Clearance: Top Secret: Expired August 2020

OBJECTIVE: To obtain a full time position in your organization as a Federal Employee. I am seeking to fill the position as Human Resources Technician (Employee/Labor Relation).

PROFESSIONAL SUMMARY

Focus oriented leader with 30 years of military experience in demanding leadership roles. Developed successful team oriented leaders and unit cohesion through education, team building, recruitment, counseling and mentorship. Planned, scheduled and tracked all personnel school training and building resources. Total quality leadership with a strong work ethic in complex problem solving for tomorrow’s issues. Executive level planner with a Bachelor’s Degree in Human Resources/Business Management (Cum Laude) minor in Accounting and Marketing.

SKILLS

For the last 10 years of my military career, I delivered a strong and educated work force that has been identified as the second largest job field (Communications) in the Marine Corps. I oversaw the scheduling and tracking of more than 2000 Marines in my charge for school through the Training and Education Command. I filled the position of Communication Chief to every Executive Level Officer I worked for during this period as well. As the Senior Enlisted Communicator, I ensured that the facilities that we occupied as a Communication Command was operational and suitable to hold and train the command personnel in their field of study and military annual training courses. As a Master Gunnery Sergeant of Marines in an occupational field that supports data, network, transmission, cyber and maintenance services, I had to edify myself with many forms of communicational skills.

Between three different commands I supported, I scheduled more than 200 personnel for their follow-on training through the Training and Education Command that is required for all Staff Non-Commissioned Officers in their respective field of study. I led 1st Marine Logistics Group, Communication Company and 2D Marine Air Wing Senior Communication Command to the highest training level of trained Staff Non-Commissioned Officers for the West Coast and East Coast Commands. For this feat, I received the Meritorious Service Medal from both commands.

Managed and maintained the continuity and preservation of the Command’s classroom environment. Oversaw the scheduling and coordination with base facility maintenance to resolve any problems in order to keep the classroom(s) at a comfortable setting for training.

Managed the Command’s Inbound Roster to track over 1000 Marines checking into their first duty station in the Marine Corps within a two year time frame. As the Commanding Officers Operational Department liaison, I managed and scheduled the unit’s Personnel Readiness Seminar for the Commanding Officer to conduct the necessary new-joined training that is required by the Marine Corps. This training is part of every unit’s Personnel Readiness Seminar, which is inspected during the Commanding General Readiness Inspections. Subsequently, the Command received a noteworthy accomplishment on their last inspection for maintaining vital records on all new Marines entering into the Fleet.

Provided counseling and mentorship to more than 80 Senior Enlisted staff on their career development and assisted them in mapping out their career progression. Mentored young Officers on the fundamentals of leading and developing Marines.

Led, mentored, trained and managed over 2000 personnel as the Senior Enlisted Advisor for 10 different commands as the Communication Chief in Communication Architecture Designs, Assets Management, Electronic Key Management System and Maintenance Planning. I established a training plan and guidelines to keep every Marine up to date on their respective job training and all the senior ranking personnel to their respective Chief’s courses.

ACQUIRED SKILLS

After 30 years in the Marine Corps, I have developed some unique skills through training and development and college education. Working in the communications field on a daily basis, I had access to the majority of the Information Technology classes that came forward through my command. I attended SharePoint Management I & II Training and Microsoft Training at the Communication Training Command. In 2007, after returning from Japan, I was able to matriculate in Park University and graduated with my Bachelors Degree in Human Resource/Business Management. In obtaining my degree, I was able to take classes in Marketing, Accounting I & II, Business Management and Basic Computer Technology. Altogether, the training and education I received aided and prepared me for communicating the required goals and milestones I received from Higher Headquarters and better supported the Marines in my charge.

Supervised and updated the Command’s SharePoint site with annual training schedules for the yearly and semi-annual training that was required by the Marine Corps. As part of the Operational Department for the Command, we were required to upload and track every training and scheduling exercise of the Command’s events via the SharePoint site. Although SharePoint had issues when the base infrastructure experienced certain network issues with their connection, as the Operation Department liaison, I oversaw the backup of the Microsoft platforms that allowed us to maintain a working environment and schedule/host meetings.

Bachelor’s of Science Degree in Human Resource/Business Management (Cum Laude) Park University in 2014. Attending college facilitated the expansion of my capabilities and conjoined the two worlds in which I was part of--the military and college studies. Some of the classes I was enrolled in assisted me in expressing the opportunities available to personnel in the unit and led to a higher turnout on training, education and reporting for the Command. The Marketing classes really helped me better advertise the events and the milestones we were trying to obtain during some challenging times (COVID-19). The last command I served in maintained a 90% or above readiness ranking as a Command, making them fully capable to deploy if the Marine Corps called on them.

EMPLOYMENT HISTORY

United States Marine Corps (7/2010 to 9/2020)

Communication Chief

E9/Master Gunnery Sergeant Hours per Week: 50+

For the last 10 years in the Marine Corps, I served as the Communication/Operations Chief for seven different Commands. Each Command carried its own unique position, description or requirements to fill the billet. The Marine Corps is supported by an Air, Ground and Logistical element and I was fortunate to serve as a Communication Chief in all three to include a Base, Post, and Station Command. While serving in these capacities, I was the primary advisor to the Commanding Officer and the Communication Officers for the deployment and operational planning of communications assets to support the Commands. I oversaw the training and development of every Senior Staff Non-Commissioned Officer in the communications field subordinate to me; ensuring they were enrolled in their follow-on military occupational school and primary military education as a requirement for their pay grade. As the Senior Enlisted Advisor in my field, I supported five different sections in one Department and three different Battalions at any given time.

As a Readiness Coordinator for the Marine Wing Communication Squadron 28, I analyzed and recorded all yearly and semi-annual unit-led training, personnel status, Maintenance Readiness and Supply Readiness for the unit Defense Readiness Reporting System that informed higher Headquarters on the operational status of the unit readiness for deployment. This report was conducted every 35 days at the command, ensuring the three different companies we tracked for the command with over 600 personnel on our rolls were identified and everyone’s training was reported. I coordinated with 15 different Monitors on the assignment of personnel for future growth and development for the Command, because it was a requirement to have certain Marines with different military occupational skills in place to conduct a communication mission. Being able to market the Command’s requirements to these Monitors ensured we had the personnel in place to support our mission to the ACE Command element for three different Marine Expeditionary Units and a Special Purpose Marine Ground Task Force. The successfulness of this feat was added into my Meritorious Service Medal from the command.

As the Financial Manager for the G6 Department, while assigned at Task Force 51/5 Marine Expeditionary Brigade in Bahrain, I processed more than 40 temporary additional duty travels in support of the operation and future exercises with other units. My duties also included approving the Command’s open purchase request for information technology assets from 8 different Departments, including my own, as we were the lead for the IT assets purchase to be installed for the new building the Command was slated to relocate to upon my detachment in 2018.

Coordinated with the Human Resources Department, as part of the Hiring Board, for four different positions inside the New River Air Station Network Operation Center. My duties were to assist in the screening process on all applicants resumes to help identify the qualifying candidates and scheduling their interviews with the Hiring Board. In addition, I was a part of three of the Hiring Board interview panels before detaching from this command.

Performed research and development as part of the Resource Procurement for the S6/G6 Department. My duties also required me to coordinate with the Marine Corps Installation East as our next approval in the chain of authority on every information technology purchase requests (ITPRS) on Information Technology assets that would be connecting to the government network. In addition to these duties, I also managed the Station cell phone contracts for the S6 Department. I was able to reduce the number of cell phones being used and provided a better, more reliable device in the process for the primary staff aboard the Air Station.

Personnel Manager for the past 10 plus years as a Communication/Operations Chief for more than 2000 service members at several different Commands. I coordinated with 15 different monitors to help plan and schedule the Marines (in my charge) next move to better their career paths in the Marine Corps. In addition to this matter, I served as a Counselor/Mentor to the Marines and identified key milestones in their careers that they had not yet obtained; putting them on a trajectory to improve their chances of promotion and maintaining the upward path in the Marine Corps.
