Professional Experience
Facilitator/Program Manager. Transformation Systems Inc, February 2019 – Present. Mr. Vincent Chustz is a Program Manager and an Organizational/Workforce Development Coach at Transformation Systems Inc. (TSI). He leverages over 44 years of military, government civil service, and DoD contractor team leadership experience, a broad strategic and operations management background, and advanced leadership and human resource management education to successfully advise and partner with leaders and employees at all levels to identify and implement solutions that improve individual, team, and organizational performance. Currently serves as leadership and development coach/trainer for Department of Labor. Served as Program Manager on U.S. Navy Acquisition Workforce (AWF) National Lead support contract. Provided Organizational Development theories and practices to senior Navy leadership in the AWF, to include but not limited to Change Management, Strategic Planning, Diversity and Inclusion, data analysis, and future workforce planning.
Program Analyst. Office of the Assistant Secretary of Defense for Health Affairs, Oct. 2007 – February 2019. Served as the Chief, Operations, Plans, and Requirements Division for the Defense Health Agency (DHA), Assistant Director, Combat Support Agency, (formerly Health Affairs Office of Force Health Protection and Readiness (FHP&R)), with responsibilities for the employment of medical models and simulations, and a variety of operations research techniques. Responsible for providing the technical guidance and leadership necessary to complete studies independent of other support. Managed projects for designing and conducting Health Affairs (HA) assessments and evaluations of its emergency preparedness and responses, including those initiated by the Department of Homeland Security or other non- Office of the Secretary of Defense agencies. In this capacity, he coordinated the monthly readiness reporting for twelve DHA Directorates, and for Walter Reed National Military Medical Center (WRNMMC), to the Chairman of the Joint Chiefs of Staff. Managed the program objectives to ensure programs were consistent with Force Health Protection & Readiness
(FHP&R) and HA goals and monitored program development to make sure that timelines were met accordingly. Developed national policy, procedures, and processes for HA, and integrated those policies with the interagency plans. Facilitated conversations with Service and Combatant Command medical department working groups in reaching consensus regarding a variety of issues. Served as the Health Affairs liaison to OUSD Policy, Director OSD Cost Assessment and Program Evaluation, and the Joint Staff on matters related to medical input to Department of Defense strategic analysis, promoting favorable relationships with all stakeholders. Additionally, he was trained and appointed Contracting Officer Representative (COR) several times throughout his tenure at the DHA, and was often sought out for guidance in matters related to contract execution. Assisted numerous organizations in reviewing their organizational performance, identifying organizational goals and quality improvement strategies that led to desired outcomes, designing and implementing structures and processes to achieve those outcomes and measuring progress toward their goals, in stateside and overseas medical facilities.
