Responsibility for the Trust Department ($400mm) in assets under investment. This including Operations, Administration, and Investments. Included was new business development. In 1991 I was given an additional Department, that handled failed and failing Commercial Loans. The Departments had 43 employees combined, both full and part-time. In 1992 Bank of New England was bought by Bank of America.through FDIC President
Concord Savings Bank - Ellicott City, MD
November 1987 to October 1988 I
established a Federal Savings Bank to consolidate the remnants of two (2) Savings and Loans that had failed. The State of MD asked me with investors to "pick up" the customers and all assets and liabilities. All, save for one, State Chartered Savings and Loans failed. Concord FSB was borne and served all of the S&Ls' customers. I obtained the Federal Charter and FDIC Insurance for all deposits in the new FSB. I negotiated a contract to sell mortgages to a large Bank to allow my new Bank increase income without risk. I had (2) processors but I approved each Mortgage Loan. The buying Bank, had the contractual ability "put" it back to my Bank if the terms or underwriting was subpar. No puts.
I resigned due to a death in my immediate family.
Prior to my opening Concord I managed two (2) failed Savings and Loans and investigated the failure, under FSLIC and Maryland authority.

Provident Savings Bank - Baltimore, MD
November 1983 to October 1987
Responsibilities included, lending, all staff departments i.e. Personal Department incl. benefits, changing a Defined Pension to a Defined Contribution Plan, saving $800,000 annually. This was at the time the ERISA became law. Also created Provident Leasing to increase cash-in-hand, as Provident was a Mutual Savings Bank.
Also I lobbied the Senate Banking Committee (Jake Garn and Bill Bradley) to allow a Mutual Holding Company to exist acting as an umbrella for other Mutual Savings Banks. Sr. V.P. Human Resources

In 1978 I was appointed Director of Human Resourses. 1. Employment 2. All benefits 3. EEOC Compliance - Annual audit - all passed. 4. Training. As BNE acquired smaller banks in Western, MA my responsibilities expanded to implementing all BNE Personal Rules and Policies i.e. Job Postings, Benefits parity, Union Avoidance, by having top Management meet with all non-exempt employees each quarter to hear problems.
I created programs for Supervisors to teach them how to correct direct and teach the employees working under those Supervisors. I had been taught by George Ordiorne, author of "Management by Objectives ".
This was passed down to Supervisors so each had knew to teach employees - attitude and the tasks assigned to each.

I was hired a a Trust Dept. Trainee and became an Assistant Trust Officer learning Trusts, Estates, and retirement accounts. When ERISA was enacted I was tasked to learn ERISA and assist the Pension Department; and I established our IRA program.

Worked in my family's business from age 8 to age 18. The work was simplistic until I reached age 13. I was taught to use an acetylene torch to weld and cutting autos for parts to sell to the public.
