ECCO Title: IT Solutions Analyst / Program/Project Manager

The Contract is under the State of Missouri RAC Cost Containment Recoveries for Medicaid.

The purpose of the contract is to Recoup Medicaid funds from third parties (Insurance Companies/Medical Providers), where primary insurance is found.

Responsibilities included: developing operational efficiencies through best practices and automation, Assisting and developing systems and process improvements for the Client, the State and the MMIS vendor, Creation of software for ECCO to manage the project and as a beta for other ECCO projects (Created using SDLC and PM Methodologies), Develop and Implement MS Azure, MS SQL Server, VSTS, Azure DevOps (TFS) and additional supportive development platforms.

SOW (Statement Of Work) Included: Managing the billing and recovery process in the States MMIS system (Missouri Medicaid Information Systems), State Bank Account with Commerce Bank, Documentation, provider (hospital) recoveries department, verifying and managing the accuracy of Missouri insurance policies, refunds, denials, RAI (requests for additional information) and upholding a high level of data integrity.

Responsible for all project reporting and presentations to the leadership teams of the Client, the State and ECCO on Project progress, success, and financials.

Under my span of control, I supervise and manage between 10 and 25 staff members, including 2-3 supervisors, and 2-3 developers depending on project requirements.

Lead Architect and developer of the ECCO Omni Enterprise (EOE) system from concept, design, development and implementation.

Lead Architect over MS Azure, MS SQL Server, Azure DevOps (TFS), Systems and Network Administrator, and other various supportive systems and applications used in the project.

Worked effectively across all business lines creating a synergy between all parties and venders to improve relationships and contract stability.

Directed and Managed the client relationship, contracts, Project SOW(Statement of work), Negotiations and Pricing, Risk assessments, and additional sales opportunities.

Directed and Managed all aspects of the IT Projects, Program Support, Operations, Budget and Financials, overseeing a team of developers and project representatives.

Accomplishments:

With the Implementing of automation, process improvements, and the EOE App the project production output produced the equivale level of work equal to 40 individuals with a staffing level of just 10, thereby reducing costs and raising the project profit margin to that of just over 60%.

With the establishment of standards and best practices, the project and program achieved a CMMI Level (Capability maturity Model Integration) Avg score of 3.5 out of a max score of 5. Which is 2 points higher than the average upon an initial evaluation.

At the beginning of the contract, there were no tools or systems in place to connect HMS to the State of Missouri and complete the project goals. Through continued development and refinement of created processes, tools, applications, and macro’s a solid foundation was formed. Through extensive understand of all vendors, process, and systems unitized in the project, my team and I were able to exceed the client’s expectations. Reaching over 150% of the state’s yearly goal, returning over 35 million in recoveries year over year.

Creating the EOE System, a Project Management MRP/ERP/CRM application. Which decreased the requirement of a highly technically skilled representative and allowed the skills to be right sized for the role, which allowed new representatives to be more successful in the project and increase employee retention and morale. This also increased the overall accuracy and data integrity to nearly 100%, as well as increased the daily production of the overall project.

Title: Credit & Collections Manager

Primary Responsibility was to prepare the AR Recoveries for review by potential investors to purchase the company.

Managed 6 Divisions consisting of a monthly A/R Portfolio of 50 million of which 10 million was in unbilled revenue.

Accurately handled and maintained customer’s information for well over 5000 clients.

Worked across business lines with sales, client service, operations, and other various departments, keeping them apprised of the client issues and outstanding revenue balances.

Managed the client onboarding process reviewing credit applications, contracts, and special terms.

Accomplishments:

Successfully created and rapidly developed an account receivable workflow which did not exist before starting. This came with many challenges and opportunities in which this position was successfully able to implement multiple “Best Practice” changes. These changes not only affected current production and efficacies under the A/R department but companywide as well. Below are some of my accomplishments:

Reconciled an over 90 day revolving past due balance from 1.7 million to 245k, from 300 accounts to 25 accounts over 90 days, from 8.5% over 90 to 1% over 90 days.

I created and implemented an A/R Past due escalation process that reduced the days to pay from 240 to 79 Days sales outstanding.

Received the Innovator award for self-directing and leading the facilitation, Implementation, and consolidation to a new credit card vendor saving the company 20k a month.

Created and established the vendor relationships necessary to bring the company online so our clients could pay and manage their accounts with us online.

Effectively introduced a new credit reporting agency that not only saved the company 30k a year but also provided information about our clients from 300 added credit resources. This allowed better-informed decisions when establishing new relationships with clients.

Implemented and lead best practices for going green policy to reduce the carbon footprint and company cost. This also created efficiencies, audit control, and an increase in departmental revenue goals.

MS Access Professional Summary

Below you will find Jason Baumgart’s professional experience and summary in MS Access. Starting in April 2013, working on the ECCO Project for HMS and the state of Missouri, I discovered a need for an application in which you could not find off the shelve. Using my previous experience working in various other applications, I designed a Beta program to solve the project's needs. The needs were simple: Task Management, Company and Vendor management, Notes, Instant Messaging, and delivery of new assignments. With that, the first Beta Program was created. It was simple in the fact it was all within the MS Access application. While the program worked, it would not keep for long. To grow the application, I need to create, design, implement, and make changes. To do this, I stood up a new Azure Subscription, SQL Server Database, and at the time, TFS, now Azure DevOps. While accomplishing this task, the access application continued to grow, supporting several additional features like Auto Assignment Deliver, KPI time tracking per assignment type, security (full lockdown of MS Access), and version control. Those enhancements also helped establish best practices for Agile and waterfall principles in development, implementation, and architecture.

While having Azure SQL Server and Azure DevOps set up and configured. The issue was managing the data and version control. With the assistance of SSMA (SQL Server Migration Assistant) and Ivercy (Access Add-on), I was able to port all of the internal data to SQL data tables and all of the VBA code to Azure DevOps.

Now for the big move to make MS Access a front-end application only where all tables query’s and automation resides in Azure or SQL Stored Procedures. I wrote a script to read all MS Access Objects, extracted the Record source. Using the underline query or table, I reconstructed the information programmatically into a SQL Stored Procedure format. Also, retooling a VBA programmatic code writer, I was able to restructure the code writer to write a new script on each form’s Open Event to the stored procedure in which was just created. The script created for the Open Event was written in the ADODB format (ADODB was chosen due to future migration plans to .Net because all of the ADODB connection calls would not have to be rewritten; they could be reused). As a result, I converted the entire MS Access application over to a front-end only application with one button. Converting all tables to DSN-Less connections, all forms to Unbound SQL Stored procedure calls, and updated to a more robust error handling for every module.

As it stands today, the application to solve a client need is now scalable in many capacities for various industries using all or only part of the functionality.

The infrastructure currently uses the following under SDLC and Agile Principles, among other best practices and methodologies.

Azure Functions (Using MS Access and Webhook to call the Azure Function).

SQL Server (DevOps DB, UAT DB, Production DB).

Azure DevOps (With Ivercy plugin, from within the MS Access app, you can check-in, check out, merge just as you would in Visual Studio).

Self-created Azure Function emulator for automation with time triggers.

Inno application complier (to distributor new releases of MS access to user PCs).

With stability in the above environment created, it was time to migrate to a new platform. Since the Data calls had already been converted to ADODB, it was a matter of identifying all areas that would not convert well to C#. After revamping and rewriting the VBA code to allow for a code converter to have a higher success rate, it was time to move to a new platform. Using AccessWiz, I converted the front-end MS Access Application to C# .net with about an 85% success rate. The items that did not convert well were due to missing syntaxes from libraries that needed to be imported into the project. After some form design clean-up and some rerouting of obsolete access code, a new version was created in .Net.

At present-day, March 2021, the application is being revamped to convert to ASP.net, thus moving to a more web-based structure. See attached for a comprehensive list of features and functions in which the application offers.
