JOB DESCRIPTION

POSITION TITLE: Physician Assistant DEPARTMENT: CBP

REPORTING RELATIONS

POSITION REPORTING:

Works under the administrative direction of the Program Manager or Deputy Program Manager.

The clinical supervision is provided by the Physician Supervisor.

POSITIONS SUPERVISED: None

POSITION PURPOSE

The incumbent serves as a Physician Assistant for the Medical Department at the designated BP Medical Unit.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Initiates and maintains compliance with CBP policies for accreditation.

Provides direct care to immigrant detainees.

Works within Scope of Practice and performs functions outlined in the Protocols for Physician Assistants, Medical Unit’s Standard Operating Procedures.

Performs medical histories on immigrant detainees entering the processing center and completes necessary paperwork on them.

Evaluates and provides care to immigrant detainees per SOP, with medical follow-up, on sick call, or who are walk-ins.

Serves as a shift supervisor on duty to other subordinate contracted medical personnel.

Provides emergency and First Aid treatment within Scope of Work until care is transferred to local healthcare system as appropriate.

Performs limited, minor surgical procedures that do not require extensive care, labs, or radiographic studies. These might include such things as simple suturing of uncomplicated lacerations, incision and drainage of simply cysts.

Reviews/reevaluates daily or as necessary, those cases requiring ongoing medical/pharmaceutical attention.

Carries out orders authorized by the physician supervisor.

Provides relevant patient health education to detainees verbally and/or with handouts. Documentation of this is reflected in the Progress Notes.

Documents all immigrant detainee contacts.

Documents using provided format, followed by the PA’s signature and name stamp.

Documents medical/psychiatric problems on the Problem List in the detainee’s chart and initiates a plan of treatment, referring for further medical treatment as appropriate.

Coordinates health care needs of detainees with other staff members and coordinates referrals to off-site providers as required.

Performs record keeping functions in accordance with program policies.

Maintains patient confidentiality and confidentiality of medical records.

Applies knowledge of drugs and therapeutics when prescribing and dispensing medication.

Maintains safety when dispensing medications and is continually cognizant of the potential hazard of drug hoarding and trafficking among detainees.

Destroys and properly disposes of all needles/syringes.

Maintains non-involvement in the security aspects of detainee care and custody.

Assists in the disposal of biologically hazardous wastes on a regular basis.

In certain circumstances, as deemed necessary, may takes blood, urine specimens, sputum samples, etc. for laboratory analysis (examples might include such things as glucose finger sticks, pregnancy tests); however, in most cases, detainees will be referred to local healthcare if laboratory or radiological studies are required Interprets selected laboratory findings.

Takes direct and indirect action to isolate and quarantine cases and provide health safety and treatment for all employees and detainees at the facility when contagious diseases or chronic health problems are evident.

Assists in maintenance of medical equipment and quality control of laboratory reagents.

Attends general/medical staff meetings.

Participates in QA/I activities as assigned.

May assist in maintaining medical supply stock level, restocking as needed. May order

supplies (lab and otherwise) from the allowable supplies list as appropriate.

May serve at numerous CBP medical units as needed.

Performs other duties and responsibilities as assigned.

If an Infirmary (Short-Stay Unit) is onsite, may do daily rounds on patients and notify the Physician, or Clinical Director of any abnormal findings.

Participate and conduct staff orientation as directed by the Sector Program Manager and Deputy Project Manager.

QUALIFICATIONS

The incumbent shall be currently licensed in, and a member of the State medical board providing licensure for PAs, in the state in which he/she will be practicing medicine. A temporary license will not be accepted. Incumbent shall meet continuing education requirements for the State(s) licensed in.

The candidate must meet one of the following: (1) A bachelor's degree from a PA training program which is certified by the Accreditation Review Commission on Education of the Physician Assistant (ARC-PA); or (2) Graduation from a PA training program which is certified by the ARC-PA and a bachelor’s degree in a health care occupation or a health-related science; or Graduation from a PA training program which is certified by the ARC-PA and a period of progressively responsible health care experience such as an independent duty medical corpsman, licensed practical nurse, medical technologist, or medical technician. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education for it to be credited towards qualifications.

The PA must be certified by the National Commission on Certification of Physician Assistants (NCCPA).

Knowledge of and participation in established clinic and NCCHC requirements on safety, infection control, quality assurance, maintenance of records of patients seen, statistical information gathering, etc.

The PA shall be in compliance with state and federal laws and regulations relating to prescription of dangerous drugs and controlled substances.

Shall comply with all state and federal laws governing patient care privacy regulations.

The duration of clinical experience must total at least 1 year.

Knowledge of and ability to apply professional medical principles, procedures, and techniques to patient care.

Alertness and skill in providing care and reacting to emergency situations.

Knowledge of training methods and enough interpersonal skills to develop a rapport with patients and co-workers during which instructional and educational information is presented.

Practical knowledge of laboratory procedures and guidelines; skill in collecting a variety of samples.

Knowledge of supply requisition procedure and ability to complete requests for equipment repair and maintenance.

Maintain current CPR certification.

The PA must not have any healthcare certifications or licenses withheld, suspended, revoked, or denied, and the PA must not have surrendered, or allowed a license or certificate to expire or lapse as a result of an investigation or disciplinary action.

The PA must not have been convicted of, or pled guilty to, or pled nolo contender to, or received probation before judgment for any crime other than a minor traffic violation the record of which has not been expunged. PA Experience –In any combination of family medicine, emergency medicine, acute care, ambulatory care, and/or public/community health medicine.

PHYSICAL DEMANDS

All candidates must be physically able to perform all strenuous duties entailed in this position. Candidates will be able to exert themselves under rigorous environmental conditions., These physical demands are including but not limited to pulling up or repositioning patients, lifting supplies, bending over to perform certain duties.

This individual must also be able to maneuver throughout small hallways and many stairways either in response to emergencies or to conduct daily responsibilities.

This candidate will be able to sit and/or stand for long periods of time. Be physically active for long periods without getting tired or out of breath. Coordinate movement of several parts of the body, such as arms and legs, while the body is moving such as: stooping, bending, lifting, pulling, and twisting. Able to walk long distances up to and including 200ft over uneven dirt grounds.

Candidates will possess the ability to work irregular hours; and will be flexible to change location within a sector when asked.

REQUIRED

LSGS requires employees to be fit tested at the following times and with the same make, model, style, and size of respirator that they will be using. All candidates will ensure that they will partake in a fit-test that will be administered using an OSHA-accepted qualitative fit test (QLFT) protocol. The OSHA-accepted QLFT protocols are contained in Appendix A of the Respiratory Standard (1910.134).

Whenever a different respirator facepiece (size/style/model/make) is used;

Whenever visual observations of changes in the employee’s physical condition that could affect respirator fit. Such conditions include, but are not limited to, facial scarring, dental changes, cosmetic surgery, or an obvious change in body weight; and

Upon employee notification that the fit of the respirator is unacceptable.

Before being allowed to wear any respirator with a tight-fitting facepiece and at least annually thereafter
