Qualifications & Accomplishments

Appointed by Lynwood City Manager as Public Works Director/City Engineer to establish process and complete the over $40M two-year backlog of capital improvements in one year placed on hold by prior department administration. Returned projects to schedule and budget.

Obtained extension of several grant project deadlines through Caltrans and Regional authority that were included in the “hold” program.

Established Utility Coordinating Committee, meeting monthly, due to significant activity of utility companies and City CIP program.

Oversaw federal funded project approvals from initiation (RTIP, SCS, COG) through environmental, E76, design and project completion.

Oversaw repair of several sinkholes within City streets. One required an emergency declaration and ongoing City Council action due to potential for the street’s inability to carry vehicle loads.

Relocated City of Beverly Hills traffic control equipment for three intersections off the sidewalk and into adjacent parking structures on Rodeo Drive. Pedestrians on Rodeo Drive were found to be walking into the street to move around the equipment. Being a non-city facility, negotiations and agreement with the property owner was required.

Project Manager for three improvement projects that received APWA design awards: 1) Port of San Pedro Park from oil wells site; 2) Widening of Mission Creek in Santa Barbara (ACOE); 3) Reclaimed Water Transmission and Distribution Pipeline, 5.5 miles in Lancaster (ACOE).

Established productive operational relationships between Department Divisions and other City Departments.

City of Lynwood; Public Works Director/City Engineer appointed by the City Manager as City staff. (Second assignment to the City)

Responsible for five Divisions; Water/sewer, Engineering, Electrical, Fleet, and Construction Administration and 53 staff. (staff reductions due to budget cuts and retirements)

Worked with Human Resources on departmental staff discipline issues from insubordination to sexual harassment. Resulted in the institution of formal issues programs for staff.

Managed a $20M capital program of street improvements and traffic signal upgrades by dividing the work among three consultants and through assignment of city staff to strictly oversee schedules, scope, and costs. City Council was given time certain completion schedules for individual projects.

Work with Metro and adjacent agencies on development of major transportation corridor improvements including Imperial Highway, Long Beach Blvd, Atlantic Blvd.

Mentorship of new public works staff due to recent departmental retirements.

Development of an infrastructure improvement master plan for streets and storm drains.

Port of Los Angeles 7 years On Call Engineering Contract; Front Street widening, beautification and rehabilitation from Harbor Blvd to Pacific Avenue. Project included hazardous material and pipeline removals, PUC approvals for rail facilities design, Waterfront beautification concepts and design. City of Los Angeles Bureau of Engineering and Building & Safety project concept and plan approvals. Coordination with adjacent property project designs and construction was required. Budget $7.5M

I-710 Gap Closure EIR/EIS LA Metro Project. Project Manager as a subconsultant to CH2M on the team that developed concepts, determined feasibility, roadway alignments, specific alternatives for a tunnel and other requirements to include in an EIR/EIS for the extension of the I-710 to the I-210. Our specific task was to develop arterial and street network improvement needs as TSM and TDM improvements.

City of Fontana; Baseline Road and Sierra Highway Street and Intersection Realignment, Widening and rehabilitation. Required right of way engineering and acquisition. Cost $19M.

US Army Corps of Engineers LA District/City of Lancaster; Reclaimed Water transmission and Distribution 24inch Pipeline. Length of 5.5 miles within the City of Lancaster, constructed in Avenue K, Sierra Highway and Division Street. Project included significant underground utilities locations and relocation; required pipeline jacking beneath railroad and utilities. Joint Army Corps of Engineers and City project and ARRA funding. Cost $9.5M.

Mission Creek Widening north of State Street to Mason Street (33 feet to 55 feet width). Construction was through a very narrow corridor with high profile adjacent property requiring very innovative construction techniques for installation of pile foundation. Aesthetic design required biologist and ichthyologist oversight during construction. Received Project of the Year award from Central Coast APWA. Joint Army Corps of Engineers and County of Santa Barbara project and grant funding. Cost $5.5M.

Laguna Hills – As-needed Public Services Director /City Engineer 2005 - 2015 (On Call/As Needed – When Direct was on Vacation)

Capital project funding/development/implementation.

Laguna Hills Mall Developer Fee Program.

Town of Yucca Valley – Contract Town Engineer 3/2004 – 10/2012 (Some contracts were through DRC & Berryman & Henigar; therefore, there is overlapping)

Assisted in implementation of solar initiatives, development plan review, City Planning Commission/City Council reports, budget process, recommendation for infrastructure improvements by developers, capital improvement program, etc. and coordination with San Bernardino Flood Control.

County of Los Angeles Northridge Earthquake $1.5 Billion Rebuilding & Recovery Program: Principal Member of Joint Venture and Program Manager overseeing a staff of 50 that coordinated all aspects of the recovery efforts including working with insurance underwriters, FEMA/OES activities, property owners, and politicians for damage evaluations, recovery concepts and costs, design oversight, and document controls.

Hands-on management of major capital projects including grade separations, freeway interchanges, street widening from conceptual development and funding, environmental and preliminary engineering, federal/local funding approvals, PS&E design, oversight of bid advertising, and construction management.

HDR Engineering - Vice President 6/1992 – 8/1996

City of Norwalk –Program Manager/City Engineer Capital projects oversight, involved in utilities tax approval, grant funding for Regional Transportation Center through regional agency and State Transportation Commission, I-5 widening JPA technical assistance, budget development and construction oversight.

Project Manager Dale Street & AT&SF RR grade separation.

Senior Executive in charge of the Transportation and Municipal Services Division for Southern California. Responsibilities included: administration, business development, and project oversight for the civil engineering, transportation, public works, and municipal services projects for the Company. Developed and Managed the Municipal Engineering/Public Works Construction Management capabilities in Southern California. Contract Program Manager/City Engineer for City of Norwalk for over 3 years.
