CURRENT ASSIGNMENT

Performance Monitoring Team, New London (PMT NLON) - (05/2019 - 05/2021) Officer in Charge: Responsible for the overall operations of Performance Monitoring Team, New London. Leading a hand-selected team of superior technicians, including eight Navy Chief Petty Officers and eighteen Sailors, who represent NAVSEA engineers on the Groton waterfront to develop new maintenance techniques utilizing cutting-edge technology to improve reliability and provide direct support in troubleshooting complex systems onboard submarines. Additionally ensuring safe, reliable, and cost effective operating cycles by assessing submarine performance in the area of hydraulic, mechanical, and electrical (HM&E) systems using conditioned based maintenance techniques. Day-to-day:

Command Mission: Supported the U.S. Submarine Force sustainment mission by conducting periodic safety maintenance and material related inspections. Use condition based data to trend and accurately determine mission-essential equipment degradation and failure. This aided the process of planning for submarine major shipyard and engineering overhaul. Maintenance & Inspections: Managed the team to accomplish periodic maintenance and inspections and provided equipment baseline data to system engineers. Strengthened the communications with all levels of management military and cilivian involved in maintenance coordination and de-confliction to best provide customer service on the waterfront, and make recommendations based off inspection results to assist submarine leaders in operations planning and decision-making. Technical Training: Ensured Sailors were adequately trained prior to conducting maintenance and inspections by qualifying and enrolling Sailors in to Navy and civilian specialized schools that further improved their expertise and skillsets. Equipment: Oversaw the inventory and audit of over $3M worth of testing and specialized equipment; tracked and maintained them in calibration and functional integrity. Manning Monitor: Hand-selected experienced and highly motivated Sailors to join the team through the screening process consisting of extensive work history and evaluations record review, proceeded by a scenarios-based interview. Budget & Logistic: Oversaw the budget for command operations. This included but not limited to travel, equipment repair/replacement, office expenses, and command recreation activities. Administrations: Met all command-level administrations including Sailors’ evaluations, awards and recognitions, re- enlistments and separations, retirements, transfers, extensions…etc. Crew Readiness: Upheld military standards of physical appearance and readiness; promoted Sailors’ work satisfaction and quality of life.

Career Counseling & Transition: Mentored Sailors to help accomplish major career milestones such as advancement, Chief Petty Officer selection, and officer commissioning. Supported civilian transitions with employment references, educational and financial goals.

Education & Special Programs: Encouraged Sailors to optimize their military benefits and improve their educational and technical training.

Accomplishment:

Fleet Impact: Provided technical assists and maintenance related training to nineteen submarines homeported in Groton spanning over 28,000 man-hours with over 10,500 hours outside normal duty. Additionally, established an elite team of technicians that is deployable to conduct urgent troubleshooting and repairs at sea for deploying units. These efforts allowed an additional eighteen months of operational submarine time which is equivalent to two submarines more added to the fleet for two years.

Cost Saving: Accumulatively saved the Navy in excess of $13.5M of labor, training, and material cost. Maintenance Completion: Increased the overall inspection completion rate in Groton waterfront by four percent in 2019 and three percent in 2020. Performance Monitoring, Team New London is the worldwide leading PMT site with the highest inspection completion rate in 2020.

Team Interjection: Reinforced maintenance standards across all Groton units, strengthened communications between the ships, repair activities, inspectors, and system engineers to allow a quick turnaround issues detection and resolution. This directly resulted in a total of twelve submarine design issues addressed, thirty engineering investigations, and over forty research and design projects on submarine complex systems. Sailor Advancement: On average one PMT Sailor was selected to Chief Petty Officer in every year. Additionally, two Sailors received commissioning offers from the U.S. Navy, and multiple others pursued and completed 4-year college degrees.
