Budget was $700 Million-dollar U.S., and was a Design, Supply, and Build, Joint Venture with Asea Brown Boveri - ABB.

This project was awarded to Empresa de Energía de Bogotá, EEB, in February 2002, by the National Government as part of the Referenced Generation and Transmission Expansion Plan 2000 – 2023 to undertake "Design, construction, operation and maintenance of the Armenia Substations at 230 kV and related transmission lines".
