Served as the primary interlocuter between senior officials of the Government of Afghanistan and the USAID Capacity Building Activity, a $28 million initiative to combat corruption and improve education services for the children of Afghanistan. Professionally contributed in problem assessment conducted by six components’ leads and Ministry of Education. Maintained formal and back-channel diplomatic relationships with the Ministry of Education and Ministry of Finance that enabled continuous operation of project activities. Identified and advised project leadership of windows of diplomatic opportunity to implement improved practices and technologies to detect, eliminate, and prevent various types of corruption. Gathered business intelligence to provide ongoing guidance to project leadership regarding the central and provincial politics of the Afghan ministries. Developed scenario planning and risk assessments for specific interventions as needed.

Reading Assessment/Research Coordinator

Designed, coordinated and supervised Early Grade Reading Assessment in Afghanistan. Around 19000 students in 1200 sampled schools covered by this assessment. Developed assessment tools both on paper and on Tangerine application. Trained enemorators and supervised data collection, data entry, data analysis and report wrting procesess of the assessement. Disseminated assessment results presented to Ministry of Education officials, Provincial Education Directors and District Education Directors across the country. Managed relationship at the Ministry of Education and represented the technical objectives of this $12 million USAID Resources, Skills and Capacities in Early Grade Reading Activity (EGRA).

Managed a literacy project of 22 milions. Supervised a team of 40 employees at Ministry of Education. Projected and supervised project budget and financial activities.
