Current Job: Regional Clinical Training Officer – Western Area for Marie Stopes Sierra Leone, West Area Regional Office, Freetown, Sierra Leone from 3rd December 2018 to 25th September 2020 MAIN PURPOSE

The Regional Clinical Training Officer plays a crucial role in enabling the achievement of MSSL’s mission by building on the excellence of service delivery quality, building expert and knowledgeable clinical teams capable of implementing MSI’s strategy Scaling Up Excellence. The Regional Clinical Training Officer will provide leadership to a Regional Nurse and driver supporting the Regional Program Manager and District FP Managers to train and develop PHWs clinical capacity on Family Planning, Medical Post Abortion Care, Surgical Post Abortion Care, Long Acting Reversible Contraceptives and Long Acting Permanent Methods as well as deliver services within the districts, ensuring that MSSL services are consistent, high quality and meet both internal and external compliance requirements.

ACCOUNTABILITIES

Training and development

Support the District FP Managers with expert technical support in the area of clinical quality to inform and strengthen overall programming.

Use self-assessment, internal audit visits and management meetings to identify specific training needs so that quality and technical clinical capacity is continuously improved.

Ensures delivery of all necessary trainings, including scheduling and monitoring the training plan; conducting training sessions and ToT where necessary; monitoring the training budget and scheduling to ensure cost efficiency.

In collaboration with the QAMT Team systematically review existing, and the development of new, training materials to ensure alignment with global best practice.

Develop and implement a supportive supervision and monitoring and evaluation framework for training inputs in collaboration with the QAMT Team. CURRICULUM VITEA

Ensure that all PHWs Clinical Service providers have comprehensive training records that include documentation of general and specific trainings undertaken plus schedules on supportive supervision.

In collaboration with the QAMT Team monitor and document rollout and implementation of clinical quality protocols to standardize service delivery. Mentoring Service Provision

Support the District FP Managers in providing family planning, SPAC, MPAC services at various PHUs while assessing the competence of the PHWs

Counsel clients as per MSI Protocols to take up appropriate FP methods, including LARCs & LAPMs.

Manage Family Planning complications or side effects that may occur within the facilities and the surrounding areas as a result of outreach visits.

Support the District FP Managers to effectively manage and resolve complaints raised by FP clients and promptly escalate difficult issues to the RPM.

Provide the toll-free hotline number to each client to which they can channel any complaints and queries.

Identify and review trends or areas for quality improvement within PHWs; action an appropriate plan to address issues and improve client care

Participate in Ministry or internal meetings and other planning and review meetings as needed and approved by the Regional Programme Manager

Report any clinical incompetence that threatens client care to the RPM

Support the District FP Managers to ensure that accurate data is captured within the HMIS and is reported to MSSL

Quality Assurance & Monitoring

Ensure all PHWs understand and follow all current MSI clinical policies and guidelines and have access to up to date manuals, clinical procedures, treatment and advice.

Coordinate with District FP Managers to discuss quality control standards and challenges according to their function as a way of strengthening good clinical practice at all PSS Sites

Ensure teams are equipped with adequate supply of appropriate equipment and clinical supplies, controlled through accurate recording.

Maintain oversight of the Quality Assurance process, including scheduling and monitoring assessment plan to ensure full coverage of sites/providers; tracking implementation of resulting action plans; ensuring all necessary QA records are maintained on site and at Support Office CURRICULUM VITEA

level. Work closely with the PSS staff to ensure implementation of follow up clinical actions resulting from QA.

Support the District FP Managers to conduct QA by building QA skills and soft skills, through trainings, regular field visits and performance management

Support and monitor the roll out of client follow-up, including managing the central database and tracking and sharing lessons learned in relation to client experience and incident reports at PSS Sites.

Support the RPM in promoting and track incident reporting across PSS sites. Share and apply lessons learned from PSS with other channels to improve programming. Capacity Building
