Mr. Frasca has over 35 years of construction management experience. Mr. Frasca is a proven leader and has served as a Director of Construction, Project Manager, Quality Control Manager, Site Safety and Health Officer (SSHO) and Project Superintendent for U.S. Navy, U.S. Army Corps of Engineers, U.S. Air Force, U.S. Department of Veterans Affairs, Department of Labor, California State University, and various local, state and private clients. He has been responsible for the supervision of dozens of design-build and construction projects simultaneously ranging in value from $90,000 to $20 million. He has extensive experience with Design/Build ground up administrative / institutional buildings; small and large scale building additions, remodels and renovations hotels; retail stores and restaurants. He oversees personnel and equipment and is responsible for estimating, scheduling the work, coordination of subcontractors, problem solving, and material procurement. He ensures compliance with the safety and quality management and assurance of task orders/projects. Mr. Frasca is a trained experienced professional and his past duties have included Site Safety Management and Safety Manual development. He has an intimate knowledge of EM-385-1-1 and enforces all the rules and regulations contained therein. He attends project meetings, helps to resolve potential delays, reviews all submittals and facilitates contract completion and closeouts. He assists with the evaluation and monitoring of the Quality Control Program to prevent design deficiencies and track design conditions throughout design and construction. A small sampling of the recent and relevant projects Mr. Frasca has successfully managed includes, but is not limited to:

USDA Forest Service Kern River Ranger District Engine Station Relocation, Lake Isabella, CA, US Army Corps of Engineers $7.8M Mr. Frasca was the General Superintendent for this project which includes constructing a fire station which contains administration and engine support. The administrative side includes a day room, cubicle space for station captain and lieutenants, single use restrooms with showers, kitchenette, and storage. A training space is also included in this area but is otherwise separated from the other spaces. The engine support space includes a two bay garage for storage of engines, PPE, gear and tools. A weight room and separate storage room are located off the engine bays. Two single-use restrooms are also being provided for use by visiting firefighters during incident response missions. (2-27 to current)

USDA Forest Service Administration and Warehouse Buildings, Kernville, CA, US Army Corps of Engineers, $8.6M Mr. Frasca was the General Superintendent for this 9785 SF administration building. The administration building will consist of a single story wood framed building with a standing seam metal roof. The administrative building contains employee and visitor restrooms, a lobby, map/copy rooms, a break room, electrical and mechanical system rooms, various large open space employee working areas and numerous offices. The administration building will also have a public meeting room, additional offices and open space employee work areas. (2-17 to current) Joint Regional Deployment Center, March ARB, CA, US Army Corps of Engineers $17.8M Mr. Frasca was the PM/ Buyout for this project which included demolishing the existing 6,400 SF passenger terminal and constructing a new two story, 48,220 SF Joint Regional Deployment Processing Center

(JRDPC) for military deployment personnel and equipment processing, passenger services, classified briefing rooms, food services and office areas. Site improvements include utility extensions, airfield equipment paving, parking lots, security walls, anti-terrorism/force protection measures, walkways and landscaping. (10-15 to 3-16)

U.S. Navy Renovate Building 522 at Naval Weapons Station Seal Beach, Detachment Norco, Norco, CA

$3.2M Mr. Frasca was the PM/Super for this project which restored and modified the existing deteriorated and abandoned building 522 at the Naval Weapons Station. The facility is to be used to house administrative support staff, labs, storage, and training. Project scope includes miscellaneous renovation, remodeling, and upgrade of the existing facilities. (2-16 to 1-17) FMS Renovations at Buildings 1018 & 1019, Luke AFB, AZ US Air Force $1.5M Mr. Frasca was the Superintendent for this project involving the renovation of buildings at Luke AFB. One building will be used for support equipment maintenance and the other will be used as a fuel barn facility for F-35 maintenance for Foreign Military Sales. Scope of work includes but limited to: new ceiling tiles, insulation and lighting, new floor finishes, painting, door hardware repair/replacement, intrusion system, testing, repairs and recertification of existing equipment, including HVAC, compressor and fire sprinklers. April 2015 to Present

FMS Renovations at Buildings 1022, Luke AFB, AZ US Air Force $1.6M Mr. Frasca is the Superintendent for the renovation of Building 1022 at Luke AFB. Scope of work includes but limited to: installing new restroom and shower for Radar Maintenance; sealing two doors to isolate the base Radar Maintenance shop from the Sales Aircraft Maintenance Unit (AMU); demolishing the existing administrative and support space in the hangar bay and on the second floor and constructing a replacement space; updating the administration areas, including paint, new ceiling tiles, new floor finishes and lighting to update the facility; and providing basic intrusion detection protection for the hangar portion of the building. May 2015 to Present

Seismic Upgrades at Buildings 2, 3, 4, and the Rehabilitation of the Existing HVAC system in Building 4, LA Job Corps Center, CA - $5M Mr. Frasca was the Project Manager/Superintendent for this phased seismic upgrade project for the Department of Labor. (July 2014 to May 2015) 1237S MVWRF and TVWRF Maintenance Buildings Project, CA, Eastern Municipal Water District

$3.1M Mr. Frasca was the Project Manager/Superintendent for this project involving the design and construction of two identical 6,400 (80’x80’) sf Maintenance Buildings that were approximately 25 miles apart from one another. We insulated this facility using 6” Bat Insulation. Each building contained a 5 ton rolling bridge crane that spanned the entire maintenance bay that was about 3,200sf( 80’x40’). The remaining 3,200 sf was built up as an office space containing an open office area, break room, bathrooms with showers, a lube storage area, electrical/mechanical rooms, enclosed storage area, and a second story mezzanine. (April 2014 – July 2014)

Explosive Handling Wharf Security Force Facility, Strategic Weapons Facility Pacific, Naval Base Kitsap Bangor, Silverdale, WA - $10.6M. Mr. Frasca was the Superintendent for this project to house the security force at the Bangor waterfront. This new 14,525 square feet facility includes reinforced concrete walls and roof provides armory and berthing for the security response team. The project includes secure fire protection, and heating, ventilation and air conditioning (HVAC) with special provisions against unfriendly attack. (March 2014 – June 2014) Design-Build Renovations to Island Club Pool Facility at NASNI Naval Base Coronado, CA - $1.1M. Mr. Frasca was the Superintendent/SSHO for this project which involves demolition, renovation and modernization at buildings and facilities surrounding existing Island Club Swimming Pool, which include Building-579, Building-578, Building-523, existing sheds, existing gates, existing trellises, existing children pool, existing fire place, existing fencing and existing utilities. (Nov. 2012 – Mar. 2014) Design-Build Install Security Surveillance System, Retrofit Fire Alarm System and GLAHS Accessibility Correction Phase 3, VA Los Angeles Healthcare System - $2.4M. Mr. Frasca is the Project Superintendent/SSHO for this three (3) phase Design-Build project to bring up to compliance the security surveillance systems, fire alarm systems and accessibility to various buildings throughout the VA Los Angeles Healthcare System. The project included the installation of infectious barriers and air monitoring. (Nov. 2011 – Nov. 2012)

Design-Build Retrofit Boiler Plant, VA Los Angeles Healthcare System - $2.3M. Mr. is the Project Superintendent/SSHO for this project to retrofit the boiler systems within B295 & B202 and upgrade them to be SCAQMD Rule 1146 compliant. The project included the installation of infectious barriers and air monitoring. (Sept. 2011 – Sept. 2012)

Building Repairs at Cambria High Site, Cambria, CA - $75K. – Mr. Frasca was the Project Manager/Superintendent for this project to perform cleaning, painting, setting the floor VCT Tiles. Work also required building a wall closing off the back of the facility both rough and finish carpentry, removing all old roofing material, wood and tar and prepared the roof for new roofing material. (Feb. 2012 – May 2012)

Dominguez Pumping Station, Los Angeles, CA - $1.8M. Mr. Frasca was the Project Superintendent for this project which included multiple pumps, a dedicated Hypochlorite injection system for water quality, masonry building structure, surge system, and electrical controls and instruments. (Nov. 2010 – Jun. 2011)

Renovate Bead Blast Building 468, Phase II New Enclosure, Naval Air Station North Island, CA - $675K. Mr. Frasca was the Project Manager/Superintendent for the design and installation of a Plastic Media Blast Booth and its new 4,800 SF enclosure. The intent of this project was to construct a New Lean-To- Style Enclosure adjacent to Bldg 468 Bay 12 and Relocate Walk in Blast Booth & Blast-It-All Booth from B-468 Bay 12 to inside proposed structure. This facility is a steel structure facility with paint color and style that matches the existing and adjacent facilities. Additional work included the installation of 83 Linear feet of chain link fence and 2 each 10' gates and one 10' Sliding gate; fire station and fire alarm system, an eye wash station, emergency exit lighting, fire rated doors with panic hardware, a roof gutter system with drainage and various other appurtenances. (July 2010 – Jan. 2011) Alterations to Buildings 01058 at China Lake, CA $409K. Mr. Frasca was the Project Manager/Superintendent for the design and construction of alterations of existing laboratory spaces in Bldg 01058; rooms 1, 2, 3, and 8. Design included positive pressure class 1,000 clean rooms with supporting utilities in rooms 1, 2, and 8, and to extend utilities and replace lab equipment in room 3. Items provided included the designing and constructing the chilled water distribution piping to clean rooms in rooms 1, 2, and 8; Replacing existing double doors; a government furnished chiller and installing on a new concrete slab; air compressor; and designing and installing electrical power distribution systems. (Jul. 2009 – Dec. 2010)

Design-Build Repairs to Buildings 2474 & 2475 at China Lake, CA $680K. Mr. Frasca was the Project Superintendent/SSHO for this project which required the modification of two (2) existing buildings into classified, secured spaces. Work included the demolition, design and construction of secure interior spaces with doors and walls to adhere to the strict JAFAN 6/9 criteria. The walls and door assemblies provided an acoustical security of sound group 3- STC 55 rating. Each space had an access control and intrusion detection systems. The buildings required surveillance cameras and fire alarms connected to main base fire life safety systems. The finishes consisted of raised access flooring, paint, and carpet.

Design-Build Construct Weapons Systems Control Facility, West Armitage Airfield at China Lake, CA

$633K. Mr. Frasca was the Project Manager/Superintendent for the design and construction of weapons system control facility on the east side of the UAV Airstrip at the west airfield to house test control vans. Items provided included a structural slab on grade; a sunshade structure and lighting system; underground electrical supply; installation of Government furnished equipment receptacle; gravel access road; and a double-seat waterless composting toilet. (Sept. 2009 – Aug. 2010) Install Composting Toilets, EOD DARWN at China Lake, CA $199K. Mr. Frasca was the Project Manager/Superintendent for the installation of one complete waterless single-stall composting toilet with an integrated building structure system and two complete waterless double-stall composting toilets with an integrated building structure system in the Forward Operating Base. (Apr. 2009 – May 2010)

Replace Exhaust Fans, Wing 6, Bldg 00005 at China Lake, CA $91K. Mr. Frasca was the Project Superintendent/SSHO for the design and installation of new exhaust fans to replace existing equipment. Replacements were made to exhaust fan’s motors, motor starters, electrical disconnect switches, and flex connector in the design. All building penetrations were weatherproofed and matched to the existing, and all exterior duct connections were sealed to provide a water tight connection. (May 2009 – Feb. 2010)

Design-Build Repairs to Building 00464 & 00466, NAWS, China Lake, CA $1.2M. Mr. Frasca was the Project Superintendent/SSHO for the renovation/upgrade of two (2) existing abandoned buildings and provided design and construction in order to restore them into fully-functional administrative buildings. The newly renovated single-story facilities included classrooms, training facilities, conference areas, reception areas, restrooms, administrative offices and break rooms. The scope of work required the renovation and reconfiguration of the buildings’ exteriors, interiors, removal and installation of new underground piping, and adjacent site work. (Sept. 2008 – May 2009) Construct Antenna Tower ML Compound at China Lake, CA $404K. Mr. Frasca was the Project Superintendent/SSHO for the design and construction of an approximately 61 feet of galvanized steel frame antenna tower with 10 feet by 20 feet rectangular working platform and stairway access from ground level to the platform. Work included the demolition, cutout and replacement of the existing concrete slab for new tower footings/foundation and the electrical grounding system. (Nov. 2008 – Feb. 2009)

Repair Restrooms at Building 30994, NAWS, China Lake, CA $200K. Mr. Frasca was the Project Superintendent/SSHO for repairing the Women’s restroom, Men’s restroom, and Men’s shower room in Building 3099 at the Naval Air Weapons Station at China Lake. The project included both design and construction. The project made the repaired facilities ADA compliant and reconfigured and remodeled all existing finishes to new remodeled layout. The scope of work required new underground plumbing for new fixture layout which was connected to the existing waste line. Also provided were new finishes, ceramic tile flooring and walls, painted gypsum board walls above the ceramic tile, phenolic toilet partitions, and suspended acoustical ceiling. All light fixtures were replaced. (July 2008 – October 2008) Wilson Creek Winery, Temecula, CA, $7M. Mr. Frasca was the Project Manager for the 24,000 SF facility including a new banquet hall, wine-making facility and commercial office buildings. (Sept. 2007 – June 2008)

Design-Build Center for Children & Families, California State University, San Marcos, CA, $6M. Mr. Frasca was the Project Manager for the design-build state-of-the-art instructional pre-school and day care facility. The facility included 12 classrooms and a maximum occupancy of 152 children, a commercial kitchen, large yards and outdoor playground areas. (Mar. 2006 – Jun. 2007) Various Custom Built Homes, various locations throughout CA, $1.2M - $2.6M. Mr. Frasca was the Project Manager responsible for design and construction oversight for large-scale custom-built luxury homes, including large playrooms, kitchen/dining areas, bedrooms, bathroom, large yards with outdoor playing areas.
