved in, have all been done on the basis that I was given input data from experts in their respective fields. For example, in the brewery feasibilities I had an expert brewer that provided the information relating to the resource requirements to produce the product together with the sales price that the product could be sold for in the market. The same applies for the abattoir feasibilities, where I had a meat producer. For the smelter feasibilities, I had a refinery expert that assisted, and for the property development feasibilities I had a property marketing expert that provided the potential sales in number of units and price.

To complete the feasibilities referred to above, I have used a master spreadsheet model that I formulated. The ultimate presentation of the feasibility of each project was in the form of forecast income statement, forecast balance sheet, forecast bank balance and forecast loan draw down and repayment schedule. Internal rate of returns and net present values were then determined using applicable figures from the forecasted figures. 3. Funding applications

Further to the preparation of the feasibility studies, on some of the projects, I contributed to preparing the documentation for funding applications to ABSA, the IDC and the Namibian pension fund. 4. Preparing of project budgets

For the projects that proceeded to the construction stage, I routinely prepared the project budgets using the cost estimating data that I had previously formulated using CCS CANDY software. 5. Project Management and Construction Programming Over the years, I have experienced and been subjected to many varying project management styles of various project managers. Over time, I have incorporated, the best of each of the varying styles, into a project management style of my own.

The basis of my own project management style is the construction program. I make use of my own master programming template that I have formulated. The construction program that I use, brings together into each construction activity, the related information pertaining to the design team members, the quantity surveyor and the contractor. In effect then, because all the information from all parties, relating to each activity is readily available on the construction program, the party responsible for any delays on an activity can be easily identified and then consequently held accountable.

My approach is to have a transparent construction program document available to all parties concerned. Further, my approach is that of a “participating with the contractor” approach, to the development and updating of the construction program. I run the same construction program independently of the contractor and therefore any changes to the logic and integrity of the program is understood and clarified between myself and the contractor as and when the changes are made. The benefits are three fold, one being that each party has a document that conveys what his commitments are, secondly each party knows that their non performance will be recognised, and thirdly as I am proactively looking into and formulating the program together with the Contractor on an ongoing regular basis, I will not be subjected to incorrect or inflated claims from the contractor. This has a positive effect on the project especially in the sense that all parties know that they are been monitored with an assessment at regular intervals. Monitoring and assessment of performance usually encourages a proactive approach to future commitments from all parties

One of the major causes of delays by contractors is under resourcing of construction activities. As the Quantity Surveying aspects of each activity are incorporated in the construction program, the resource requirements for the contractor to achieve the construction program deadlines, are easily defined. Because in my approach, I am party to the complete detail in the program, if the contractor is not resourcing the project correctly this information is made evident to me and the necessary actions can be agreed with the contractor. Further the information that the Quantity Surveyor generates with his monthly progress certifications, can be used to update the program and the information recorded whilst updating the program, can be used to verify the quantity surveying aspects. A system of checks and balances is therefore created with minimal effort. 6. Evaluation of tender proposals

A significant aspect of my past work involved adjudication of tender proposals for differing scopes of work. 7. Construction Management

Construction management incorporates aspects of Safety, Quality, Time and Cost. My past management style has been to prioritize and enforce performance in accordance with the given sequence. Construction sites are notoriously dangerous areas and, unfortunately over the years, the accident rates on construction sites has deteriorated to the extent that laws have been changed to make the owner of property developments ultimately responsible. Part of my routine has been to include site inspections with the view of identifying and advising the site managers of any unsafe activities on site. I have the necessary experience and knowledge to immediately identify dangerous practices that are often prevalent on construction sites. Part of my routine has always included site inspections with the view of identifying and advising the site personnel of any Quality issues on site. I have the necessary experience and knowledge to immediately identify activities that are been executed to irregular quality standards. In my earlier days, I was tasked to prepare snag lists and to get the work relating to “snag” lists completed.

With respect to time issues on projects, the principals discussed under project management apply for me. The source of cost overruns starts with procurement. Accordingly, I implement a system of first checking the

“allowed cost” before a resource is procured. This approach is instrumental in getting the project complete within budget.

8. Technical Expertise

My career in construction started on a construction site where I worked with the labour and artisans that did the physical work. I evolved from the most entry level construction position to a most senior position in a construction company. I have experienced most aspects of construction during the many past years of working. I have the knowledge and skills to lay bricks, plaster a wall, place concrete, design formwork, erect formwork, hang a door, complete joinery work, install piping, and apply specialist paints and coatings. I have the technical knowledge with respect to the materials that are available for the various trades and I have technical knowledge with regards to construction equipment, scaffolding and formwork. I have the knowledge to teach tradesman to do their work and accordingly, I can see a tradesman that is not executing his work correctly and accordingly, I am able to advise all concerned to take the necessary actions in order to prevent errors and issues in the future. 9. Resourcing

The key to the preparation of cost estimates for construction projects, is to have the ability to identify the resources that are required to put together a construction project. Knowing what the resource requirements are, not only gives the most accurate method of cost estimating, but it also provides the information necessary for procurement and managing the construction activities during the construction phase. I would use the experience I have in this respect to proactively work with the contractor to ensure that construction activities are not under resourced.

10. Accounting skills to compare Budgets vs Actual costs In the past I have implemented a customised costing system, based on Microsoft Access, for all past projects. The system facilitates the alignment of the budgeted costs with actual costs. The costing system allocates costs on a cost coding and activity level. This facilitates the comparison of historical costs and budget at a secondary level as a first level comparison check at procurement level was done which theoretically should prevent expenditure in excess of budget that would only become apparent at this secondary level. 11. Contractual and legal

Over the years I attended to all dispute matters and contractual claims of my employers. I was responsible for the preparation of all contractual claims and where legal assistance was required, I undertook all the briefings and consultations with lawyers and advocates.

I have experience with JBCC, GCC and Fidic forms of contract. I have further had experience in preparing contract documents and bills of quantities for major mining and water infrastructure projects in South Africa and Lesotho. Over the years, through contacts that have been made as a consequence of my experiences and sharing of information with fellow colleagues, I have also been consulted by other contractors for advice on how to deal with their contractual issues.

12. Knowing the construction industry and relevant key players I have only ever worked in the construction industry and accordingly have knowledge of the role players in the industry. I keep up to date with construction news and familiarise myself with the construction projects in process.

13. IT systems

I have been instrumental in developing an SQL database management system for my previous employer. The software is a user- customizable application that also allows users to create their own software modules on the fly. The software is unique in that it allows its users to build additional functionality within the software completely, without programmer intervention. Modules can be added to the system which supports hierarchical data structures, with customizable fields for each module created. The system is an effective Interactive Database Data Management System that has been designed to allow setups to suit user requirements. The system facilitates the recording and interrogating of all data that a company produces from all departments within a company.

I have detailed knowledge in Excel, Microsoft Projects and CCS Candy construction software. 14. Training of staff

To have undertaken such a wide variance of responsibilities and aspects of construction, in integral part of my experience, was the constant training and mentoring of staff by myself in order to get the work done. 15. Delegation skills

A priority that I have had to deal with most of the time in construction has been “to get the product out the door”. The way this has been achievable for me is through delegation of responsibilities to fellow staff members and to appoint external subcontractors and expert consultants. 16. Negotiating skills
