1. Developed and managed annual GENESIS Logistics and Engineering worldwide support contracts with annual operating budgets that grew from $20M of $80M without cost over runs for 15 years.

2. Managed the administration and financial management that ensured mission success through the date I retired. Coordinated and managed all INSCOM G-4 contracts providing support for facilities, aviation and designated one of a kind Intelligence Technology mission system.

3. Chaired and participated in meetings, presented information and decision briefings to foreign dignitaries and Sr. Military/DOD Civilian staff Supervisors and Commanders and Senior Corporate Managers/Staff and project action officers.

4. Served as Senior G-4 Logistics and Engineering Project Officer for the Joint Intelligence Operations Center (JIOC)-Iraq.

5. Chaired numerous multimillion-dollar contract Source Selection Evaluation Boards.

6. Senior member of the Tiger team that developed the INSCOM Contract Acquisition Review Board (CARB) charter. I was a key writer and facilitator for the finished charter which was implemented by the Commanding General throughout the Command.

Served as Quality Assurance Project Officer for the TACJAM, Magic Mast and Trailblazer mission systems.

1. Developed Test and Evaluation Management Plans (TEMP), Quality and Environmental Test plans for the Tactical Jammer (TACJAM) program.

2. Conducted the First Article and Environmental Testing of the TACJAM sub-assemblies and the as-built integrated system.

3. Participated in the operational testing of the TACJAM, TRAILBLAZER, PATRIOT and MAGIC MAST systems with the Operational Test and Evaluation Activity (OTEA).

4. Participated in the US Army's first Mini Trial as the Governments only credible witness in a 4 million-dollar claim by AEL Corporation against the Government for cost over runs on the TACJAM. My testimony resulted in a claim reduction of 2 million dollars for which I was recognized by Vint Hill Farms Chief Legal Counsel.

U.S. Army Armament, Munitions & Chemical Command, Rock Island, IL, 9/82 - 8/84, Quality Assurance Project Officer

I managed the Quality Program for the M1 Abrams Battle Tank and the Bradley Fighting Vehicle. I traveled to field sites and contractor's facilities worldwide to trouble shoot and resolve quality problems. Investigated and resolved Corrosion Quality Deficiency Reports on defective materiel.
