I reviewed contracts and technical requirements for various construction projects, from bid preparation, negotiation to project implementation (in collaboration with legal and engineering, and production/operations, including plans and packaging for subcontract- ing or joint venture) to address concerns and risks. For current projects, I supported project implementation by handling performance securities, contractual / technical corre- spondences, review budgets, claims and billing, variation / change orders, dispute resolu- tion and risk management.

September 2009 to November 2016 (7 years 3 months): Major Accomplishments: Asset Transfer / Contract Management of Mt Apo Build- Operate-Transfer (BOT) Power Plant; Operation and Maintenance of Mt Apo Geothermal Power Plant; Implementation of Leyte Control System Integration Project From September 2009 to April 2016, I was assigned head of Mt Apo GPP, responsible for overall management, control, monitoring and performance of operation and maintenance of the power plant, and coordination with various stakeholders. As head or supporting member of contracts management, I oversee various Power Pur- chase Agreements (PPA) with NAPOCOR, and BOT contracts with plant operators - from operations and maintenance monitoring, review of capacity fee payments, conduct of performance testing, to assets transfer / turnover. As part of the team, I participated in the 2002 UNCITRAL arbitration between PNOC EDC and CalEnergy, and in the 2008 arbitration between PNOC EDC and NAPOCOR, subsequent negotiations and imple- mentation of settlement agreements.

May 1995 to April 1998 (3 years):
I prepared tender documents and technical specifications for construction work packages of PNOC geothermal facilities - cross-country pipeline / instrumentation / electrical in- stallation, testing and commissioning, air compressors, back-up gensets, control systems and other ancillary facilities. I provided technical support to Procurement Department during bidding process.
Piping Designer / Project Engineer / Planning Engineer at Akra Engineering Sdn. Bhd. October 1993 to April 1995 (1 year 7 months):
Major Projects: 96-man Living Quarters (Esso Production Malaysia / Sime Sembawang Eng’g), Dulang-D Jacket (Petronas Carigali/Sime Sembawang Eng’g) As mechanical engineer at Senawang Fabrication Shop, I prepared design and cost esti- mates for tender of various projects (for manpower supply and miscellaneous fabrication of oil and gas, palm oil and transport industry), project plans and supervise implementa- tion of projects. As planning and cost engineer (assigned in Dulang D project in Sime Sembawang), I prepared manpower and equipment loading and forecast, cost / budget as guide for implementation team.

October 1992 to September 1993 (1 year):
Major Projects: Shell Tabangao Asset Renewal (STAR) Project, Batangas I prepared piping drawings from Piping and Instrumentation Diagrams (P&ID), material take-off and checked drawings from other disciplines, for STAR Project. I conducted on-board / field inspection, prepared design / fabrication drawings based on internal job order system for various ship maintenance and repair projects, and miscella- neous projects for Philippine National Oil Company (PNOC) subsidiaries/affiliates in- cluding PETRON and PNOC Shipping and Transport Corp (PSTC); prepared material take-off and specifications, warehouse and purchase orders for required materials and equipment; prepared cost estimates for project proposals. ASEAN-US Energy Conservation in Buildings - for energy audit, analysis of electricity consumption and heating, ventilating and air-conditioning (HVAC) and boiler operations, and energy conservation recommendations
Under the team of DOE-supervised project of ASEAN-US Energy Conservation in Buildings, I conducted energy audits for various buildings (office, hotel and hospitals); prepared input for computer modelling software for energy consumption simulation
(ASEAM-2 and DOE-2); analysed results and draft recommendation of energy conserva- tion measures. The energy consumption profile and analyses of materials of all buildings surveyed were intended to be used as basis for Building Code revisions to include guide for energy conservation.
