30+ years of experience in Industrial, Oil and Gas, Commercial and Petrochem industry with periods abroad and at home both onshore and offshore.

SPIE.MGT Biofuel Power Station

June 2020 – January 2021

Supervision to construction teams on the world’s biggest bio fuel power station.

Installation and testing of associated systems on station boiler and turbines.

Primary routes and secondary routes installation as per clients requirements.

Cable installation, glanding and termination to cables and as built work on most system due to poor quality design.

Costain Peterborough - Gas compression station (National Grid)

Total new build for National Grid alongside existing compression system using Costain permits in our dedicated CDM (Construction Design Management) area but following National Grid set standards in live plant.

Daily report writing to clients regarding the daily activity on site and future activities.

Adhering to SCO91 National Grid Competency to accept National Grid Permits.

Working alongside live buried assets and gas pipelines, this was my sole responsibility as a permit coordinator to liaise with National Grid.

I was involved with liaison with National Grid for daily SIMOPS due to variable work fronts. This involved civil work, mechanical pipework removal and installation tying back into existing system to maintain normal gas supplies when required.

Isolation was controlled by myself from the permit office on daily basis.

There were two shutdowns to allow most work with work front leading to nearly 500 permits a month issued on daily cycle to be controlled.

August 2017 – January 2018

Daewoo E & C - Safi Independent Power Station – Morocco.

Overseeing the commissioning of a new build coal power station with FGD and CCGT .

Role involved close liaison with client and ensuring safety systems were followed by commissioning and construction parties.

Reviewing RAMS etc on daily basis to allow commissioning activities to be carried out – this involved daily lisaon with Korean and European management.

Permit controller and coordinator on a 54 turbine wind farm, offshore in northern Germany waters.

Permit SIMOPS was controlled by myself and overview of permit system was achieved by use of Offshore manager permit system and an all-electronic e mail system to all work parties and vessels.

Activities included turbine construction, commissioning and energisation.

I started on the project from civil conception to final commissioning and handover to client SABIC.

Issue of all construction permits on LNG terminal with LNG tank of 77.000 cubic meters being constructed.

Review was carried out on all MS/RA before permit issue and SIMOPS operation was also carried out daily by me to supervise all construction work at tank build to tank roof installation.

The permit system covered all aspects of work to commissioning and radiography etc- this included LOTTO on all systems(ELEC/MECH/INST) and issue of isolation certificates to allow a safe system of work.

I trained and controlled all aspects of the permits to the contractors we as principal contractor brought onto the project. I conducted in advance around 1500 inductions and issue of site passes etc. to allow them access to site.

The area was under CDM given to Whessoe/Samsung in a live COMAH site and this involved liaison with SABIC permit system that ran parallel with our system. Close interaction was required under trying conditions from the client at all time. We gained 2 million man hours+ no LTI on the project.

The project was on a daily work scope of 6,000 men a day with a permit system to allow this to happen. I was employed to review permits at daily coordination meetings with Total (client) and issue permits that have been accepted .

Constant auditing was required, and we liaised with HSE on a regular daily basis.

Barzan LNG offshore

Permit to work co-ordinator offshore on the Barzan project, from construction through commissioning to final LNG production from three LNG production plarforms in Persian gulf .Daily issuing of 80 To 100 permits a day covering all trades and activitys.Daily permit meeting chaired to the client and sub-contractors representatives. The permit system was HHI(Hyundai Heavy Industry) and Rasgas(client).

Control of daily LOTO (lock out, tag out) system and recording all events on the system and written log of isolations also maintained. We also needed to review all method statements and risk assessments on a daily basis due to the work scope changing on the project.

Teesside Wind Farm

Permit issuer to the offshore wind farm located off the north east coast. I was involved in the conception and adaption of the Van Ord permit system to suit the project requirements. Duties involved reviewing method statements and control of the offshore activities using the permit system which was issued on a daily basis. I also controlled isolations to the wind farm by a lockout system which was required to assist the SAP commissioning activities for the client [EDF].I also ensured all aspects of SIMOPS was maintained with all contractors on the project.

Cable laying vessels

HSE advisor for Global Marine on Thornton Bank wind farm, Belgium, situated 25km of the coast. Clients HSE Advisor reporting directly to OIM on a daily basis. Daily marine reports and weekly reports/stats collated to aid safety information for Global safety. The role involved daily supervision of foreign crew, to maintain high levels off safety awareness to them.

Fluor- Greater Gabbard Wind Farm Project, Harwich.

The role was based onshore with regular offshore visits to the 140 wind turbines to ensure the work permits & RAMS were being adhered to by all work parties. After ensuring MS/RA were acceptable we issued the permits on a daily basis to vessels and work parties carrying out surveys, subsea cable installation/trenching, ROV activities, commissioning and maintenance.

The permits were issued electronically to the vessels and offshore personnel from the Harwich permit office. I was also involved in HSE activities which involve method statement and risk assessment reviews and task specific meetings with clients to also allow them to work on the project.

My work also involved ensuring the contract standards & safety policies are in line with best engineering practices covering vessel operations, monopole/wind turbine construction, HV/LV electrical cable & equipment installs. As the project came to a finish I assisted the Commissioning department with H&S approvals, procurement & maintenance documentation.

May 09 – May 11 – West Burton CCGT Project, West Burton Power Station.

Permit Issuer to CCGT project dealing with the clients permit office and general oversight of project in construction through the permit office including daily tracking and issuing of permits and setting up system to EDF standards. I also acted as HSE advisor and my role was to also review method statement risk assessments to allow activities to start or stop if they weren’t written to what we required.

Permit to Work Co-ordinator/Isolation Authority –

Aberthaw FGD Project, Wales.

Duties included: Attending daily Permit meeting with Project Managers and Senior Commissioning Personnel. Processing up to 500 Permit to Work requests every month for electrical mechanical and civil disciplines. Determine and Effecting Electrical, Mechanical and Process Isolations Writing And issuing computer generated live and isolated work permits. Upkeep of records and Isolation systems. Monitoring and updating live equipment registers. Reviewing method statements and risk assessments as part of the SHE team on the project. Liaising with clients Safety Dept regarding safe systems of work and risk assessments. After units were in operation the role also involved cross boundary isolations from the client to enable work to continue in shut down type condition

Mar 09 – May 09 Permit to Work Co-ordinator/Isolation Authority. Duties included; working on Dragon permit system alongside Dragon Operations Team, the permit system generated over 300 permits a day on the LNG project. The permits covered all activities within the building/ commissioning activities at the terminal.

Attending daily permit to work meetings and confined space co ordination meetings.

Jan 06 – Sep 07 Permit to Work Co-ordinator/Electrical Superintendent – Buncefield Oil Depot, Hemel Hempstead. Duties included, following a major explosion, supervised and issued permits to assist and make safe the terminal, supervising and assisting HSE and Environmental Agencies investigators to find the cause of the explosion. This included study of method statements, method statements and risk assessments before all tasks could be under taken in a very demanding environment.

Jan 04 – Feb 06 Permit to Work Co-ordinator/Electrical Superintendent. Buncefield Oil Depot,Hemel Hempstead. Duties included controlling the de-commissioning of a chlorine plant by issue of permits and supervising electrical and Instrument personnel. The second stage was the construction of new plant within the old integrated systems. Liaised with client and supervised the installation and commissioning of the plant and controlled it using the clients permit system, this generated some 30 permits a day. Within the plant attended daily permit liaison meetings and safety meetings.

Mar 03 – Jan 04 Permit to Work Co-ordinator/Electrical Superintendent – Klea Plant Ineous Fluor Runcorn. Duties included; supervising electrical personnel on the installation of electrical power and instrumentation within the confines of a new tunnel under the Thames, installed to the specifications laid out by the National Grid: HV competent for project and permit issuer to the client

Aug 01 – Feb 03 Electrical Superintendent – Littlebrook to Thurrock HV Tunnel, National Grid. Duties included being employed in installation of E/I systems supervising electrical personnel on the construction/installation of all primary, secondary routes for cables and instrument cables. Task included working from CAD cam model and raising technical queries and working to site instruction as laid down by the client. The construction was then followed by commissioning and inspection phases.

Jun 00 – Jul 01 Electrical Superintendent – Novartis, Pharmaceutical Grimsby. Duties included being employed on various drilling vessels in Transocean, safe fleet carrying out maintenance support to the vessels marine electrical systems including generation, lighting and power.
