Project Manager II

CBI Jenkinsville, SC Sept 2015 – Jan 2016

I was brought in to review craft unit rates and projected cost for labor vs completion a V. C. Summers Nuclear Power Plant. My report to Senior Management was a projected cost overrun, at time of completion would be $2.3 billion and a scheduled delay of over two years. Project was sold to Westinghouse and later shutdown.

Lead Piping Superintendent

Bechtel Gladstone, Australia Jan 2015 – Sept 2015

Handled all Chemical Cleaning Contractors and was Night Shift Lead on a two unit LNG Plant in the first stage of startup. Coordinated with Start-up Engineering to close up systems for Piping and Cooling Coils by directing chemical cleaning and drying of these systems.

Site Manager

Bechtel International Las Bambas, Peru Sept 2010 – Mar 2014

Site Manager on a 5.5 billion dollar copper concentrator in the Andes of Peru. The project consisted of 250 kilometers of heavy haul road, tailings dam, freshwater dam, a 144,000 tons per day capacity concentrator, primary crusher, 2.5 kilometers of ore handling conveyor belt on an eight thousand man camp. Established unit rates, and developed the schedule for this direct hire (20 million man-hours) and Managed subcontractors (22 million man-hours) work. At 58% of project completion we had 29 million safe work hours had been completed with a PF of less than 1.0

OSBL Area Manager

Bechtel International Soyo, Angola Feb 2009 – Sept 2010

OSBL Manager on a 9.5 billion dollar LNG plant on the Congo river. The OSBl area consist of all piping racks, the LNG, Butane, Propane tanks and associated piping and electrical work, the jetty, control rooms and office buildings on this LNG plant. Handled all direct hire and subcontract work that consisted of 20 million man-hours (4.5 billion dollars)

Refinery Manager

Bechtel International Sangaredi, Guinea June 2008 – Feb 2009

Planned the work in the aluminum refinery which included the support facilities, quarry, batch plant, fresh Water dam, and 5000 man camp. Took over the contract for the refinery earthworks in which we improved their production one hundred percent in just five months. I developed a plan for Bechtel to do seventeen million man-hours of direct hire work on the refinery site and negotiated with the customer for Bechtel to proceed. Due to the death of the country’s president resulting in a hostile takeover of the government, the project was stopped and our people evacuated.

Site Manager

Bechtel International Santiago, Chile Jan 2008 – June 2008

Replaced the Site Manager on a 550 million dollar concentrator. Completed the initial outside scope of the project and all outside infrastructure of the underground copper concentrator. As the tunnels where one year behind schedule for underground work and the heavy snows that winter Bechtel’s work was suspended

Bechtel International Fjardaal, Iceland Sept 2006 – Jan 2008

Assigned as the project superintendent on this $1.3 billion

Smelter project in Iceland. I took over the field as project superintendent as the construction was finishing the civil phase and just starting of the electrical and mechanical phase. Shortly after I arrived we discovered that the project was actually three months behind and over fifteen hundred man-hours a day short of meeting our substantial completion date. I was then assigned as Site Manager therefore we increased from 1500 craft to1800 craft consisting of direct hire and subcontractors. We revised our schedule sequence and our subcontractor strategy which resulted in a system turnover peaking at 18 systems per week with a total of 350 systems to complete. Substantial completion was attained just three days behind schedule with Bechtel getting all their fees at “risk” due to them.

Coal Handling Area Manager

Bechtel Oak Creek, Wisconsin Jan 2006 – Sept 2006

Area Superintendent for the construction of a 200 million dollar Coal Handling Facility on a 2.2 billion dollar coal fired power plant. We peaked with 280 direct hire craft, subcontractors, ten superintendents, eighteen field engineers. This area consisted of seven conveyors, three transfer towers and a coal train unloading facility. After wrapping up the civil phase and conveyor erection Bechtel transferred and promoted me to a job in Iceland

Pre-Treatment Area Manager

Bechtel, National Inc. Richland, Washington Oct 2004 – Jan 2006

The total project cost was $5.8 billion in which the area I was initially responsible for was the Pretreatment Building which was estimated at $1.1 billion. I took over the HLW Building: estimated at $800million as Area Superintendent for the pretreatment building. I had responsibility for all the 700 direct hire craft and subcontractors, twenty three superintendents, forty field engineers, five project controls, construction of this facility. During April of 2005, the WTP project was reorganized due to seismic concerns and to let design engineering redesign due to new seismic criteria. The High Level Waste and Pretreatment buildings were consolidated to better utilize resources and funding during this evaluation. As Area Superintendent for the HLW and PT, this consisted of responsibility for all the direct hire craft, non-manuals and subcontractors for the construction of these facilities.

Construction coordinator/Superintendent

Bechtel SAIC Las Vegas, Nevada Sept 2003 – Oct 2004

Developed construction schedules and civil quantities in order to help develop craft unit rates for the Yucca Mountain Repository. Developed a plan, equipment schedule, for the 5.5 million yd3 of earthwork to integrate with the buildings construction Also was the construction civil coordinator for the project and interfaced with civil designers and project mangers of the three major buildings and offsite facilities.

Safety Superintendent/ Civil Superintendent

Bechtel International Bautino, Kazakhstan May 2003 – Oct 2004

Substituted for the Site Safety Specialist during his leave from site. Also acted as Civil Superintendent for Oil Platforms in the Caspian Sea. I monitored stockpile, loading of barges, and the rigging operations. I also directed the placement of precast slabs and walls for the platforms. As Safety supervisor I prepared the weekly safety meetings, tool box talks, and the safety portion of construction meetings.

Lead Civil Superintendent

Bechtel Power Spalding, England Jan 2003 – May 2003

Replaced lead Civil Superintendent, completing the remaining work for the concrete and underground piping for this gas fired power plant. I oversaw the completion of the underground fire protection, service water and drainages (15000 lineal meters). The underground electrical conduit (6000 lineal meters), and all of the concrete foundations (12,000 cubic meters). Plus finished all the excavations, structural backfill, plant roads and fine grading.

Mine Area Manager

Bechtel, National Goro, Caledonia Aug 2002 – Jan 2003

Planned the work for the Mine Area on a Nickle Mine and Mill, which included the Open Pit, the Feed Prep Area, the Effluent Treatment Plant, the Mine Industrial Area, haul roads, and supporting facilities. I set up the contracts for these areas and the contract plan. Also I started the initial excavation, mobilization of the excavation equipment, and manpower. The project was stopped due to community issues and not restarted until two years later.

Lead Civil Superintendent

Bechtel Power San Bernardino, California Oct 2001 – Aug 2002

I was the Lead Superintendent on a two unit, $850 million, thousand megawatt gas fired power project. I supervised three superintendents and 185 crafts, which included carpenters, labors, ironworkers, cement masons, operating engineers, and teamsters. I developed the civil schedule and planning for all the tools and equipment. I coordinated the timing of all the materials to support the civil works. During this time we installed 14,000 cubic yards of structural concrete, 7000 cubic yards of structural fill, 136,000 cubic yards of backfill and 180,000 cubic yards of excavation to support the schedule for mechanical and electrical construction.

Mine Area Manager

Bechtel, Overseas Contonga, Peru Mar 1999 – Oct 2001

The Antamina Project is a 2.2 billion dollar copper and zinc processing mine and mill in the Andes of Peru situated at an altitude of 15,000 ft. I was responsible for managing the construction of a 120km mine access road in the Andes through non developed, mountainous terrain. I also managed the construction of the world’s largest concrete face, rock filled tailings dam, riparian structures and associated pipeline. Plus I was in charge of a 700m long diversion tunnel and a 1300m decant tunnel. Both tunnels were constructed ahead of schedule and under budget. The mine sites 5000 man camp and miscellaneous electrical and mechanical works for the above referenced construction areas was also constructed under my supervision, together with all required infrastructure and roadways. This project was completed three months ahead of schedule and 200 million dollars under budget..

Modification Manager

Tennessee Valley Authority Spring City Tennessee Jan 1996 – Mar 1999

As Modifications Manager on Watts bar Nuclear plant I supervised construction work that peaked at 1000 craft and non-manuals during the refuel outages. All contractors and subcontractors reported to the Modification Department. The department of maintenance and modifications received a NRC rating of “1” (highest rating possible) on every occasion during my term as Modifications Manager. The modifications and construction contracts together with room, area and system turnover process, for which I was responsible, approached $200 million during my tenure.

Construction Completion Manager

Tennessee Valley Authority Spring City Tennessee Jan 1995 – Jan 1996

As the Construction Completion Manager on the $900 million Watts Bar Nuclear Plant, the last nuclear plant to receive an operating license in the USA, I was responsible for room, area, and system turnover to the plant. I managed 4000 union craft and 800 supervisors and engineers. This include the completion of all civil, electrical, mechanical modifications due to the redesign of the power plant. This work proceeded through startup of over 500 systems of which we finished ahead of the revised schedule.

Mechanical Field superintendent

Tennessee Valley Authority Soddy Daisy Tennessee April 1991 – Jan 1995

I managed the mechanical crafts for the plant and also all major civil projects on the Nuclear Power Plant. This included two large earth sludge ponds and several miles of road and parking facilities. Also, I managed mechanical contracts and direct hire for the change out of approximately 6000 feet of large and small bore piping due to erosion and corrosion damage which caused the regulatory agency to shut down the two units. After completing this work on the plant it was the quickest restart from a NRC mandatory shut down of any nuclear plant in the USA. After the first refuel outage our department took the refuel outages from a historical schedule and budge overrun to doing our scope being completed on time and under budget.

Civil, Mechanical and lead Superintendent

Bechtel Power IA, FL, MI, MA, AZ Dec 1982 – April 1991

Worked nine different Nuclear refuel outages and Power Plant shutdowns during this time at five different power plants. Depending on Bechtel’s requirements I was assigned as a Civil Superintendent, Mechanical/Piping Superintendent, General Superintendent, Night Shift General Superintendent and lead Area Coordinator. These outages were anywhere from thirty to two hundred days assignments in which I had to learn the scope of my assignments, plan and schedule the work and secure the tools, materials, and manpower to do the work, and then execute the work during the short time the plant was shut down. During these outages the scope of work ranged from piping change outs, valve refurbishments and replacements, major rigging operations, electrical modifications and concrete placements.

Also on two different plants I was brought in a year early to coordinate, for the client, on major subcontracts supervision. These contracts usually ranged from 650 thousand dollars to five million dollars, which I had to coordinate the design, monitor the work, and approve the progress payments and close out the contract.

Owner/Operator

Pacific Standard Chemical Globe, Arizona Mar 1982 – Dec 1982

One of two principal operators of small, profitmaking chemical company still in operation today. I developed a scale inhibitor and the manufacturing process for this profit making wholesale product. I was involved in all phases of a small business and also designed all mixing and blending processes, computed pricing and cost manufacturing products.

Assistant Superintendent

Bechtel Power Palo Verde, Arizona Aug 1978 – Dec 1982

Supervised six survey crews (21 Operating Engineers surveyors) at Palo Verde Nuclear power plant in Unit # 3 and handled engineering problems, manpower and schedule of survey crews. I also coordinated survey functions between crafts and office engineering. I interpreted plans, specifications and procedures, assigned manpower to cover containment, auxiliary, turbine, control, rad waste, and yard areas to support schedule. I performed field design and calculations to support engineering on several large road and excavation projects. Also did calculations and set-up for several major rigging operations.

Concrete Field Engineer

Bechtel Power Joseph City, Arizona Nov 1976 – Aug 1978

Quantity Control Engineer and Concrete Engineer on coal fired power plant. I computed all civil quantities (concrete, forms, embeds, rebar) for cost control and six-month forecasts for three units. I supervised weekly work schedules for the concrete crew, cement finishers and batch plant. I coordinated concrete placement between carpenters, ironworkers, pipe fitters, etc. I was responsible for the placement of over 45,000 yards of concrete. I also provided field engineering and survey for bottom ash and fly ash dams.

Chief-of-Parties/Senior Field Engineer

Flour-Utah Laguna, New Mexico July 1974 – Nov 1976

Handled all surveying on thirty million dollar underground Uranium Mine and Support facility (roads, dams, pole lines). Computed all survey calculations, pay quantities, location, control, grading and did some structure, road and pipeline design. Laid out and monitored all aspects of the construction work including the field design of the tailings dam and pipeline. I was Subcontract Field Engineer for one third of the subcontractors (rubber liners, dam subcontractors, pipe insulators) on the job. I was assigned Startup Engineer at completion of job and supervised startup and turnover of 80% of plant to owner.

McKee-Welman Power & Gas Sahuarita, Arizona Feb 1974 – July 1974

I supervised seven survey crews for plant construction on copper project. I worked directly under Project Engineer and did survey calculations, material takeoff and ordering from plans. I also did minor grading, civil design for roadwork, footings and temporary construction. I supervised all layouts of tailings dam and pipeline construction and also the lay out of the haul roads and overburden areas.

I performed surveying and field engineering for all aspects of copper mine construction, including several tailings dams and pipeline layouts and supplying design information for several miles of road profiles and did the final staking for the construction.
